Qorrolli calls for measures against Simiq after his candidacy “in the name of the Serbian people

Vigan Qorrolli, a deputy from the Vetëvendosje Movement, has opposed Igor Simiq’s candidacy for the post of deputy speaker of the Kosovo Assembly, saying it is based on an unconstitutional premise.

His reaction relates to Simiq’s statement that the candidacy was being presented “in the name of the Serbian people.” According to Qorrolli, Kosovo’s Constitution recognizes the Serbian non-majority community, but not an institutional category called “the Serbian people.”

Qorrolli has also called for Serbian deputy Igor Simiq to be sanctioned by the competent authorities after he proposed a deputy speaker of the Assembly in the name of “the Serbian people,” Bota sot reports.

CANDIDACY BASED ON AN UNCONSTITUTIONAL PREMISE!

During the presentation of his candidacy for deputy speaker of the Assembly, Igor Simiq stated that it was “u ime srpskog naroda,” or, in Albanian, in the name of the Serbian people.

The Constitution of the Republic of Kosovo does not recognize “the Serbian people” as an institutional category that can hold a constitutional mandate. It recognizes communities belonging to non-majority communities, while their institutional representation is based on community rights and not on a claim to a special mandate in the name of a “people.”

Consequently, no one can replace the constitutional category of the Serbian non-majority community with another category not recognized by the Constitution, such as “the Serbian people,” and on this basis seek an exclusive right to a constitutional position.

This principle is directly relevant to the candidacy for deputy speaker of the Assembly as well.

The Constitution does not grant any political entity a monopoly over the seat reserved for the representative of the Serbian non-majority community. It requires representation of the respective community, not its political appropriation.

The Constitution does not allow such an approach.

In the Republic of Kosovo, the Constitution cannot be interpreted according to the claims of Belgrade, the interests of the Serb List or other narratives. The Constitution must be implemented.
