Prosecutor’s Office charges six people over forged driving licences

The Skopje Basic Public Prosecutor’s Office has filed an indictment against six people in connection with a case involving forged driving licences, the Public Prosecutor’s Office announced today.

All the defendants are charged with the continued criminal offence of “Document forgery,” stipulated under Article 378, paragraph 3, in conjunction with paragraph 1 of the Criminal Code.

According to the indictment, the first defendant, who works at the Ministry of Internal Affairs as a junior adviser for travel documents at the Administrative Affairs Branch in Skopje, used her official access codes on several occasions between September 2020 and August 2026 to alter driving licences and add additional categories to them.

The other five defendants are drivers. Without passing the driving tests for categories C and D, they worked with the official to submit applications for driving licences that included categories for which they did not meet the legal requirements.

According to the Prosecutor’s Office, the documents obtained in this way were used to secure certificates of professional competence required for international passenger and freight transport.

Some of the defendants subsequently drove buses and heavy vehicles in international traffic on several occasions.

The public prosecutor requested that the previously imposed detention measure be extended for three of the defendants, including the Ministry of Internal Affairs employee.

For the three suspects who are currently beyond the reach of law enforcement authorities, detention has been requested once they are located, as well as proceedings against them in absentia.

Meanwhile, in the same criminal case, the Prosecutor’s Office is continuing to gather evidence against 21 people suspected of acting as intermediaries or users of forged driving licences. The investigation also covers other possible abuses that may be linked to the case.
