On October 2, the Council of Ministers approved the draft law “On Crypto-Asset Markets,” prepared by the Financial Supervisory Authority (AMF).

The initiative aims to establish in Albania a comprehensive legal framework for trading crypto-assets and providing related services, in line with the European Union’s regulatory framework.
Through this draft law, Albanian legislation is aligned with EU Regulation 2023/1114, known as MiCA. The document includes rules on the issuance of crypto-assets, the operation of trading platforms, their custody and exchange, as well as other services related to this sector.
Particular attention is given to investor protection and ensuring greater transparency. The draft law sets standards for capital, corporate governance, the handling of conflicts of interest, cybersecurity, as well as measures against market abuse and money laundering.
The proposed framework aims to ensure that crypto-asset operators in Albania conduct their activities under clearer rules harmonized with European standards.
The draft law also provides for differentiated treatment of the various categories of crypto-assets, taking into account the specific characteristics and risks associated with each of them.
