Kadrijaj calls for the law on war values to reach Parliament sooner, Hoti opposes politicizing the process

The deadline set by the government for submitting the Draft Law on the Protection of the Values of the Liberation War to the Assembly of Kosovo has prompted a debate between Alliance for the Future of Kosovo MP Time Kadrijaj and Andin Hoti, the minister for Labour, Family and Liberation War Values. Kadrijaj called for the draft law to be submitted before the scheduled date of August 30, 2027.

During a parliamentary question session, the MP referred to the government’s legislative program for 2026–2028. She called waiting until August next year unjustifiable and asked the minister to say whether the executive would submit the draft law for review sooner.

According to Kadrijaj, August 30, 2027, falls in a month that is a recess period in the parliamentary calendar. Objecting to the deadline, she asked whether the government would speed up the submission of the law to Parliament or drag it out.

Hoti acknowledged the exceptional importance of adopting the law, an issue that, he said, had been discussed several times. However, in his response, he did not set another date for its submission.

The minister explained that there is no recess month for the government and that work would continue in August as well as in every other month of the calendar. He pointed out that although more than 27 years and five months have passed since the end of the war in Kosovo, the country still does not have such a law.

Addressing Kadrijaj, Hoti objected to being held accountable for setting a 10-month deadline. He recalled that she and other MPs had served in Parliament for many terms, while emphasizing that the Constitution of the Republic also recognizes MPs’ right to legislative initiatives.

Hoti said he did not want to engage in such discussions and asked the MP not to turn into a political attack a process that, according to him, was finally being treated with great seriousness.

In her response, Kadrijaj denied that the question had a political content. She welcomed the inclusion of the law in the legislative agenda but objected to the way the minister had responded to the concern she raised.

Addressing him by the name Andin Ukshin Hoti and thanking him for the lecture, the MP insisted that none of the terms she had used constituted politics. According to her, it was the minister who had politicized the discussion. Kadrijaj added that she had raised the issue hypothetically and that, alongside her struggle, she had also preserved her integrity.
