Abducted in the middle of the city 8 years ago, Vlora Court declares Elvis Troqe missing

The Vlora Court of First Instance of General Jurisdiction has officially declared Elvis Troqe missing, eight years after the 24-year-old disappeared in the city of Vlora.

The decision was issued on June 15, 2026, and published today in the Official Gazette. Through decision no. 281 (61-2025-2587), the court also appointed the young man’s mother, Marsela Troqe, as guardian to administer his movable and immovable property.

The abridged ruling states that the Vlora Court of First Instance of General Jurisdiction decided to declare citizen Elvis Troqe missing and to appoint Marsela Troqe as guardian to administer his property.

Elvis Troqe disappeared on July 17, 2018, after leaving his home to meet a friend. He was later seen getting into a vehicle in the city of Vlora and never returned home after that evening. His fate remains unclear.

What happened on the evening of July 17, 2018

Troqe was 24 years old when contact with him was lost. The date coincided with his mother’s birthday, and the family had planned to have dinner together. According to information made public about the case, the young man had also planned to introduce his girlfriend to his mother.

At around 6:00 p.m., he went to the “Havana” bar, where he met a friend. After having a coffee and a bottle of water, he left the table, telling his friend that he would meet someone else for a few minutes and then return. However, he never came back.

According to the investigation, a gray “Mercedes-Benz” was parked on the main road. Troqe was seen greeting the driver and then getting into the car, which was also believed to have two other people inside.

The vehicle was initially tracked heading toward the Lungomare, then passed near the area known as the “Seven Buildings Intersection” and continued toward the “Rexhina” hotel. Its trail was then lost near the Oslo complex.

As the hours passed and his son did not return, his father, Krenar Troqe, began searching for him throughout the city. He later notified the police and reported him missing.

The authorities launched an investigation, with suspicions focusing on the possibility that the 24-year-old had been abducted. At the time, the Vlora Prosecutor’s Office said that its inquiries had identified elements of the criminal offense of “kidnapping.”

During the investigation, Besart Zharra was arrested after being identified as the owner of the vehicle in which Troqe was last seen. According to investigative materials published at the time, Zharra stated that the car was in his use and that he did not know Troqe.

Investigators also carried out inquiries at the home of Inez Hajrulla, who was questioned about the incident. The Vlora Prosecutor’s Office stated that the case remained under investigative secrecy, while no further details of the investigation were made public.
