Dumani again indicted, the bargain with the friend of Shkodra’s ‘captain’ to kill Dorian Duli with a ‘raki’ bottle

The main cooperating witness of the Special Prosecution Office SPAK, Nuredin Dumani, has been indicted for the second time, as this time his involvement in criminal activity has been proven in file no. 9, otherwise known as the “Metamorfoza” file.

The contract killer continues to appear implicated in several criminal files and events, where this time he has been indicted on charges of providing the conditions to carry out the murder of Shkodra native Dorian Duli, the latter being the rival of Behar Bajri in Shkodër.

This is a file initiated by SPAK in 2023 and has been divided into three separate proceedings. Along with Nuredin Dumani, Denis Bajri, recently extradited from Dubai, and 7 other individuals who have been declared wanted, have now been indicted.

Each of the wanted persons has different charges and different criminal episodes.

Eljo Hato and Arsad Bashli (wanted) are accused of “Premeditated murder” remaining in the attempt committed in the form of a “Criminal group” against Taulant Pepaj, “Unauthorized possession of weapons” and “Corruption of the judge”.

Bardhyl Mavraj (wanted) is accused of “corruption of the judge and prosecutor” and providing the conditions to carry out the murder of Dorian Duli, Ibrahim Lici, and Genci Tafili.

Klaudor Hakaj (wanted) is accused of “Providing the conditions to commit the murder” of Kleanth Musabelliu, committed in the form of a “Structured criminal group”.

Denis Brajoviçi, alias Bajri, is accused of Premeditated murder committed in the form of a Criminal group against his friend, Gjin Ndoj, Unauthorized possession of firearms, and Providing the conditions to carry out the murder of Genci Tafili, Dorian Duli, and Ibrahim Lici.

Prekë Kodra is accused of “Providing conditions to commit murder” within the framework of a “Criminal group”, against Genci Tafili, Ibrahim Lici, and Dorian Duli.

Nuredin Dumani is accused of providing the conditions to kill Dorian Duli and Indrit Dokle.

The Case File

Dumani talks with Bardhyl Mavraj and Aleksandër Baho for the murder of Dorian Duli, but strangely the latter has not been held criminally liable by SPAK and no personal security measure has been issued against him.

The personal desire for the execution of Dorian Duli and Ibrahim Lici was that of Behar Bajri, who had just been released from prison and could not accept Duli’s association with his rival, the Lici family.

To carry out the murder of Duli, the two cousins Behar Bajri and Bardhyl Bajri (Mavraj) had tried and recruited Astmer Bilali, Denis Brajoviçi, Prek Kodra, “Leksin e Druve” in Lezhë, Pëllumb Gjoka, former Socialist Party MP in Lezhë, Arben Ndoka, and the former police chief of Shkodra, Ardrit Hasanbegaj.

Despite the close surveillance of Dorian Duli and his people, their plan still did not progress to finalize the murder. This was because everyone feared a counterattack from Dor Duli, who was always armed.

The Bajris made contact and entered into negotiations with two other names, such as Nuredin Dumani and Aleksandër Baho (Sakati). Through Bardhyl Mavraj, the Bajris sent the message to Nuredin Dumani that the payment for Duli’s head was 200 thousand euros.

To provide assurance, Nuredin Dumani tells Bardhyl Mavraj: “…I will finish Dorin, whatever you tell me… I don’t name a price, you see for yourself…”

On the other hand, Mavraj explains to Nuredin Dumani the reasons why they want to kill Dorin and sets the limit of the money offered for Duli’s execution.

“…brother Dori, he hasn’t done us any harm or anything, because if we wanted we could finish his brother too, but it’s not that he has done us harm. It’s simply that he is hanging out with some of our foes and for this we want to get rid of him. Let me tell you honestly, not that he’s worth it, but we won’t go above 200 for Dorin…”

Further during that day, Dumani and Mavraj talk about securing a car, a car for Nuredin Dumani, and after discussing the car, at the end of the conversation Nuredin Dumani sends the messages: “…I will break them… don’t worry… okay, God protect you, brother… don’t have any concern… get lost…”

To carry out the murder, Dumani had also activated Aleksandër Baho, who would provide the car and at the same time would lure Dorian Duli into an ambush. “Sakati” is a character who appears in “Sky” communications, while talking with Dumani about killing Lulzim Masha in Tirana.

The ambush would be carried out after “Sakati” had given lunch to Dorian Duli. This shows that there was previous acquaintance between Duli and Aleksandër Baho.

According to the conversations, exploiting this acquaintance, Sakati could approach Duli and implement Nuredin Dumani’s plan. In a conversation between “Sakati” and Dumani, he says:

“…I am thinking about this, brother, to put it here as you say. But of course, the state will investigate and will see that he was here and left from here. And if he gets blown up somewhere else, naturally the cameras will see it and I will be the main suspect…”

Further, “Sakati” outlines to Dumani a plan to invite Dorian Duli to lunch and kill him there while eating, by placing the quantity of tritol inside the car.

“…but I was thinking of inviting him for lunch at some place, and putting it there, but we need to find some way, so he doesn’t get scared or have fear. Would that be better, what do you say, brother? …it would be better to take him somewhere for lunch and find the opportunity, to put it in…”

Nuredin Dumani (Alkatraz), has not given up on his plan to kill Duli, through a remote-controlled explosion with 3 kg of tritol that would be placed inside the car.

“…brother, when we put the package under the seat, we will also put a GPS and we’ll see where he goes from Tirana, ‘ok’ on the highway to blow him up. If he goes from Kavaja, we’ll do it somewhere near Mali i Robit, because he is safe with that package, brother…”

Meanwhile, Sakati writes to him that even if the car is locked, to take Duli’s keys by telling him to put a bottle of “Raki” in.

“…the cameras of the place will be turned off, brother, the cameras will be turned off, no doubt, but the school cameras and the others will catch that he entered and left here and the phone, which I have in my ear, will show the cells here. However, I will talk to that guy here to do this, this thing to put it in and what he will tell me, and if the car is locked, I will tell him ‘give me the keys to put a bottle of Raki in’ or something else, that’s what I’m thinking. But I’ll talk to that guy tomorrow…”

After sending the copy of the conversation to Bardhyl Mavraj alias Bajri, Nuredin Dumani sends the following messages: “…I want to put about 3 kg of explosives in the car and a motorcycle with two people to follow and secure from behind… with UZI…” (Tomsona).

Bardhyl Mavraj, after learning about Nuredin Dumani’s plan and also referring to the conversation about the “Mercedes Benz 5000 cc” car, sends a message: “…as you see the possibility, see the situation yourself, I guarantee what I told you. Think about it yourself, but the job is to get it done, brother. Now I don’t know how to tell you because you know better how the possibilities are there…”

And Nuredin Dumani replies: “…no, I don’t need the car, I’m doing it this way. I will finish it because there’s no way he can get out anymore, he’s on the cross now, there’s no living thing on earth that can save him…”

Meanwhile, Mavraj replies by sending the message implying the guarantee for the payment of 200 thousand euros for the crime: “…brother, for what we have talked about, tell me 3-4 days before the job is done and for what we have talked about, you have them with me, or we find a common friend and we leave them with a third party, as you think…”

Their communication continued via the “Sky” application, exchanging information about the type of car, a “Golf 7” R32 that Dorian Duli and Genc Tafili were driving.

According to the conversation, Nuredin Dumani agrees to meet with Bardhyl Mavraj, but only after he had carried out the murder of Dorian Duli, and then according to Dumani, the meeting would be like Ismail Qemali and Isa Boletini.
