Come to Belgrade, otherwise you’ll pay for it” – Rashiq: BIA-linked threats were followed by materials being released to Milaim Zeka

A suspected series of actions, ranging from threatening phone calls by individuals posing as members of Serbia’s BIA to the delivery of materials to journalist Milaim Zeka, has emerged from new details in the indictment against Fatmir Sheholli. According to the Prosecution, the purpose of publishing these materials was to influence the period ahead of the local elections.

Acting Minister for Communities and Return Nenad Rashiq said that during July 2025, six people who worked with him received calls from a number originating in Serbia.

According to Rashiq’s account, the caller introduced himself as a member of Serbia’s Security and Information Agency, BIA, and asked his associates to go to Belgrade.

The message they received was threatening: “I am from the BIA. We are calling you for your own good, so that you come and talk to us, because otherwise it will be bad for you.”

Rashiq said he told his associates not to travel to Serbia and to avoid any meeting with the people who had contacted them.

The calls were repeated

The contact did not stop after the first call. One day before the date on which the trip was expected to take place, the minister’s associates were asked again whether they would go to Belgrade.

After they refused, video recordings were sent to them, allegedly containing compromising material.

Rashiq said he advised his associates not to react, as he suspected that the videos could be fake, manipulated or edited.

How the case is linked to Milaim Zeka

According to the indictment by the Special Prosecution, on September 26, 2025, in North Mitrovica, Fatmir Sheholli had obtained audio materials and transcripts of conversations involving officials from the Ministry for Communities and Return.

The Prosecution alleges that Sheholli subsequently handed these materials to journalist Milaim Zeka, with the intention that they be published before the local elections.

Thus, based on the case file, Zeka is mentioned at the end of the suspected chain of materials that focused on Nenad Rashiq and his associates.

The mention of Milaim Zeka’s name in the indictment does not mean that he is accused of any criminal offense. However, the document raises questions as to whether he knew the source of the materials, the circumstances in which he received them, and whether he had verified their authenticity before publishing them.

The indictment assigns criminal responsibility to Fatmir Sheholli, while Zeka is mentioned only in connection with the delivery and intended publication of the materials.

Publication on the “Pa Rrotulla” portal

Rashiq said that the materials later appeared on the “Pa Rrotulla” portal, around 20 to 30 days after the phone calls and threats directed at his associates.

According to him, there is a connection between the calls originating from Serbia, the materials sent to his associates and their subsequent publication.

“Therefore, I believe that there is a connection and that we have been harmed by this,” Rashiq said.

In testimony given to the police, he also mentioned the nickname “Panta,” by which, according to Rashiq, the person who called the ministry’s associates had introduced himself.

The minister said that such episodes are not unusual. He said that periods before elections have repeatedly been accompanied by cyberattacks, attempts to recruit associates, as well as threats against them and their families.

Rashiq described the situation as a “special war” which, according to him, has been waged against him and his associates for years.

Charges against Fatmir Sheholli

Rashiq clarified that he had not communicated directly with Fatmir Sheholli. Regarding Bojan Dimiq, whom the Prosecution describes as a senior BIA official, he said that he knew him only as someone he had met before the war.

He said he was ready to appear in court to testify, together with his associates.

Fatmir Sheholli has been charged by the Special Prosecution with the criminal offenses of “Espionage” and “Blackmail.” The indictment alleges that he collaborated with Serbia’s BIA and collected and passed on information and materials related to political developments and Kosovo’s institutions.

Sheholli enjoys the presumption of innocence and is considered innocent until a final decision establishes his guilt.

The first court hearing has been scheduled for September 7, when the judicial examination of the case is expected to begin.
