Following the latest developments in The Hague, the Democratic Party of Kosovo is expected to submit an initiative to the Assembly today to amend and supplement the Law on the Specialist Chambers and the Specialist Prosecutor’s Office, KosovaPress has learned from its sources.

The initiative comes at a time when debate on the functioning and mandate of the Specialist Chambers has intensified on the political scene, following the first-instance verdict against four former leaders of the Kosovo Liberation Army.
On September 16, the court announced its decision on Hashim Thaçi, Kadri Veseli, Rexhep Selimi and Jakup Krasniqi. Thaçi and Krasniqi were sentenced to 25 years in prison each, Veseli to 18 years, and Selimi to 13 years in prison.
The sentences include the period the defendants spent in pretrial detention.
The Trial Panel found them guilty of several of the charges, while acquitting them of crimes against humanity.
The court determined that the Specialist Prosecutor’s Office had failed to prove beyond a reasonable doubt that a widespread or systematic attack had been carried out against the civilian population.
Two days after the verdict against the four former KLA leaders in The Hague, the PDK is expected to formalize the initiative in the Assembly.
Following the decision, the party discussed its future actions concerning the Specialist Chambers. The following day, PDK Chairman Bedri Hamza held a meeting with Prime Minister Albin Kurti.
According to a government statement, Kurti and Hamza discussed the possible paths and options that could be pursued following the verdict, including the possibility that the decision could be changed on appeal.
The Specialist Chambers were established following constitutional amendments and the adoption by the Kosovo Assembly of the Law on the Specialist Chambers and the Specialist Prosecutor’s Office.
The verdict against the four KLA members in The Hague was delivered “in the name of the people of Kosovo” by Judge Charles Smith. Meanwhile, former Dutch ambassador to Kosovo Roberth Bosch has said that Kosovo’s new president might pardon them.
