Criminal complaint against former head of the Municipality of Debarca, suspicions of “negligent performance of duty”

SVR Ohrid has filed a criminal complaint against Z.N. (60) from the village of Volino, in the Municipality of Debarca, on suspicion of having committed the criminal offense of “negligent performance of duty.”

According to the announcement, while serving as mayor of the Municipality of Debarca, he knowingly failed to exercise the supervision he was obliged to carry out and acted negligently. Specifically, without signing a contract, he enabled several legal entities to freely conduct commercial activities in a business facility owned by the municipality, on a cadastral plot in the village of Volino, during the period 2017–2025, without paying the corresponding compensation into the municipal budget.

The Ministry of Interior said that the reported individual acted in this manner even though he had been informed that, under the municipality’s Statute, he is responsible for managing municipal property and is obliged to take measures to ensure its use in accordance with the law. As a result, according to them, the Municipality of Debarca suffered significant material damage.
