The remains found in Zubin Potok have reignited a fierce diplomatic dispute over the fate of people who went missing during the conflict. Senior state officials are urging the international community to step up pressure on Serbia to release its military archives so that the fate of every person still listed as missing can be clarified.

During the presentation of a report by the Government Commission on Missing Persons, based on four weeks of excavations in the Zubin Potok area that uncovered the remains of 23 people, acting Prime Minister Albin Kurti stressed: “The international powers must intensify pressure on our northern neighbor.”

Several embassies of Quint countries in Kosovo have also responded to the appeal. The United States Embassy confirmed to RTK that it consistently supports initiatives to shed light on war crimes and end the wait for victims’ families.

A statement from the U.S. Embassy said: “Officially, the U.S. Embassy continues to support efforts to investigate war crimes and secure justice for victims’ families. Every family has the right to receive answers about the fate of their loved ones.”

The German Embassy adopted a similar position, referring to the Declaration on Missing Persons approved by Kosovo and Serbia in 2023.

One of the responsibilities of this commission, which includes both Kosovo and Serbia, is to ensure access to all domestic and international documentation related to the cases. “We have called on all parties to provide access to accurate and reliable information about missing persons and suspected mass graves,” the statement said.

Meanwhile, the British Embassy said it stands with the families of those who went missing during the war in Kosovo and welcomed the discovery of human remains in Zubin Potok.

Following the discoveries in Kalludër and Jabukë, the Government Commission on Missing Persons announced that further excavations are expected to be carried out at other locations in Kosovo.

Kushtrim Gara said: “Over the course of eight months in 2026, we have around 19 to 20 sites identified for assessment excavations. There are also a number of cases or locations for which warrants have already been obtained from the competent courts through the Prosecution’s War Crimes Department.”

For his part, Ahmet Grajçevci, a representative of the Coordinating Council for Missing Persons and War Crimes, said the international community should take a tougher stance toward Serbia, particularly regarding the demand to open its archives.

He said: “This has been requested and signed, but I have always been skeptical, since Brussels, that these archives would genuinely be sought. Those archives have either been hidden or destroyed. According to the documents we have managed to obtain, everything is clearly recorded. The issue of missing persons was transformed from a humanitarian matter into a political one. Serbia now continually exploits this issue for political purposes, and the international community should not have allowed this.”

More than 1,600 people remain missing since the war in Kosovo. For their families, every newly discovered grave and every additional document offers hope of receiving the answer they have been awaiting for more than two decades.

Eshtrat e gjetura në Zubin Potok kanë ndezur sërish një përplasje të fortë diplomatike mbi fatin e personave të humbur gjatë konfliktit. Zyrtarët më të lartë të shtetit po këmbëngulin që faktori ndërkombëtar të ashpërsojë trysninë ndaj Serbisë për të bërë publike arkivat ushtarake, në mënyrë që të sqarohet fati i çdo individi që ende rezulton i pagjetur.

Gjatë prezantimit të raportit të Komisionit Qeveritar për Personat e Zhdukur, i cili bazohej në gërmimet katërjavore në rajonin e Zubin Potokut ku u zbuluan eshtrat e 23 personave, kryeministri në detyrë Albin Kurti theksoi: “Fuqitë ndërkombëtare duhet ta intensifikojnë presionin ndaj fqinjit tonë verior”.

Lidhur me këtë apel kanë reaguar edhe disa prej ambasadave të vendeve të Quint-it në Kosovë. Përfaqësia e Shteteve të Bashkuara i konfirmoi RTK-së se mbështet vazhdimisht nismat për të ndriçuar krimet e luftës dhe për t’i dhënë fund pritjes së familjeve të viktimave.

Nga një komunikatë e Ambasadës amerikane thuhet: “Zyrtarisht, Ambasada e SHBA-së vijon t’i përkrahë përpjekjet për hetimin e krimeve të luftës dhe vendosjen e drejtësisë për familjarët e viktimave. Secila familje ka të drejtë të marrë përgjigje për fatin e njerëzve të saj më të dashur”.

Edhe Ambasada gjermane mbajti një qëndrim të ngjashëm, duke iu referuar Deklaratës për Personat e Pa Gjetur, të cilën e kanë aprovuar Kosova dhe Serbia në vitin 2023.

Një nga përgjegjësitë e këtij komisioni, në të cilin marrin pjesë si Kosova ashtu dhe Serbia, është të sigurojë akses në të gjithë dokumentacionin vendor dhe ndërkombëtar që ka lidhje me rastet. “Ne u kemi bërë thirrje të gjitha palëve të japin mundësi për të parë informacione të sakta dhe të besueshme mbi personat e zhdukur dhe varrezat e dyshuara masive”, thuhet në deklaratë.

Ndërkohë, Ambasada Britanike njoftoi se qëndron përkrah familjeve të të zhdukurve nga lufta në Kosovë dhe përshëndeti gjetjen e mbetjeve mortore në Zubin Potok.

Pas zbulimeve në Kalludër dhe Jabukë, Komisioni Qeveritar për Personat e Zhdukur bëri të ditur se pritet që gërmime shtesë të kryhen edhe në lokacione të tjera brenda Kosovës.

Kushtrim Gara deklaroi: “Brenda tetë muajve të vitit 2026, kemi rreth 19 deri në 20 vende të identifikuara për gërmime vlerësuese. Gjithashtu, ka edhe një sërë rastesh apo vendndodhjesh për të cilat tashmë janë siguruar urdhëresat nga gjykatat kompetente nëpërmjet Departamentit për Krime Lufte të Prokurorisë”.

Nga ana e tij, Ahmet Grajçevci, përfaqësues i Këshillit Koordinues për të Zhdukurit dhe Krimet e Luftës, shprehu mendimin se bashkësia ndërkombëtare duhet të tregohet më e rreptë ndaj Serbisë, posaçërisht kur bëhet fjalë për kërkesën për hapjen e arkivave.

Ai u shpreh: “Kjo gjë është kërkuar dhe nënshkruar, por unë gjithmonë kam qenë skeptik, që në Bruksel, se këto arkiva do të kërkohen me të vërtetë. Ato arkiva ose janë fshehur, ose janë shkatërruar. Sepse, sipas dokumenteve që ne kemi arritur të sigurojmë, gjithçka është e regjistruar qartë. Problemi i personave të zhdukur nga një çështje humanitare u shndërrua në çështje politike. Tani Serbia e shfrytëzon gjithnjë politikisht këtë çështje dhe bashkësia ndërkombëtare nuk duhet ta kishte lejuar këtë”.

The Government Commission on Missing Persons has published a report on excavations carried out at three sites in the municipality of Zubin Potok, where human remains belonging to at least 23 people were recovered.

The Commission’s chairman, Agron Limani, said the search for missing persons in this area had begun earlier, while concrete results were achieved during August.

According to Limani, the remains of 13 people were identified at the first site in Kalludër, four sets of human remains were found at the second site in Jabukë, while six more were recorded at the third site in Kalludër. He said that 23 people have been identified so far and that the exhumation process has been successfully completed.

Kushtrim Gara, a representative of the Government Commission on Missing Persons, presented a chronological account of the fieldwork.

He explained that the case concerns three mass grave sites in the northern, specifically northwestern, part of the Republic of Kosovo, within the territory of the municipality of Zubin Potok. The area includes the villages of Dren, Kalludër, Jabukë and Çrepulë, located in the southeastern part of the municipality.

According to Gara, field activities lasted nearly four weeks, while the first site was confirmed on July 27.

Regarding the first site in Kalludër, he said that at least 13 individuals, namely 13 forcibly disappeared victims, were established to be present.

Gara announced that on July 27, bone fragments and pieces of clothing were recorded at a place known as “Mëlleja” in the village of Kalludër. According to him, the remains had partially surfaced due to erosion and soil movement.

Following authorization from the prosecutor handling the case at the Prosecutor’s Office’s War Crimes Department, forensic operations began at the site on July 28. Forensic experts confirmed that same day that the location was a mass grave, Gara said.

He said systematic excavations began on July 30. The mass grave was divided into segments in order to accurately record, locate and document the human remains.

As the area under examination expanded and further remains were discovered, the minimum number of individuals was gradually updated in line with the findings in the field, Gara said.

During the process, he said, it was established that the first location was not a primary grave and that the remains of all 23 people could not have been located there.

The second site in Jabukë was confirmed on August 2, while excavations at that location began a day later.

Gara said that by the completion of work on August 3, the remains of four people had been found and exhumed. They were subsequently sent to the Institute of Forensic Medicine for further forensic examinations and relevant procedures.

The excavations and exhumations were carried out by experts from the Institute of Forensic Medicine, together with EULEX experts engaged within the Institute. The Government Commission on Missing Persons, Kosovo Police and other institutions provided support during the process.

He stressed that the investigations also focused on the case known as the “Group of Intellectuals.”

According to Gara, the operation focused on people forcibly disappeared from this area or those last seen there. This includes the case of the “Group of Intellectuals,” involving 23 compatriots from the municipalities of Mitrovica and Skenderaj, who were abducted and disappeared while travelling from the village of Koshtovë in the municipality of Skenderaj to Montenegro, between the villages of Dren, Kalludër and Jabukë, around April 19, by military forces of the former Federal Republic of Yugoslavia.

The findings and information secured at this stage conditionally link this process to the “Group of Intellectuals” case, but the identity of each person must be further established through DNA analysis, Gara said.

He added that alongside these actions, investigative, operational and forensic work has continued to locate other possible sites.

Human remains of at least 23 people were found at the three excavation sites in Kalludër and Jabukë. Individual identification is expected to continue through forensic examinations and DNA analysis.

Komisioni Qeveritar për Persona të Zhdukur ka bërë publik raportin mbi gërmimet e kryera në tri pika të komunës së Zubin Potokut, prej nga janë nxjerrë mbetje mortore që i përkasin së paku 23 personave.

Kryesuesi i Komisionit, Agron Limani, deklaroi se kërkimet për personat e zhdukur në këtë hapësirë kishin nisur më herët, ndërsa rezultatet konkrete janë arritur gjatë muajit gusht.

Sipas Limanit, në lokacionin e parë në Kalludër janë identifikuar mbetjet mortore të 13 personave, në pikën e dytë në Jabukë janë gjetur katër mbetje mortore, ndërsa në lokacionin e tretë në Kalludër janë evidentuar gjashtë të tjera. Ai tha se deri tani janë identifikuar 23 persona dhe se procesi i zhvarrimit është përmbyllur me sukses.

Përfaqësuesi i Komisionit Qeveritar për Persona të Zhdukur, Kushtrim Gara, paraqiti me rend kronologjik ecurinë e punës në terren.

Ai sqaroi se bëhet fjalë për tri lokacione me varreza masive në pjesën veriore, përkatësisht në vijën veri-perëndimore të Republikës së Kosovës, në territorin e komunës së Zubin Potokut. Zona përfshin fshatrat Dren, Kalludër, Jabukë dhe Çrepulë, të vendosura në pjesën jug-lindore të kësaj komune.

Sipas Garës, aktivitetet në terren kanë zgjatur afro katër javë, ndërsa pika e parë është konfirmuar më 27 korrik.

Për lokacionin e parë në Kalludër, ai tha se janë konstatuar të paktën 13 individë, respektivisht 13 viktima të zhdukura me forcë.

Gara njoftoi se më 27 korrik, në vendin e njohur si “Mëlleja” në fshatin Kalludër, u evidentuan fragmente kockore dhe pjesë veshmbathjeje. Sipas tij, këto mbetje kishin dalë pjesërisht në sipërfaqe për shkak të erozionit dhe lëvizjes së dheut.

Pas autorizimeve nga prokurorja e rastit në Departamentin për Krime të Luftës të Prokurorisë, më 28 korrik nisën veprimet mjekoligjore në terren. Ekspertët mjekoligjorë konfirmuan po atë ditë se lokacioni ishte një varr masiv, tha Gara.

Ai bëri të ditur se më 30 korrik filluan gërmimet sistematike. Varri masiv u nda në segmente, me qëllim që mbetjet mortore të evidentoheshin, gjendeshin dhe dokumentoheshin me saktësi.

Me zgjerimin e zonës së trajtuar dhe zbulimin e mbetjeve të tjera, numri minimal i individëve është përditësuar gradualisht në përputhje me gjetjet në terren, deklaroi Gara.

Gjatë procesit, sipas tij, është vërtetuar se lokacioni i parë nuk përbënte varr primar dhe se aty nuk mund të ndodheshin mbetjet e të gjithë 23 personave.

Lokacioni i dytë në Jabukë është konfirmuar më 2 gusht, ndërsa gërmimet në atë pikë kanë nisur një ditë më vonë.

Gara tha se deri në përfundimin e punës më 3 gusht janë gjetur dhe zhvarrosur mbetjet mortore të katër personave. Ato më pas janë dërguar në Institutin e Mjekësisë Ligjore për ekzaminime të mëtejshme mjekoligjore dhe procedurat përkatëse.

Gërmimet dhe zhvarrimet janë realizuar nga ekspertët e Institutit të Mjekësisë Ligjore, së bashku me ekspertët e EULEX-it të angazhuar në kuadër të IML-së. Në këtë proces kanë ofruar mbështetje Komisioni Qeveritar për Persona të Zhdukur, Policia e Kosovës dhe institucione të tjera.

Ai theksoi se hetimet janë përqendruar edhe në rastin e quajtur “Grupi i Intelektualëve”.

Sipas Garës, angazhimi ka pasur në fokus personat e zhdukur me forcë nga kjo zonë ose ata që janë parë për herë të fundit aty. Në këtë kuadër përfshihet rasti i “Grupit të Intelektualëve”, me 23 bashkatdhetarë nga komunat e Mitrovicës dhe Skenderajt, të cilët gjatë udhëtimit nga fshati Koshtovë i komunës së Skenderajt drejt Malit të Zi janë rrëmbyer dhe zhdukur mes fshatrave Dren, Kalludër dhe Jabukë, diku më 19 prill, nga forcat ushtarake të ish-Republikës Federale të Jugosllavisë.

Gjetjet dhe informacionet e siguruara deri në këtë fazë e lidhin me kusht këtë proces me rastin e “Grupit të Intelektualëve”, por identiteti i secilit person duhet të përcaktohet më tej përmes analizave të ADN-së, tha Gara.

Acting Prime Minister Albin Kurti announced that at the first excavation site, in a mass grave in Kalludër, the remains of 13 people were found and recovered.

In Jabukë, the second location, remains suspected to belong to at least four people were found. Meanwhile, at the third site in Kalludër, the remains of at least six people were discovered and exhumed.

According to Kurti, the process has now entered the identification stage. Samples taken from the remains suspected to belong to four people in Jabukë have been sent for DNA analysis, while the Institute of Forensic Medicine is continuing preliminary examinations of the other remains.

He stressed that the figure of 23 people corresponds to what is known as the “group of intellectuals.”

Kurti stated that on April 19, 1999, these people were detained, abducted and executed by Serbia’s enemy forces, which, he said, sought to conceal and erase the traces of this genocidal crime. He explained that the full identification process may take several months and that only after it is completed will their identities be confirmed precisely, so that their families can give them a dignified farewell and each person can have a grave bearing their full name.

The acting prime minister said the long wait and anguish endured by the families of forcibly disappeared persons are exceptionally painful.

According to him, hundreds of families are waiting to learn the fate of their relatives, but are also seeking justice. Kurti said Serbia has denied them both and continues to do so by concealing and denying crimes, refusing to open archives and classifying them in an effort to distort the truth and evade responsibility.

Kosovo’s institutions, including the Kosovo Police, the Institute of Forensic Medicine and the Kosovo Intelligence Agency, as well as EULEX forensic teams, were engaged in the work at these sites. Kurti thanked them for their contribution.

He called on international actors to increase pressure on Serbia to implement the Declaration on Forcibly Disappeared Persons, agreed in Brussels on May 2, 2023, and to open state archives that could help clarify the fate of missing persons.

Kurti said Serbia also arrests and persecutes the few Serbs who have dared to testify before international institutions. For this reason, he said, international pressure on the northern neighbour must increase, particularly to implement the May 2, 2023 Declaration and make state archives available.

He reiterated the demand to open the archive of the 37th Motorized Brigade of the Yugoslav Army, which, he said, committed massacres particularly in Drenica, but also across Kosovo. Its files, Kurti said, were classified 12 years ago for 30 years and will remain closed for another 18 years.

According to Kurti, families that have waited for 27 and 28 years cannot be forced to continue waiting, suffering anxiety and pain for another 18 years. He assessed that international engagement and pressure are vital to this process.

The preserved and classified files of the 37th Motorized Brigade of the Yugoslav Army, he said, must be opened by the Serbian state this year, in 2026, rather than in 2044.

Last week, authorities also presented a large quantity of weapons discovered near the sites where excavations were carried out. Kurti said the weapons have been sent for examination and analysis to determine whether they may be linked to crimes and massacres committed in these areas.

In conclusion, Kurti thanked the Government Commission on Missing Persons, the Kosovo Police, the KIA, the Institute of Forensic Medicine and EULEX teams for their contribution to the investigation and examination of these sites.

Komisioni Qeveritar për Persona të Zhdukur ka paraqitur raportin për gërmimet e kryera në tri pika të komunës së Zubin Potokut. Në këto lokacione janë zbuluar mbetje mortore, për të cilat dyshohet se mund t’u përkasin të paktën 23 personave.

Kryeministri në detyrë, Albin Kurti, njoftoi se në vendin e parë të gërmimeve, në një varr masiv në Kalludër, janë gjetur dhe nxjerrë mbetjet mortore të 13 personave.

Në Jabukë, që përbënte lokacionin e dytë, janë gjetur mbetje që dyshohet se janë të së paku katër personave. Ndërkohë, në pikën e tretë në Kalludër janë zbuluar dhe zhvarrosur mbetje mortore të së paku gjashtë personave.

Sipas Kurtit, procesi tani ka hyrë në etapën e identifikimit. Mostrat e marra nga mbetjet që dyshohet se i përkasin katër personave në Jabukë janë dërguar për analizë të ADN-së, ndërsa Instituti i Mjekësisë Ligjore po vazhdon ekzaminimet paraprake për mbetjet e tjera.

Ai theksoi se shifra prej 23 personash përputhet me atë që njihet si “grupi i intelektualëve”.

Kurti deklaroi se më 19 prill të vitit 1999, këta persona u ndaluan, u rrëmbyen dhe u pushkatuan nga forcat armike të Serbisë, të cilat, sipas tij, synuan të fshehin dhe zhdukin gjurmët e këtij krimi gjenocidal. Ai sqaroi se identifikimi i plotë mund të zgjasë disa muaj dhe vetëm pas përfundimit të tij do të mund të konfirmohet saktësisht identiteti i tyre, në mënyrë që familjet t’u japin lamtumirën dinjitoze dhe secili të ketë një varr me emër e mbiemër.

Kryeministri në detyrë tha se pritja e gjatë dhe ankthi i familjarëve të personave të zhdukur me dhunë janë jashtëzakonisht të dhimbshme.

Sipas tij, qindra familje presin të mësojnë fatin e të afërmve të tyre, por kërkojnë edhe drejtësi. Kurti tha se Serbia ua ka mohuar dhe po ua mohon të dyja, duke fshehur e mospranuar krimet, duke refuzuar hapjen e arkivave dhe duke i klasifikuar ato, me synimin për të shtrembëruar të vërtetën dhe për t’iu shmangur përgjegjësisë.

Në punën për këto lokacione janë angazhuar institucionet e Kosovës, përfshirë Policinë e Kosovës, Institutin e Mjekësisë Ligjore dhe Agjencinë e Kosovës për Inteligjencë, si edhe ekipet mjekoligjore të EULEX-it. Kurti i falënderoi për kontributin e dhënë.

Ai u bëri thirrje faktorëve ndërkombëtarë të rrisin trysninë ndaj Serbisë për zbatimin e Deklaratës për Personat e Zhdukur me Dhunë, të dakorduar në Bruksel më 2 maj 2023, si dhe për hapjen e arkivave shtetërore që mund të ndihmojnë në sqarimin e fatit të personave të zhdukur.

Kurti tha se Serbia arreston dhe përndjek edhe ata pak serbë që kanë guxuar të dëshmojnë pranë institucioneve ndërkombëtare. Për këtë arsye, sipas tij, trysnia ndërkombëtare ndaj fqinjit verior duhet të shtohet, veçanërisht për zbatimin e Deklaratës së 2 majit 2023 dhe vënien në dispozicion të arkivave shtetërore.

Ai përsëriti kërkesën për hapjen e arkivit të Brigadës së Motorizuar 37 të Ushtrisë së Jugosllavisë, e cila, sipas tij, ka kryer masakra veçanërisht në Drenicë, por edhe në mbarë Kosovën. Dosja e saj, tha Kurti, është klasifikuar para 12 vjetësh për 30 vjet dhe do të mbetet e mbyllur edhe 18 vjet të tjera.

Sipas Kurtit, familjet që kanë pritur prej 27 dhe 28 vjetësh nuk mund të detyrohen të vazhdojnë pritjen, ankthin dhe dhimbjen edhe për 18 vjet. Ai vlerësoi se angazhimi dhe trysnia ndërkombëtare janë jetike për këtë proces.

Dosjet e ruajtura dhe të klasifikuara të Brigadës së Motorizuar 37 të Ushtrisë së Jugosllavisë, sipas tij, duhet të hapen nga shteti i Serbisë sivjet, në vitin 2026, dhe jo në vitin 2044.

Javën e kaluar, autoritetet prezantuan edhe një sasi të madhe armatimi të zbuluar pranë vendeve ku u zhvilluan gërmimet. Kurti bëri të ditur se armët janë dërguar për ekzaminim dhe analiza, për të verifikuar nëse mund të lidhen me krimet dhe masakrat e kryera në këto zona.

Në fund, Kurti falënderoi Komisionin Qeveritar për Persona të Zhdukur, Policinë e Kosovës, AKI-në, Institutin e Mjekësisë Ligjore dhe ekipet e EULEX-it për kontributin e tyre në hetimin dhe hulumtimin e këtyre lokacioneve.

The discovery of weapons, ammunition and military uniforms in several villages near Kalludër in Zubin Potok has opened up new lines of investigation into crimes committed during the last war in Kosovo.

In the same area, three mass graves have been found in recent weeks, with bone remains belonging to at least 23 people identified so far.

The authorities are verifying whether the weapons discovered could be linked to the killing of these people. Acting Minister of Internal Affairs Xhelal Sveçla has said that fully solving the case is of particular importance.

“The discovery of the mass graves has once again made visible the scale of war crimes in Kosovo. The north of the country was not only the place where serious crimes were committed against civilians, but also an area where the bodies and traces of these crimes were hidden,” Sveçla said at a press conference in Mitrovica.

Former investigator Agim Rexhepi, speaking to “Bota sot,” described the discovery of the arsenal of weapons, ammunition and military equipment in Kalludër as a significant development in the search for the truth about people who went missing during the war in Kosovo.

Rexhepi stressed that the case should not be viewed simply as illegal possession of weapons, since they were found in an area where suspected mass graves and the remains of at least 23 people are also being investigated.

“This is not an ordinary case of unauthorized possession of weapons. The arsenal was discovered precisely in an area where suspected mass graves and the remains of at least 23 people were found. This issue is connected to the fate of missing people, to families who have been waiting for more than two decades, and to responsibility for the most serious crimes committed in Kosovo,” he said.

According to Rexhepi, the fact that 48 locations were searched and that weapons were found at 12 of them increases the importance of the operation. He emphasized that this involves a large quantity of weapons, ammunition, explosive devices, uniforms and military equipment, rather than a single weapon or an isolated incident.

He added that the Police had announced that all the materials would undergo examinations to determine their origin, how they were used and their possible links to various criminal cases.

Rexhepi called for caution in evaluating the evidence, stressing that every suspicion must be supported by forensic expertise. According to him, ballistic analyses, DNA, documents, testimony and every other element must be examined according to the highest professional and judicial standards.

He explained that if experts confirm that any of the weapons was used in the killing of the 23 people who went missing on April 19, 1999, the case could mark a historic moment for justice in Kosovo. Such a conclusion would establish a concrete link between the weapon, the crime, the victims, the place where the bodies were hidden and the possible perpetrators.

The former investigator also recalled that information about a possible mass grave in Kalludër had circulated for years.

“The Humanitarian Law Center documented that information about the killing of 23 Albanian civilians and their burial in Kalludër had been made public a long time ago. Regarding this incident, a witness gave a statement to UNMIK investigators and the Kosovo Police as early as 2003,” Rexhepi said.

He raised the question of how long a family should have to wait to learn where its relative was killed and buried, saying that the discovery of the remains and the arsenal could create a new opportunity to answer this question.

Rexhepi said that if expert examinations confirm the connection between the weapons and the victims, the investigation should not be limited to identifying them, but should lead all the way to those responsible.

“It must be established who detained these people, who ordered the killing, who used the weapons, who buried the bodies and who knew about the graves. It must also be clarified who obstructed justice for more than two decades. These are the questions the investigation must answer,” he stressed.

In conclusion, Rexhepi called on Kosovo’s institutions to continue the process with the utmost care, preserving every piece of evidence and ensuring that no element is lost or compromised.

He proposed that, if necessary, the analyses also be conducted outside Kosovo, in independent and specialized laboratories, so that the results would be as indisputable as possible. The Police has said that the examinations must determine whether the weapons were used in this case or in other incidents.

“Twenty-three people are not simply a number. They represent 23 lives, 23 families, 23 stories and 23 unhealed wounds. If forensic expertise proves that the weapons found were used in their killing, then part of the long silence may come to an end,” Rexhepi told “Bota sot.”

According to him, this would not be merely a matter belonging to the past, but also an effort to secure justice in the present and preserve the dignity of the victims. He stressed that although the truth may have been delayed for 27 years, the institutions have a moral and legal obligation to pursue every link in the chain of the crime until it is fully solved, since the families have waited a long time and justice must not be delayed any further.

Zbulimi i armëve, municioneve dhe uniformave ushtarake në disa fshatra pranë Kalludrës së Zubin Potokut ka hapur pista të reja hetimi për krimet e kryera gjatë luftës së fundit në Kosovë.

Në të njëjtën hapësirë, gjatë javëve të fundit janë gjetur tri varreza masive, ku deri tani janë identifikuar mbetje kockore të së paku 23 personave.

Autoritetet po verifikojnë nëse armatimi i zbuluar mund të lidhet me vrasjen e këtyre personave. Ministri në detyrë i Punëve të Brendshme, Xhelal Sveçla, ka vlerësuar se zbardhja e plotë e rastit është me rëndësi të veçantë.

“Zbulimi i varrezave masive e ka bërë edhe një herë të dukshëm përmasën e krimeve të luftës në Kosovë. Veriu i vendit nuk ishte vetëm vendi ku u kryen krime të rënda ndaj civilëve, por edhe hapësirë ku u fshehën trupat dhe gjurmët e këtyre krimeve”, ka deklaruar Sveçla në një konferencë për media në Mitrovicë.

Ish-hetuesi Agim Rexhepi, në një prononcim për “Bota sot”, e ka cilësuar zbulimin e arsenalit të armëve, municioneve dhe pajisjeve ushtarake në Kalludër si një zhvillim me peshë për kërkimin e së vërtetës rreth personave të zhdukur gjatë luftës në Kosovë.

Rexhepi ka theksuar se rasti nuk duhet të shihet thjesht si posedim i paligjshëm i armëve, pasi ato janë gjetur në një zonë ku po hetohen edhe varreza të dyshuara masive dhe mbetje mortore të të paktën 23 personave.

“Ky nuk është një rast i zakonshëm i armëmbajtjes pa leje. Arsenali është zbuluar pikërisht në një hapësirë ku janë gjetur varreza të dyshuara masive dhe mbetje të së paku 23 personave. Kjo çështje lidhet me fatin e njerëzve të zhdukur, me familjet që kanë pritur më shumë se dy dekada dhe me përgjegjësinë për krimet më të rënda të kryera në Kosovë”, ka thënë ai.

Sipas Rexhepit, fakti që janë kontrolluar 48 lokacione dhe se armët janë gjetur në 12 prej tyre e rrit rëndësinë e operacionit. Ai ka nënvizuar se bëhet fjalë për një sasi të madhe armësh, municionesh, mjetesh shpërthyese, uniformash dhe pajisjesh ushtarake, e jo për një armë të vetme apo një ngjarje të izoluar.

Ai ka shtuar se Policia ka njoftuar se të gjitha materialet do t’i nënshtrohen ekzaminimeve për të përcaktuar origjinën, mënyrën e përdorimit dhe lidhjet e mundshme me raste të ndryshme kriminale.

Rexhepi ka bërë thirrje për kujdes në vlerësimin e provave, duke theksuar se çdo dyshim duhet të mbështetet në ekspertizë forenzike. Sipas tij, analizat balistike, ADN-ja, dokumentet, dëshmitë dhe çdo element tjetër duhet të shqyrtohen me standardet më të larta profesionale dhe gjyqësore.

Ai ka shpjeguar se, nëse ekspertët konfirmojnë se ndonjëra prej armëve është përdorur në vrasjen e 23 personave të zhdukur më 19 prill 1999, rasti mund të shënojë një moment historik për drejtësinë në Kosovë. Një përfundim i tillë do të krijonte një lidhje konkrete mes armës, krimit, viktimave, vendit ku janë fshehur trupat dhe autorëve të mundshëm.

Po ashtu, ish-hetuesi ka rikujtuar se informacionet për një varr të mundshëm masiv në Kalludër kanë qarkulluar prej vitesh.

“Fondi për të Drejtën Humanitare ka dokumentuar se të dhënat për vrasjen e 23 civilëve shqiptarë dhe varrosjen e tyre në Kalludër ishin bërë publike shumë kohë më parë. Për këtë ngjarje, një dëshmitar kishte dhënë deklaratë para hetuesve të UNMIK-ut dhe Policisë së Kosovës që në vitin 2003”, ka deklaruar Rexhepi.

Ai ka ngritur pyetjen se sa gjatë duhet të presë një familje për të mësuar vendin ku është vrarë dhe varrosur i afërmi i saj, duke vlerësuar se gjetja e mbetjeve dhe arsenalit mund të krijojë një mundësi të re për t’i dhënë përgjigje kësaj çështjeje.

Rexhepi ka thënë se, nëse ekspertizat vërtetojnë lidhjen e armatimit me viktimat, hetimi nuk duhet të kufizohet te identifikimi i tyre, por duhet të shkojë deri te personat përgjegjës.

“Duhet të zbulohet kush i ndaloi këta njerëz, kush urdhëroi vrasjen, kush i përdori armët, kush i varrosi trupat dhe kush kishte dijeni për varrezat. Po ashtu, duhet të sqarohet se kush e pengoi drejtësinë për më shumë se dy dekada. Këto janë pyetjet që duhet t’i përgjigjet hetimi”, ka theksuar ai.

Në përfundim, Rexhepi u ka kërkuar institucioneve të Kosovës që ta vijojnë procesin me kujdes maksimal, duke ruajtur çdo provë dhe duke garantuar që asnjë element të mos humbasë apo të komprometohet.

Ai ka propozuar që, nëse është e nevojshme, analizat të kryhen edhe jashtë Kosovës, në laboratorë të pavarur dhe të specializuar, në mënyrë që rezultatet të jenë sa më të pakontestueshme. Policia ka bërë të ditur se ekzaminimet duhet të përcaktojnë nëse armët janë përdorur në këtë rast ose në ngjarje të tjera.

“23 njerëz nuk janë thjesht një shifër. Ata përfaqësojnë 23 jetë, 23 familje, 23 histori dhe 23 plagë të pambyllura. Nëse ekspertiza forenzike dëshmon se armatimi i gjetur është përdorur në vrasjen e tyre, atëherë një pjesë e heshtjes së gjatë mund të marrë fund”, ka thënë Rexhepi për “Bota sot”.

Sipas tij, kjo nuk do të ishte vetëm një çështje që i përket së kaluarës, por edhe një përpjekje për drejtësinë e së tashmes dhe dinjitetin e viktimave. Ai ka theksuar se, edhe pse e vërteta mund të jetë vonuar për 27 vjet, institucionet kanë detyrim moral dhe ligjor të ndjekin çdo hallkë të zinxhirit të krimit deri në zbardhjen e plotë të tij, pasi familjet kanë pritur gjatë dhe drejtësia nuk duhet të vonohet më.

Excavations, the assessment and exhumation of human remains in Kalludër, Zubin Potok, could be completed this week, Kushtrim Gara of the Government Commission on Missing Persons told RTK.

According to him, this is the fourth week of fieldwork, while the teams are currently working at the third site suspected of being a mass grave.

“In terms of excavating, assessing and exhuming the human remains, it is a matter of days—if not today, then tomorrow, that is, during this week. However, in terms of completing the process as a whole, there is first the examination of the remains, followed by DNA analysis, which involves laboratory testing carried out together with international partners and will take some time,” Gara said.

He explained that once the field operations are completed, the human remains will undergo examination and genetic testing in cooperation with international partners.

Gara stressed that Kosovo’s institutions would give priority to all actions within their remit and that could be carried out by local experts.

“But what is important is that everything within the capabilities and competencies of Kosovo’s institutions, and in the hands of their experts, will be addressed as a priority and within optimal time frames,” he said.

Suspicions that the remains of people who went missing during the war in Kosovo were present led to the excavations being carried out in this part of Zubin Potok.

Several weeks ago, a number of areas in this zone were identified as potentially being mass graves.

After the analyses are completed and the remains are potentially identified, the Government Commission on Missing Persons will inform the victims’ families, Gara said.

The families will then decide on the date and place of reburial, as well as whether they want the information about the process to be made public.

Gërmimet, vlerësimi dhe zhvarrosja e mbetjeve mortore në Kalludër të Zubin Potokut mund të përfundojnë brenda kësaj jave, ka deklaruar për RTK-në Kushtrim Gara nga Komisioni Qeveritar për Persona të Zhdukur.

Sipas tij, kjo është java e katërt e punës në terren, ndërsa ekipet aktualisht janë të angazhuara në lokacionin e tretë të dyshuar si varrezë masive.

“Në kuptimin e gërmimit, vlerësimit dhe zhvarrosjes së mbetjeve mortore është çështje ditësh, në qoftë se jo sot, nesër, pra gjatë kësaj jave. Mirëpo, në kuptimin e përfundimit në tërësi si proces, pasi është faza e shqyrtimit të mbetjeve, pastaj është çështja e analizave të ADN-së, e cila është çështje e testimit në laborator që kryhet bashkë me partnerët ndërkombëtarë do të marrë pak kohë”, ka thënë Gara.

Ai ka sqaruar se, pasi të mbyllen operacionet në terren, mbetjet mortore do t’i nënshtrohen shqyrtimit dhe testimit gjenetik në bashkëpunim me partnerët ndërkombëtarë.

Gara ka theksuar se institucionet e Kosovës do t’u japin përparësi të gjitha veprimeve që janë në kompetencën e tyre dhe që mund të kryhen nga ekspertët vendorë.

“Por, ajo që është e rëndësishme, çdo gjë që është brenda mundësive, kompetencave dhe në duart e ekspertëve të institucioneve të Kosovës do të adresohet me prioritet dhe brenda afateve optimale”, është shprehur ai.

Dyshimet për praninë e mbetjeve mortore të personave të zhdukur gjatë luftës në Kosovë kanë bërë që gërmimet të zhvillohen në këtë pjesë të Zubin Potokut.

Në këtë zonë, disa javë më parë, u përcaktuan disa hapësira që dyshohej se mund të ishin varreza masive.

Pas përfundimit të analizave dhe identifikimit eventual të mbetjeve, Komisioni Qeveritar për Persona të Zhdukur do t’i informojë familjet e viktimave, ka bërë të ditur Gara.

Familjet do të vendosin më pas për datën dhe vendin e rivarrimit, si dhe nëse dëshirojnë që të dhënat për këtë proces të bëhen publike.
