The Movement for National Development (LZHK) has unveiled its political platform for overcoming the crisis in Albania, calling for Prime Minister Edi Rama to leave office and for the formation of a new, broad-based, pro-European government. According to LZHK, the country faces a multifaceted political, institutional, social, demographic and economic crisis.
In its statement, the movement stresses that the state belongs to all citizens and cannot be considered the property of those in government, while governing should be viewed as a temporary mandate and a public responsibility.

The proposed package includes the repeal of four laws: the law on strategic investments, the law on protected areas, the law on the mountain package, and the law on concessions and public-private partnerships. LZHK also calls for the repeal of the law on territorial reform and the adoption, through political consensus, of territorial and electoral reforms.
The platform also calls for the repeal of the constitutional amendments adopted on April 21, 2008. According to the Movement for National Development, this step would help restore the normal functioning of the state and democracy. The document also provides for political support for SPAK.
LZHK has announced that it will take part in tomorrow’s protest and has urged citizens to turn out in large numbers and participate peacefully.
Statement to the media
The Movement for National Development describes the situation in Albania as a deep political and institutional, social and civic, demographic and economic crisis.
It says its political engagement has aimed to build a functioning democracy and strengthen state institutions. Since its founding, LZHK has adopted “We build the state” as its political motto.
The platform rests on the conviction that the state is an institution shared by citizens, not the property of those who govern, and that governing is a temporary responsibility.
In response to the grave situation in the country, the Movement for National Development proposes the following measures: the resignation of Prime Minister Rama; the formation of a new, broad-based, pro-European government; the repeal of Law No. 55/2015 “On Strategic Investments”; the repeal of Law No. 81/2017 “On Protected Areas”; the repeal of Law No. 20/2025 “On the Mountain Package”; and the repeal of Law No. 88/2025 “On Concessions and Public-Private Partnerships”.
The document also proposes repealing the law “On Territorial Reform”, adopting territorial and electoral reforms through political consensus, repealing the constitutional amendments of April 21, 2008 to restore the normal functioning of the state and democracy, and providing political support for SPAK.
The movement says the platform is open for discussion with all genuine political actors and forces, and that it is ready to contribute to overcoming the difficult situation Albania is experiencing.
LZHK says it has supported civic and youth protests since the first day, on May 31, 2026, and announces that it will also attend tomorrow’s protest. It concludes by urging citizens to turn out in large numbers in the square and protest peacefully.
