Bulford Military Court in Wiltshire found her guilty of six counts of sexual assault. According to the panel’s findings, Dowsett targeted four younger crew members—two women and two men.
The court heard details of the 25-year-old’s conduct while serving aboard the ship. Judge John Atwill strongly rebuked Dowsett, who appeared in court holding a Lilo & Stitch stuffed toy.
The judge said her actions had distressed, frightened and traumatized the victims, while she had shown no consideration for the consequences of her behavior. He described her as a “predator” aboard the ship and said she appeared to have targeted younger crew members.
Evidence presented during the proceedings showed that Dowsett used her position to pressure and intimidate her colleagues. She was accused of inappropriately touching male sailors, including on their intimate areas, and of making non-consensual physical contact with female colleagues.
Embarrassment and fear of how Dowsett might react caused many of the victims to hesitate to report the incidents. In court, she was portrayed as aggressive and intimidating.
One of the female victims said that while serving aboard the same ship as Dowsett, she spent many sleepless nights.
She described the 25-year-old as extremely threatening, saying she would shout and scream at people. The victim added that Dowsett had unrestricted access to her and that she genuinely believed Dowsett might physically attack her.
One of the male victims also expressed his distress over the incidents. He said he had been assaulted in the medical unit and in one of the ship’s hangars.
The sailor said he felt ashamed and angry with Dowsett. He called on her to understand the seriousness of her actions and the impact they had on the victims.
Michael Green, Dowsett’s lawyer, told the court that his client had recently been diagnosed with autism. According to him, the condition could cause difficulties with social interactions and adapting to institutional environments.
However, the court concluded that the diagnosis could not be used to justify her behavior. Judge Atwill stressed that these were actions any person would understand to be unacceptable.
Atwill also emphasized that such sexual offenses undermine the fundamental trust on which the service depends, as well as damaging team cohesion and effectiveness. He said such behavior has no place in His Majesty’s service.
At the conclusion of the proceedings, Dowsett was sentenced to 18 months in custody, which she will serve at a military detention center.
