Adelina Hoxha, the lawyer who represented the late Arlinda Zekaj in domestic violence proceedings and a dispute over her child, criticized the institutions following Zekaj’s murder in Vitomiricë, Peja.
Hoxha said responsibility for the tragedy could not be attributed solely to the murder suspect; it was also necessary to examine how the institutions responded to Arlinda’s requests for help.

“I can put it briefly: the state killed her. The prosecutor did not perform her duties,” Hoxha said.
On behalf of Arlinda Zekaj, the lawyer had drafted a 14-page disciplinary complaint addressed to the chief prosecutor of the Basic Prosecution Office in Peja. The case in question also involved the victim’s minor son.
The complaint called for a disciplinary investigation into allegations of failure to perform duties effectively, serious professional negligence, and failure to take the necessary steps to protect the child’s best interests.
The document raised concerns about how the minor had been interviewed, the possible influence on his statements, and the lack of sufficient action to gather evidence.
Hoxha had also called for a review of the prosecutor’s actions and her communications with police investigators, along with an assessment of how evidence that could help clarify the circumstances had been handled.
Among the issues raised was the securing of security camera footage. The lawyer called for verification of whether it had been obtained in time, given the risk that it could be lost or deleted.
Arlinda Zekaj’s murder prompted widespread reactions, particularly after the publication of a letter she had sent to the Basic Prosecution Office in Peja on October 22, three days before she was found murdered. In the letter, she urged the institutions to act immediately and expressed fear for her safety.
Hoxha had previously spoken about the fears Arlinda had shared with her about her life, as well as the despair she felt over being separated from her son.
After the murder, the lawyer spoke publicly and said Arlinda had begged her to do everything she could for her because she could not imagine life without her son.
“But no, the state killed Arlinda,” Hoxha wrote in her public statement.
