FOL Calls on Kosovo Assembly to Strengthen Oversight of Labor Law Enforcement

The FOL Movement has drafted a policy document as part of the initiative “Accountability in Labor Law Enforcement and Transparency of Workers’ Rights.” The publication is based on monitoring the judiciary’s efficiency in adjudicating labor disputes, as well as an assessment of the work of the Labor Inspectorate.

The document provides an integrated analysis of how Kosovo’s labor legislation enforcement system operates. It outlines the progress made and the challenges that persist, while also identifying areas requiring priority interventions and reforms to protect workers’ rights more effectively.

In its recommendations, FOL calls on the Kosovo Assembly to use its legislative and oversight role to help build a clearer and more functional framework for enforcing labor legislation. The document suggests assessing the need for legislative amendments and additions that more clearly define the Labor Inspectorate’s powers.

It also proposes strengthening parliamentary oversight of the mechanisms responsible for protecting employees’ rights. The Assembly is advised to request periodic reports from the relevant institutions on the enforcement of labor legislation and progress in addressing the identified challenges.

The conclusions and proposals included in the document aim to increase institutional accountability, make the adjudication of labor disputes more efficient, and improve the enforcement of labor legislation in Kosovo.
