Albania joins initiative for NATO bank, defense financing at the center of summit

One of the main issues expected to dominate NATO’s annual summit in Ankara is how member countries will contribute financially, while Albania will be represented by Prime Minister Edi Rama, Defense Minister Ermal Nufi, and SHISH Director Vlora Hyseni.

As part of spending on Euro-Atlantic defense, the creation of a special bank for the full financing of military expenditures is also under discussion, a first initiative of its kind.

According to government sources cited by Top Channel, Albania will sign on to become part of the Defence, Security and Resilience Bank.

The same sources say this initiative to establish an international multilateral bank will be owned by the participating states and will focus on financing defense, security, and strategic resilience.

A large number of states aim to increase investment in defense, but face budget constraints, high financing costs, and difficulties for the defense industry in securing loans.

The DSR Bank aims to attract international capital and provide long-term financing, financial guarantees, as well as mechanisms that reduce lending risk.

It also aims to support joint procurement and financing for the defense industrial supply chain.

In essence, the idea is similar to a multilateral development bank, but with a specific mandate for defense, security, and resilience.

This initiative, which also includes Albania, was developed by a group of finance and security experts, including former NATO officials.

At the beginning of 2026, Canada took the lead role in talks among a group of states on the creation of this bank.
