Magistrates’ salaries: judges to meet on September 10 to determine institutional position

The issue of magistrates’ salaries will return to discussions by the High Council of the Judiciary, at a time when the situation remains unresolved.

The General Assembly of Judges is scheduled to take place on September 10, 2026, at 10:00 a.m., at the premises of the High Council of the Judiciary. The institutional position of judges on salaries will be examined during the meeting, and a solution in line with the Constitutional Court’s decision will be discussed, reporter Klodiana Lala reports.

According to the High Council of the Judiciary, the continuation of this situation could undermine the normal functioning of the courts. In addition to salaries, the issue also concerns safeguarding the constitutional status of judges and protecting the independence of the judiciary.

The meeting is expected to serve to determine the institutional actions to be taken to overcome the deadlock.

The meeting has been called due to the situation created in the judicial system following the failure to implement, within the deadline, Constitutional Court decision no. 15/2026 on magistrates’ salaries, as well as the blocking of judges’ and judicial administration staff salaries by the state structures responsible for budget administration.

This situation is considered particularly serious and concerning, as it directly affects the normal functioning of the courts, the constitutional guarantees of judges’ status, the independence and institutional integrity of the judiciary, as well as the binding authority of Constitutional Court decisions.

Respect for the Constitution, the separation of powers and the implementation of final decisions of the Constitutional Court constitute an obligation and responsibility for every state institution.

The seriousness of the situation requires a swift, responsible and institutional response from the judicial body. Since this is an issue affecting the entire judiciary, it is considered important that every judge’s opinion be heard and that the judiciary express itself through a joint position.

The purpose of the meeting is to hold an open discussion among judges at all levels on the situation that has arisen, respect for and implementation of the Constitutional Court’s decision, protection of judicial independence, and the determination of the position and institutional steps considered necessary to resolve the issue.

The meeting has been called pursuant to Article 13 of Law no. 115/2016, “On the governing bodies of the justice system.”

The agenda includes a discussion of the situation created by the blocking of judges’ and judicial administration staff salaries, as well as the determination of the institutional position of the judicial body on resolving it in accordance with Constitutional Court decision no. 15/2026, the Constitution and the guarantees of the independence of the judiciary.

The General Assembly of Judges will take place on Thursday, September 10, 2026, at 10:00 a.m., at the premises of the High Council of the Judiciary.
