Avni Islami: Vucic Pursues the Same Goals as Milosevic

Security expert Avni Islami believes that Serbian President Aleksandar Vucic’s approach toward Kosovo is a continuation of the policies once implemented by Slobodan Milosevic’s regime, with changes only in appearance and not in substance.

According to him, nationalist rhetoric and the use of symbols such as Vidovdan are part of a hybrid war aimed at keeping the security situation in the Western Balkans on edge.

Islami stressed that, despite this discourse, the reality remains unchanged: Kosovo is a sovereign and independent state, while the country’s security institutions, in coordination with KFOR, have the necessary capacities to protect territorial integrity and respond to any threat.

A reaction prompted by recent developments,

Vucic’s policies differ only in outward appearance, not in their substance, because his goals remain the same as those of Milosevic.

Aleksandar Vucic’s foreign policy approach toward the Republic of Kosovo constitutes a direct strategic continuation of the destabilizing doctrine of the Milosevic regime.

At official ceremonies, the involvement of elite units such as the Serbian Gendarmerie in praising texts with irredentist content — such as the refrain “When will we return to Kosovo” — is not an isolated case, but a coordinated psychological operation. This use of religious and cultural elements, especially around the Vidovdan narrative, is exploited as an instrument of hybrid warfare to keep the security environment in the Western Balkans tense.

Although this rhetoric aims to project strength, the geopolitical reality has not changed: Kosovo is a sovereign and independent state. Kosovo’s security institutions, in full operational synchronization with KFOR (NATO), possess all the intelligence, prevention, and tactical response capacities needed to guarantee territorial integrity and neutralize any asymmetric or conventional threat.
