Ismail Dibrani Represents Kosovo at Regional Conference on Organized Crime in Prisons

Ismail Dibrani, Director General of the Kosovo Correctional Service, is participating in the regional conference “Organized Crime in Prisons,” taking place on September 2 and 3, 2026, in Skopje.

The event is being held under the theme “Strengthening Integrity, Intelligence and Cooperation in Southeastern Europe” and is organized by the Mission of the Organization for Security and Co-operation in Europe (OSCE) in Skopje, in cooperation with the Embassy of the United States of America in North Macedonia.

The conference brings together leaders and representatives of correctional institutions, security agencies, the police, prosecution services, the judiciary and institutions involved in combating crime in Southeastern European countries. Representatives of international correctional organizations and networks, including ICPA and EuroPris, are also attending, along with representatives of correctional institutions from various European countries.

Discussions have focused on the threats posed by organized crime within correctional institutions, measures to prevent and address criminal activities, strengthening institutional integrity, and the role of intelligence and information sharing among counterpart institutions.

A significant part of the agenda has been devoted to regional and international cooperation, as well as the development of joint mechanisms to prevent and manage security risks related to organized crime in prisons.

“The participation of Director General Mr. Ismail Dibrani represented an important opportunity for the Kosovo Correctional Service to share its experiences and practices with counterpart institutions in the region and international partners, as well as to learn about the approaches and practices of other European countries in addressing security challenges in correctional systems,” the statement said.

The conference also aims to serve as a forum for deepening relations among correctional institutions in the region and Europe, establishing new professional contacts, and identifying opportunities for future cooperation in security, intelligence, institutional integrity and the prevention of organized crime in correctional systems.
