Public Procurement Commission member Kreshnik Tërnova under SPAK investigation for corruption and tender violations

Kreshnik Tërnova, a member of the Public Procurement Commission, was officially placed under investigation by SPAK several days ago for several criminal offences linked to a tender procedure at Dibër Hospital.

According to information, Tërnova is being investigated for “violating the equality of participants in tenders”, “corruption” and “false declaration”. The proceedings are related to a tender for the disposal of hospital waste, in which serious violations are suspected to have occurred.

The investigation was launched following a report by the Supreme State Audit, which identified problems in the conduct of the procurement procedure during its audit.

Tërnova’s name has also been mentioned in the investigative case file concerning the tender scandal at the National Agency for Information Society. He was summoned and questioned by special prosecutors over suspected contacts with businessman Ermal Beqiri, who has been declared wanted.

According to SPAK, a structured group is suspected of operating within and around the National Agency for Information Society, preselecting tender winners and exerting pressure on rival operators. The case file also mentions the case of businessman Gerond Meçe, who is suspected of having been kidnapped and threatened to withdraw from procurement procedures.

Ermal Beqiri and Ergys Agasi remain at large, while former National Agency for Information Society director Mirlinda Karçanaj has been placed under the security measure of “mandatory appearance”.

Investigations into all those involved are ongoing, and criminal liability remains to be determined by the justice authorities.
