Security expert Avni Islami has reacted to the indictment filed against Fatmir Sheholli, saying the case should serve as a warning to all those who, in his view, act against the interests of the Republic of Kosovo.

In a reaction published on Facebook, Islami focused on the allegations contained in the indictment, particularly the document titled “Top Secret 2,” which is suspected to have been found on the defendant’s phone.
According to him, the document’s contents describe a plan aimed at destabilizing Kosovo and damaging its position on the international stage through the construction of various narratives.
Islami writes that, since the arrest of Fatmir Sheholli, who is suspected of espionage, different versions of the case have been presented.
Nevertheless, he claims that it is now clear that Sheholli’s operational and analytical activities, which began when he was part of the former UDB, have not ceased.
According to the expert, a highly experienced professional in the field of espionage does not easily break away from a pledge to safeguard secrets and serve a particular network.
He also claims that Sheholli’s penetration of high-level institutions was not accidental. Islami links this to camouflage through friendships with important state figures and frequent media appearances on sensitive issues, with the aim of building trust and avoiding suspicion.
Avni Islami says that, based on a reading of the indictment, the “Top Secret 2” document presents a covert strategic plan. According to him, the plan sought to spread Islamic radicalism in Kosovo and the region by involving influential figures from sports, music, the media and politics.
He says that, based on the indictment against Fatmir Sheholli, the plan aimed to destabilize the Republic of Kosovo, portray it as a hotbed of extremism and severely damage its international standing.
According to the reaction, the aim was to build a negative narrative, encourage migration and change Western countries’ attitude toward Kosovo by promoting religious activities and influencing clerics.
Islami claims that the plan also included economic espionage, as well as the discrediting of political and intellectual figures. He says Serbia’s agendas are well known and that the aim remains to strike Kosovo on several fronts, create negative public opinion and weaken citizens’ trust in domestic institutions.
The security expert says that the disclosure of secret documents shows that the security institutions are carrying out their duty. According to him, the case should send a clear message that no one can hide behind friendships or high-ranking positions.
“Anyone who dares to work against the Republic of Kosovo, anyone who becomes part of Serbia’s destabilizing agendas or espionage networks, will suffer the same fate,” Islami wrote.
He stated that the Special Prosecutor’s Office, under the leadership of professional prosecutors such as Bekim Kodraliu and in full coordination with the KIA and the Kosovo Police, will dismantle every network of treason.
“The era of impunity is over; everyone who works against our state will receive the punishment they deserve and will end up in prison!” Avni Islami concluded.
