Gurakuç Kuçi, a doctor of international relations, has accused Serbia of using propaganda and disinformation against Kosovo during the marking of Vidovdan. He said that claims that a Kosovo police officer assaulted a Serbian girl are untrue, while, according to him, video footage shows that the officer actually protected the child.
According to Kuçi, this is part of a hybrid war built on the model of Russian propaganda. He called for increased cooperation among institutions, the media and international partners to counter disinformation.

“Serbian propaganda is once again using a child as a weapon against Kosovo”
“Serbia, which during the war in Kosovo (1998-1999) killed 1,133 Albanian children and also killed six Serbian youths in the ‘Panda’ case in Peja in order to blame Albanians, is today, on the ‘holiday’ of Vidovdan, sacrificing a Serbian child to lie against Albanians as well.”
“During today’s celebrations in Gračanica and Gazimestan, the Serbs, who are mainly militants of Vučić’s regime, once again chose to provoke and disrupt order and the law. It is precisely for this reason that Kosovo’s security institutions did not allow the use of Serbian and Russian flags and songs calling for murder and genocide, with the aim of preventing provocations and preserving public order.”
“In fact, Serbia’s state propaganda had even prepared the militants on how to portray themselves as victims, including through children, and then spread lies.”
“Serbian propaganda, victimizing even children without any concern at all for their identity and age, today claims that a Kosovo police officer allegedly attacked a little girl who was in someone’s arms.”
“The video shows the exact opposite. It shows that the Kosovo police officer protects her, but for Serbian disinformers even the video is not enough, because their mud-slinging machinery has these news stories and events prepared in advance, knowing exactly when they should be published and how they should react.”
“This kind of hybrid war against Kosovo, built according to the Russian disinformation model, should serve as a lesson to increase control over propaganda and strengthen cooperation with all media in Kosovo and beyond, including embassies and international media networks, which can testify to the truth and Serbia’s destabilizing face.”
“Serbia’s aim with such actions is to mobilize the masses against Albanians, so that they are prepared for new crimes when given the opportunity, while its propaganda model is a copy of the most genocidal regimes that have existed and continue to exist in the world.”
