The Special Prosecution Office of the Republic of Kosovo has filed an indictment against Fatmir Sheholli, charging him with the criminal offenses of espionage and blackmail.

The case file contains numerous pieces of evidence and materials which, according to the prosecution, are linked to Sheholli’s involvement in these activities.
Page 48 of the indictment includes data obtained during searches conducted against him. These materials form part of the police report and were admitted as evidence by the Prosecution.
Among the evidence mentioned are documents from the Republic of Serbia which, according to the indictment, enabled Sheholli to travel within Serbian territory and coordinate actions with Serbia’s BIA.
During the search on 09.10.2025, the authorities seized, as evidence A#1, four Serbian documents in Fatmir Sheholli’s name: two passports, an identity card of the Republic of Serbia, and a service booklet from the former Yugoslav Army. The Prosecution assesses that possessing them facilitated his movement in Serbia, as well as his contacts and duties related to BIA activities.
The indictment also refers to another report by the Kosovo Police, which includes materials seized during searches of the defendant’s properties.
Some of this evidence relates to Sheholli’s purchase of an apartment from the Serbian media institution JP Radio-Televizije Srbije – Beograd, located at Takovska 10.
According to the indictment, during the search conducted on 09.10.2025, documents were found among the seized material A#35 proving the conclusion of a sales contract for the apartment between Fatmir Sheholli and JP Radio-Televizije Srbije – Beograd.
Evidence A#35, item 22, obtained during the search of his apartment and vehicle, shows that Sheholli possessed the original documentation for an apartment in Pristina. The property had been purchased through a contract with JP Radio-Televizija Srbije – Beograd, an institution where he had been employed.
The Prosecution considers it significant that, up until the contract was signed, Sheholli had presented himself as a member of the Serbian SUP in Podujevo. According to the indictment, the seized documents subsequently also prove his employment with Serbia’s Radio-Television structure in Pristina, during a period when the violence by the Serbian Army and Police against the Albanian population had reached its peak.
These circumstances, assessed together with the other evidence gathered in this criminal case, are considered relevant by the Prosecution in clarifying Sheholli’s ties and engagements with Serbia’s state structures during that period as well. The materials have been attached to the indictment’s general case file.
The indictment also includes other information and details which, the Special Prosecution alleges, show that Fatmir Sheholli was involved in numerous cases of espionage.
