Rrjoll Case and Residents’ Protests: SPAK Chief’s Response on Lack of Investigations

The head of the Special Prosecution Office, Klodian Braho, has explained that the initiation of an investigation does not depend on the claims of those who file a complaint, but is entirely based on the assessment of evidence and the specific circumstances of the case. He made this statement after being questioned by MP Erald Kapri regarding a sensitive file.

In the Committee for Citizen Initiatives, the representative of the “Mundësia” Party brought the concerns of the Rrjoll community to attention. He argued that residents oppose a project for the construction of a tourist complex by entrepreneur Bashkim Ulaj, claiming their lands were taken illegally.

MP Kapri emphasized what he sees as the similarity between this situation and that of Zvërnec, demanding accountability for why an investigation has not yet been launched. He directed the question straight to the head of SPAK during the hearing session.

In his response, Braho avoided discussing the case in detail, but clarified the legal framework that guides the institution’s actions. According to him, SPAK’s competencies are determined by the factual elements of a file and not by the will of the accusing parties. He added that citizens have all other legal mechanisms at their disposal if they disagree with such a decision.
