Russia and North Korea inaugurate first cross-border road bridge amid economic opportunities and military concerns

Moscow and Pyongyang have opened the first road bridge directly connecting the territories of the two countries, a development seen as a sign of their growing rapprochement.

The structure, which stretches for around one kilometer over the Tumen River, links Khasan in Russia’s Far East with Tumangang in North Korea. The crossing is located in an isolated area with few residents, near the coastline.

The official opening was held on Monday. Russian Prime Minister Mikhail Mishustin joined the ceremony via video link and said the bridge was expected to expand bilateral cooperation by supporting tourism, the economy and the creation of new jobs.

“I am convinced that expanding cross-border transport infrastructure will provide a powerful boost to the further development of trade, economic, scientific, technological and cultural cooperation,” Mishustin said.

The bridge has been named after Yakov Novichenko, the Soviet officer known for intervening to save the life of North Korea’s founding leader, Kim Il-sung, during an assassination attempt.

Immediately after the ceremony, vehicles from both sides of the border crossed the bridge, confirming the start of its operation as a land link.

The two countries are also connected by a railway bridge over the Tumen River, known as the “Friendship Bridge,” which currently serves as the rail crossing between Russia and North Korea. In addition, regular air routes operate between Vladivostok and Pyongyang.

Despite the declared economic benefits, the project has raised questions about the bridge’s possible use for logistical and military purposes.

Truth Hounds, a Ukrainian human rights organization, has warned that the infrastructure could eventually be used as a corridor for sending North Korean troops, construction brigades and military officials to Russia. In the opposite direction, according to the organization, Russian technology and resources could be transported, making it more difficult to monitor these movements.

Relations between Moscow and Pyongyang have intensified significantly since the start of Russia’s full-scale invasion of Ukraine in 2022. North Korea has supported Russia with ammunition and, according to sources cited in the report, has sent thousands of troops to the Kursk region to support Russian forces against the Ukrainian incursion launched in 2024.

In return, Russia is believed to have provided North Korea with military equipment and technology, including air defense missiles, electronic warfare equipment, drones and satellite technology.

The cooperation has not been limited to the military sector but has also extended to tourism. Since North Korea reopened to Russian tourists in 2024, thousands of Russians have traveled to the country, visiting coastal resorts and ski slopes.

The rapprochement with Pyongyang has also sparked debate within Russia. During a recent interview, Russian Foreign Minister Sergei Lavrov was asked about Moscow’s relations with its allies and the fact that North Korea and Iran are considered among Russia’s closest partners. Lavrov rejected this view, saying there was “nothing wrong” with such cooperation.

Meanwhile, some of Russia’s traditional allies have expressed concerns about the continuation of the war in Ukraine. During a meeting with Vladimir Putin in July, Kazakhstan’s President Kassym-Jomart Tokayev told his Russian counterpart that many leaders were asking why Moscow was continuing the conflict.

“The nature of the conflict is not entirely clear to many people, including us,” Tokayev told Putin.
