Arbërie Nagavci, chair of the parliamentary group of the Vetëvendosje Movement, has called on the Democratic Party of Kosovo to clarify the changes it seeks to make to the Law on the Specialist Chambers, which the president returned to the Assembly.
According to Nagavci, before deciding on the next steps, it must be specified which articles PDK wants to amend and what its proposals contain, KosovaPress reports.

She described continuing the parliamentary procedure without first knowing the exact content of the proposed changes as irresponsible.
“We had reservations about PDK’s group from the outset. It is regrettable that we have now been brought almost back to square one. To decide how to proceed, we need to know the specific demands. PDK representatives have expressed their intention to amend several articles, but we do not know which ones or what changes they are proposing. The matter needs to be carefully reviewed. We believe the Assembly and those initiating this process would be acting with complete irresponsibility if they moved forward without knowing what they want to change,” Nagavci said.
Last week, President Justina Shiroka-Pula returned the Law on the Specialist Chambers to the Kosovo Assembly at PDK’s request.
Nagavci also spoke about how the Assembly should proceed after the president returned the draft law. She said there are two options: MPs can reject the president’s proposal with 61 votes or approve the return of the draft law.
The head of the LVV parliamentary group also referred to a ruling in the Jahjaga case, saying it does not provide for the possibility of amending or changing the law at this stage.
According to her, the Committee on Legislation should first review the president’s letter and then submit a report on the matter to the Assembly.
“Procedurally, after the president returns a draft law, the Assembly has two options: with 61 votes, it can reject her proposal, or it can approve the return of the draft law. There are already three precedents on this matter. The ruling in the Jahjaga case states that the law cannot be amended or changed; it is either rejected or remains in force. In addition, two draft laws returned under the veto power of former President Vjosa Osmani were not reviewed and were dismissed. We need to examine this matter. Four weeks have passed since the president’s letter, and the Committee on Legislation should analyze it and then submit a report to the Assembly. I believe this requires careful consideration,” Nagavci stressed.
