The Parliament of Albania will hold its next plenary session today, June 30, 2026, at 10:00, in line with the work calendar set for the period June 15 – July 3, 2026.
In accordance with order no. 40, dated 26.6.2026, issued by Parliament Speaker Mr. Niko Peleshi, the sitting will open with the approval of the minutes of the plenary session of 18.6.2026, based on Article 44, point 2, of the Rules of Procedure of Parliament, and will then continue with announcements, in line with Article 44, point 3.

Included on the agenda is the draft law “On official controls and other official activities carried out to ensure the implementation of legislation on food and feed, rules on animal health and welfare, as well as plant health and plant protection products in the Republic of Albania.” The draft law is being reviewed pursuant to Articles 78 and 83, point 1, of the Constitution, as well as Articles 55 and 73-77 of the Rules of Procedure of Parliament, and requires a simple majority of votes for approval. Questions are expected, along with remarks by the initiator, the position of the responsible Committee on Agriculture, Food and Rural Development, as well as the opinions of the Committee on Legal Affairs and Public Administration and the Committee on Europe and Foreign Affairs, before discussions by the parliamentary groups and the vote.
Lawmakers will also review and put to a vote eight draft resolutions assessing the activity of independent institutions and the public administration for 2025.
These draft resolutions concern the activity of the Commissioner for Civil Service Oversight, the Commissioner for the Right to Information and Protection of Personal Data, the Department of Public Administration, the Competition Authority, the Public Procurement Commission, the Authority for Information on the Documents of the Former State Security, the Institute for Studies on the Crimes and Consequences of Communism, as well as the Deposit Insurance Agency.
For the draft resolution “On the assessment of the activity of the Commissioner for Civil Service Oversight for 2025,” the legal basis is law no. 152/2013 “On the civil servant” and Article 103 of the Rules of Procedure of Parliament. For the draft resolution “On the assessment of the activity of the Commissioner for the Right to Information and Protection of Personal Data for 2025,” the legal basis is Article 31 of law no. 9887, dated 10.03.2008, “On the protection of personal data,” as amended, as well as Article 103 of the Rules of Procedure of Parliament.
The draft resolution “On the assessment of the activity of the Department of Public Administration for 2025” is based on Article 32 of law no. 162/2020, “On public procurement,” and Article 103 of the Rules of Procedure of Parliament. Meanwhile, for “On the assessment of the annual activity of the Competition Authority for 2025,” the references are Article 24 of law no. 9121/2003, “On the Competition Authority,” and Article 103 of the Rules of Procedure of Parliament.
The draft resolution “On the assessment of the annual activity of the Public Procurement Commission for 2025” is also based on Article 32 of law no. 162/2020, “On public procurement,” and Article 103 of the Rules of Procedure of Parliament. For “On the assessment of the annual activity of the Authority for Information on the Documents of the Former State Security for 2025,” the legal basis is Article 10 of law no. 45/2015, “On the right to information on the documents of the former State Security of the Socialist People’s Republic of Albania,” as well as Article 103 of the Rules of Procedure of Parliament.
As for the draft resolution “On the assessment of the annual activity of the Institute for Studies on the Crimes and Consequences of Communism for 2025,” it is based on Article 11 of law no. 10242, dated 25.02.2010, “On the Institute for Studies on the Crimes and Consequences of Communism in Albania,” and Article 103 of the Rules of Procedure of Parliament. Meanwhile, the draft resolution “On the assessment of the activity of the Deposit Insurance Agency for 2025” is based on law no. 53/14, dated 22.05.2014, “On Deposit Insurance,” as amended, Article 103 of the Rules of Procedure of Parliament, and decision no. 134/2018 of the Parliament of Albania, “On the approval of the annual and periodic monitoring manual.” All of these draft resolutions require a simple majority of votes for approval.
The draft resolutions will be presented by the Committee on Citizen Initiatives, Cooperation and Institutional Oversight. The debate on the annual reports, under Article 103, point 8, of the Rules of Procedure of Parliament, may not last more than 120 minutes, and the time is to be divided equally between the majority and the minority, also taking into account lawmakers outside the parliamentary groups.
The time allocated for each debate is: 71 minutes for the parliamentary group of the Socialist Party, 30 minutes for the parliamentary group of the Democratic Party, 6 minutes for the parliamentary group “Alliance for Change,” 6 minutes for the parliamentary group “Freedom Party,” and 7 minutes for lawmakers outside the parliamentary groups.
At the end of the session, discussions are scheduled on issues outside the agenda, pursuant to Article 45 of the Rules of Procedure of Parliament. Under this provision, each lawmaker may speak for no more than 5 minutes, while speaking on behalf of a parliamentary group they may speak for no more than 8 minutes. The total time for these discussions may not exceed 60 minutes.
It has also been announced that a protest will be held at the same time as the start of the parliamentary session.
