Gërvalla: PDK’s draft law is being carefully reviewed; opinion will be sent to the government

Deputy Prime Minister and Minister of Justice Donika Gërvalla said the Ministry of Justice is analyzing a draft law proposed by the Democratic Party of Kosovo to amend and supplement the Law on the Specialist Chambers and the Specialist Prosecutor’s Office.

She said issues related to the Specialist Chambers require a high level of expertise and careful consideration. Once the review is complete, the ministry will forward its opinion to the government without delay, but without compromising the quality of the analysis.

Gërvalla stressed that current challenges require institutional cooperation and coordination on issues concerning the state, constitutional order, history and shared future. She said experts at the Ministry of Justice are assessing the PDK’s draft law and that the document will be sent to the government soon after the review is complete.

“We do not want to rush and then face a lack of quality or unacceptable errors. Beyond words, cooperation, coordination, analysis and expertise are needed so that justice ultimately prevails,” she said.

Minister Gërvalla also spoke about two events connected with September 26: the massacre of the Deliu family in Abri i Epërm and the referendum on Kosovo’s independence.

She recalled that on September 26, 1998, 23 members of the Deliu family were killed in Abri i Epërm in one of the most brutal massacres committed by Serbia. Gërvalla described it as a genocidal killing and said that none of those responsible for the crime has been convicted to date.

She said this truth is undeniable, just as the truth about the Kosovo Liberation War is undeniable.

Gërvalla also mentioned the start of the referendum on Kosovo’s independence on September 26, 1991. The referendum ran until September 30, and with well over 90% of the vote, the people of Kosovo declared the country an independent republic.

She said the vote was also held in Tirana, in a modest office where thousands of Kosovo citizens cast their ballots in favor of independence. Gërvalla said she felt proud and privileged to have co-organized and led the process. She added that today the Republic of Kosovo is an independent and sovereign state, recognized internationally.

Meanwhile, the Ministry of Justice had announced that Donika Gërvalla would hold a press conference on 26.09.2026 at 14:00 in the former Rilindja building.

The conference was scheduled to take place on the ninth floor, in office 914. The announcement did not specify the reason for or topic of the conference.
