Owner Behind Bars, Ermal Beqiri’s Two Companies Clash with Identitek at the PPC

While Ermal Beqiri remains in France following his arrest and extradition proceedings to Albania are underway, his two companies are facing off against Identitek at the Public Procurement Commission over a tender worth around 100,000 euros including VAT, continuing to operate as usual despite the major AKSHI scandal.

As Skyweb.al has found, the case concerns Identitek’s tender for an “Interactive Voice Response (IVR) System,” with a maximum budget of 8.18 million lek excluding VAT, a procedure announced on July 14, 2026.

The consortium of operators “Soft & Solution” and “NSolution” took part in the competition, while the complaint with the PPC was formally filed by Soft Solution on August 11, after Identitek decided to disqualify their bid.

Identitek argues that NSolution, which under the cooperation agreement was to provide 30% of the services, had failed to prove that it had the required staff under valid employment contracts. The commission found that the three contracts submitted for the employees had been for one-month terms and therefore did not demonstrate compliance with the tender’s technical criterion.

The companies, meanwhile, are challenging the disqualification and claim that Identitek conducted the evaluation process improperly.

The dispute carries added significance because of the history of the two companies. NSolution is the company Ermal Beqiri acquired in April 2024, when it was called “IT Tirana,” purchasing 100% of its shares for around 144,000 euros and subsequently changing its name.

Soft & Solution is Ermal Beqiri’s well-known company, through which he is suspected of having carried out most of the operations serving the major AKSHI scandal. The company has been among the beneficiaries of major information technology contracts at public institutions, particularly AKSHI.

After SPAK launched its investigation into AKSHI tenders, Soft & Solution was placed under preventive seizure by a GJKKO decision dated April 20, 2026, while its management was transferred to an administrator appointed by the Agency for the Administration of Seized and Confiscated Assets.

SPAK suspects that Ermal Beqiri and Ergys Agasi played central roles in an organized scheme to control and manipulate AKSHI procurement procedures. The investigation has also led to the seizure of assets worth more than 40 million euros belonging to individuals involved in the proceedings.

Beqiri was arrested in France in late July following an unusual incident while piloting a small civilian aircraft that flew over the Penly nuclear power plant at an altitude below the permitted limit. French authorities detained him and subsequently determined that he was internationally wanted by the Albanian justice authorities.

In Albania, the GJKKO has ordered him held in pretrial detention on charges of unlawful deprivation of liberty, unlawful competition through violence, violation of the equality of participants in public tenders or auctions, participation in a structured criminal group, commission of criminal offenses by a criminal organization or structured criminal group, and laundering the proceeds of crime. /skyweb.al
