Dimitrieska-Koçoska: Tax digitization and modernization strengthen institutional efficiency and improve services

The Large Taxpayers Office marked the 20th anniversary of its establishment. Created as part of the reform of the tax administration, it now plays an important role in the country’s fiscal system. Finance Minister Gordana Dimitrieska-Koçoska said that companies covered by the office contribute more than 40% of tax revenues.

According to the minister, the office’s creation two decades ago represented a significant change within the Public Revenue Office. She said the model has delivered positive results for the institution and, in particular, for the businesses it serves.

Specialized treatment of large taxpayers has enabled direct and ongoing contact with companies, a better understanding of their operations, faster data sharing and more effective management of tax obligations.

“The companies covered by this office carry particular weight in the country’s economy. They invest, create jobs and added value, and make a significant contribution to filling the budget,” Dimitrieska-Koçoska said.

She stressed that the office’s work has an impact beyond the functioning of the Public Revenue Office, since it matters to the entire economy. The institution must ensure that public revenues are collected accurately and on time, and that tax legislation is applied consistently. At the same time, it must provide clear communication, professional relations and a predictable business climate.

The minister emphasized that the stability and predictability of the tax system directly affect companies’ long-term decisions on investment, hiring, expanding production capacity and developing their operations. Creating suitable conditions for private investment, she added, is essential for stronger and sustainable economic growth.

The 20th anniversary was also described as an opportunity to assess progress to date and identify the next steps in improving the tax system. As businesses face constant change, particularly as a result of rapid technological advances, institutions must adapt and provide more modern, functional services.

In this context, Dimitrieska-Koçoska highlighted the “e-invoice” project, which the Public Revenue Office has begun implementing and which represents an important element in the digitization of public finances.

She said the project will shorten and simplify procedures, reduce the administrative burden, and improve the security, oversight and efficiency of work processes.

The minister said the Ministry of Finance and the Public Revenue Office are focused on creating a predictable tax policy and a stable environment for business activity. She also cited financing secured from the Hungarian Export-Import Bank, which is directing funds to the Macedonian economy on favorable terms and has prompted a significant investment cycle by companies, worth around 300 million euros.

The Ministry of Finance is also continuing work to update tax legislation and bring it into line with European and international standards. This process includes the Global Minimum Tax on Profits Law, considered an important step toward harmonizing domestic rules with modern international norms.

Meanwhile, amendments and additions to the Tax Procedure Law are being prepared, with the aim of establishing an appeals procedure as a legal remedy against any administrative act.

Dimitrieska-Koçoska reiterated that modernizing the tax administration is not intended to increase the tax burden, but to build more efficient and modern institutions that serve citizens and the business community.

“The main message I want to convey is that modernizing the tax system does not mean increasing the tax burden. We continue to support the flat-tax concept, which gives companies certainty and creates a stable basis for planning investment and growth. We also remain committed to institutions that serve citizens and businesses,” Minister Dimitrieska-Koçoska said.
