Opposition Requested an Evening Session, Assembly to Resume Today at 11:00

The continuation of the constitutive session of the Assembly of Kosovo has been scheduled for today, Saturday, August 8, at 11:00. The election of the Assembly speaker and deputy speakers is on the agenda.

The session was not held on Friday evening, although the PDK, LDK and AAK had requested that it take place at 22:30. According to the opposition, the constitutional 30-day deadline for constituting the Assembly, calculated from the certification of the election results, expired at midnight.

MPs from these three parties arrived at the Assembly to await the resumption of the session but said they were unable to enter the chamber because its doors were locked.

Besnik Tahiri of the AAK said that the parliamentary group had notified the chair of the constitutive session, Avni Dehari, as well as the Assembly administration, of their request in due time.

“The doors to the chamber where the Assembly was supposed to be constituted tonight are locked,” Tahiri said.

He stressed that the constitutional deadline for constituting the Assembly expired at 23:59 and accused the LVV of violating the Constitutional Court’s ruling.

PDK leader Bedri Hamza also said after midnight that the MPs had remained at the Assembly to demonstrate their readiness to participate in the constitutive session.

According to Hamza, the Constitutional Court’s ruling leaves no room for ambiguity, and failure to constitute the Assembly within the deadline amounts to a violation of the Constitution.

“This is a failure to respect the opinion and judgment of the Constitutional Court,” Hamza said.

LDK deputy leader Lutfi Haziri said his party had requested that the session be held by 00:00, with the aim of meeting the constitutional deadlines.

“The LDK waited and requested, and called for the session to be held tonight by 00:00 so that the constitutional deadlines could be upheld,” Haziri said.

The failure to hold the session requested by the opposition occurred on Friday, the very day that, according to opposition representatives, marked 30 days since the certification of the election results.

Acting Finance Minister Hekuran Murati also responded to the opposition’s statements regarding a violation of the constitutional order. He recalled that on April 26, 2025, 30 days had passed since the certification of the February 9 election results, while the Assembly had still not been constituted. Murati said that, in that instance, the delay had not been deemed a problem or a constitutional violation.

The constitutive session will resume on Saturday, August 8, at 11:00. The opposition has not yet said whether it will participate. Bedri Hamza said the PDK would consider the matter, while Lutfi Haziri announced that the LDK parliamentary group would meet before the session begins.
