PDK and Alliance Return to Assembly Without a Session Being Called

MPs from the Democratic Party of Kosovo (PDK) and the Alliance appeared again at the Kosovo Assembly on Friday, even though no session had been scheduled for that day.

They are demanding the resumption of the constitutive session, which was interrupted during efforts to complete the formation of the new legislature.

Speaking from the Assembly podium, PDK leader Bedri Hamza said that LVV had crossed a line that should never have been crossed and that the constitutional deadline for constituting the Assembly had been deliberately violated.

PDK and the Alliance have also remained on the Assembly premises in recent days, insisting that the institution continue its work. Their clashes with MPs from the Vetëvendosje Movement have also been accompanied by tensions inside the chamber.

Meanwhile, the Vetëvendosje Movement has maintained that, before procedures to constitute the Assembly can continue, a political agreement must be reached on the election of the next president.

A new development in the situation came from the Democratic League of Kosovo. On Thursday, LDK leader Lumir Abdixhiku announced that his party would relinquish its claims to any institutional post if doing so would help break the institutional deadlock.

According to Abdixhiku, LDK is not seeking any ministry, the leadership of the Assembly or the presidency. He stressed that the party is ready to vote for a nonpartisan, consensus candidate for president.

Despite this position, PDK and the Alliance are continuing to demand that the constitutive session resume.

Radio Free Europe contacted LVV representatives to learn what their next steps would be, but has not received a response so far.

The institutional deadlock in Kosovo is continuing because of disagreements over the procedure that should be followed to constitute the Assembly and elect the president.

In the June 7 elections, LVV emerged as the largest party with 53 MPs, while PDK secured 22, LDK 18 and AAK seven.

In the update of 14.08.2026 at 11:41, Hamza accused Kosovo’s acting prime minister, Albin Kurti, acting president Albulena Haxhiu, and the chair of the constitutive session, Avni Dehari, of deliberately violating the country’s Constitution.

The PDK leader said the situation no longer constituted only a political crisis, but had also turned into a constitutional and institutional crisis.

Hamza said that he, PDK MPs and those from the Alliance were at the Assembly because, in his view, LVV, Kurti, Haxhiu and Dehari had crossed a line that should not have been crossed. He accused them of deliberately disregarding the constitutional deadline for constituting the Assembly and the Constitutional Court’s latest ruling, stressing that the deadline had not been set by PDK or the opposition, but by the Constitution of the Republic of Kosovo.

According to Hamza, the institutions are now operating under conditions of uncertainty, in violation of the Constitution and the Assembly’s Rules of Procedure, while political responsibility is being postponed from one day to the next. He said the situation was not normal and would not be allowed to become normalized.

Also in the update of 14.08.2026 at 11:41, Ramadani said that no one was questioning VV’s victory, but that it would be the party’s last victory.
