Avni Islami: Kosovo Should Not Wait for Changes in Serbia, but Strengthen Its Security Forces

Security expert Avni Islami emphasizes that Kosovo should move away from waiting for political transformations in Serbia and instead focus on strengthening its own security institutions and economic development.

According to him, a hostile political spirit toward Kosovo still prevails in Serbia, and voices distancing themselves from the legacy of Slobodan Milošević remain isolated. Islami points out that when it comes to Kosovo, both the government and the opposition in Belgrade unite along a single line, competing over who appears more patriotic.

He argues that the democratization process in Serbia should not be seen as the main precondition for recognition, and that Kosovo needs a completely different approach, one supported by internal empowerment. “Instead of waiting, we must act: economic empowerment and the consolidation of security pillars – the KSF, KIA, and Police – are essential,” Islami stated.

In his assessment, rapid shifts in geopolitical balances have turned investment in national security from a simple alternative into a condition of existence. Such an engagement no longer constitutes merely an option, but a necessity for survival.
