According to him, the platform will enable secure electronic identification and expand citizens’ access to digital services.

During the panel titled “Digital Identity, AI and Proactive Public Services,” Jagxhiu spoke about Kosovo’s progress in the digital transformation process, as well as measures aimed at building a more efficient administration better suited to citizens’ needs.

The minister said that the country already has significant digital infrastructure. The eKosova platform currently offers more than 330 services and has over 1.2 million registered users. Meanwhile, the interoperability platform enables data exchange between institutions.

At the same time, the development of eKosova 2.0 is advancing, with the aim of adding 400 new services and incorporating other functionalities, including solutions supported by artificial intelligence.

Jagxhiu emphasized that the success of digital transformation is not determined solely by the number of services offered online. He said that, through services built around life events, the aim is to ensure that citizens are not required to contact several institutions to complete procedures related to the same event.

The goal is to create integrated, proactive and personalized services that place citizens and their needs at the center, regardless of how institutions are organized and how responsibilities for these services are assigned.

The national electronic identification platform represents another important development. It will provide secure authentication, electronic signatures and a digital wallet, strengthening trust in digital transactions and interactions.

According to the minister, work is also being carried out in parallel on data governance infrastructure, secure data exchange and the creation of conditions for broader use of artificial intelligence in public administration.

Jagxhiu said that the aim is not merely to move services online, but to simplify governance, increase efficiency and strengthen accountability to citizens. To achieve this objective, he said, reliable technologies, cybersecurity and the responsible use of artificial intelligence are necessary.
