Now Federal Chancellor Friedrich Merz (CDU) believes that the affordability limit has been reached for many citizens.
“I think we must act,” he declared on Tuesday in Berlin. According to Merz, the government has not yet decided on concrete instruments, but is examining the possibility of interventions through taxes and fees.
Meanwhile, the oil industry predicts that price normalization will only occur during the next year.
“For many people who depend on their cars every day, the affordability limit has been reached,” the chancellor said. He stressed that the federal government is conducting intensive consultations with the states on possible relief measures and promised that a concrete proposal will be presented very soon.
Although no official decisions on this issue are expected at the cabinet meeting on Wednesday, according to government sources the topic of easing the fuel price burden will be discussed at least informally.
Two different proposals
While the SPD is calling for price caps and a tax on the excess profits of oil giants, the Ministry of Economy favors a different solution. There was skepticism from the Ministry of Economy toward the SPD proposals for curbing fuel prices. According to ministry sources, both administrative price caps and a tax on the excess profits of oil companies carry significant problems and risks.
The Ministry of Economy argues that the Luxembourg model is not suitable for Germany. The size of the market and different economic conditions make it difficult to transfer this scheme. Moreover, a fuel price ceiling could create legal problems and considerable costs for the state. Poland and Austria are cited as examples, which experimented with similar measures but removed them just a few months later.
The SPD sees Belgium as a model. There, the state sets the maximum fuel price daily, based on the development of the oil price and market costs. Gas stations can offer lower prices, but not higher than the set limit. According to Social Democrat Armand Zorn, this scheme protects consumers from uncontrolled increases without creating additional costs for the state budget.
Meanwhile, Economy Minister Katharina Reiche supports a different solution. She favors direct payments to low-income households. These would need to be implemented by the Federal Ministry of Finance. “Such an instrument already exists,” said the CDU politician. “This would be a way to quickly ease the financial burden, but in a targeted manner, precisely for those income groups” that pay little or no taxes./ DW
