Referendum in Iceland Rejects Resumption of EU Accession Talks

Icelandic voters have rejected the resumption of negotiations on the country’s membership in the European Union, bringing the government’s initiative to reopen the integration process to an end.

Public broadcaster RÚV reported that the camp opposing the resumption of talks won a majority in the referendum. Around 270,000 citizens had been called on to choose between “yes” and “no” in response to the question of whether Iceland should resume negotiations with the EU.

The vote highlighted deep divisions in Icelandic society, particularly over the future of the fishing sector and national security issues.

Supporters of the integration process argued that EU membership could help lower high interest rates and increase Iceland’s security amid a tense international climate. The war in Ukraine and debates related to Greenland were cited in this context.

Opponents expressed concern that membership would limit Iceland’s sovereign powers, particularly in managing its territorial waters and fishing industry.

The Icelandic government had described the referendum as a “now or never” opportunity, while Prime Minister Kristrún Frostadóttir had urged citizens to take part in the vote. Following the announcement of the result, she is expected to make a public statement on the decision and its impact on the government and Iceland’s relations with the European Union.

A result in favor of resuming the talks would not have made Iceland an EU member immediately, but would only have opened the way for negotiations to restart. If the country were to join in the future, one of the main challenges would be the EU’s Common Fisheries Policy, which remains a particularly sensitive issue for Icelanders.

Iceland applied for membership in the European Union in 2009, after the global financial crisis had caused extensive damage to its economy. Talks began, but in 2013 a Euroskeptic government decided to halt them. Nevertheless, the country remains part of the European single market through the European Economic Area Agreement, as well as part of the Schengen Area.

The result of the August 30 referendum shows that, at least for now, the majority of voters in Iceland do not support resuming negotiations on membership in the European Union.
