Konjufca: We Do Not Believe the Constitution Was Violated During the Assembly’s Constitutive Process

Glauk Konjufca, an MP from the Vetëvendosje Movement, has expressed confidence that the continuation of the constitutive session held on Saturday does not constitute a violation of the Constitution, despite claims that it took place outside the constitutional deadlines.

He also drew attention to the situation that arose after the February 14 elections to illustrate his position.

Konjufca did not provide a specific date for when the Assembly would reconvene to continue its constitutive proceedings.

According to him, none of this is dramatic and it is part of the country’s further constitutional development. He added that it is not up to him to decide when the next session will be called.

Referring to discussions about the duration of the session, Konjufca explained that experts have differing interpretations, with some believing that a session can continue beyond 24 hours, as is currently happening. “We do not believe that the Constitution has been violated,” he said, stressing that these uncertainties are similar to those of last year.

He also explained that Vetëvendosje is not in a position to refer the matter to the Constitutional Court, but emphasized that his party’s position is clear: there has been no violation of the country’s fundamental law.

For Konjufca, the real harm lies not in the continuation of the session, but in the act of violence committed by Alliance MP Time Kadrijaj, who threw eggs at acting Prime Minister Albin Kurti. He considered this conduct far more serious than any procedural issue.

Konjufca stressed that the Vetëvendosje Movement would not abandon political dialogue and that efforts to reach an agreement would continue with all parties, including the PDK, LDK and the Alliance.

Comparing the potential consequences, he argued that a prolonged session is a lesser evil than holding new elections. “The Constitution is not being violated,” he reiterated.

On Saturday, the constitutive session was suspended for the second time. This came after VV leader Albin Kurti requested more time to nominate a candidate for speaker of the Assembly, arguing that a political agreement had not yet been reached. He stressed that his meetings and communication with the leaders of other parliamentary parties had continued, but that the request for additional time was intended to avoid snap elections.

Immediately after this request, the situation in the chamber deteriorated when MP Time Kadrijaj physically attacked Mr. Kurti with eggs. As a result, the presiding chair, Dehari, ordered Assembly security officers into the chamber to calm the situation.

The results of the June 7 elections gave the Vetëvendosje Movement 53 seats, the Democratic Party of Kosovo 22, the Democratic League of Kosovo 18 and the Alliance for the Future of Kosovo 7 MPs.
