Ina Zhupa, chair of the Parliamentary Committee on Tourism, Culture and the Diaspora, has responded following Minister Blendi Gonxhja’s visit to Saranda, rejecting his claims that the city is “well managed.”

The Democratic Party MP listed a series of difficulties that she says affect residents and visitors every day. These include inadequate water supplies, chaotic traffic, a lack of parking spaces, problems with the new terminal, waste management and the quality of bathing water.

Zhupa described the government’s approach as “superficial management,” stressing that Saranda needs functioning services, infrastructure, cleanliness, a 24-hour drinking water supply, and the protection and promotion of its cultural heritage—not propaganda.

In her full response, Ina Zhupa asked where the “well-managed” Saranda described by Gonxhja could be found.

According to her, Saranda’s residents would also like to see this “good management,” while tourists would like to experience it firsthand instead of merely hearing about it through propaganda speeches.

She said that claiming the city is well managed in the face of the current situation not only shows a disconnect from reality but also amounts to mocking residents and spreading political propaganda.

Addressing the issues one by one, Zhupa began with the water supply.

She described the situation as one of the worst in recent years. According to the MP, the “best-case” scenario is for water to be supplied once every two days, while entire neighborhoods remain without water for days and weeks. Zhupa stressed that, for one of the country’s most important tourist cities, this situation cannot be called good management but rather the failure of a basic service.

Another problem she raised was traffic. According to Zhupa, traveling by car in Saranda during the tourist season has become an impossible task. Construction continues to increase along existing roads, while serious planning for traffic, public transportation and infrastructure is lacking, creating a complete mess.

Regarding parking, she said that the number of spaces is practically zero compared with the city’s needs. At the height of the tourist season, both residents and tourists are forced to fight for a parking space.

Zhupa also raised questions about the new terminal. According to her, instead of providing an integrated transportation solution, the investment has confronted residents with even greater traffic chaos. She argued that simply building a terminal is not enough for it to be considered a success, as the outcome must be assessed based on whether the problem has been solved or made worse.

Her response also mentioned the waste situation. Zhupa spoke of uncleaned streets and stairways, garbage piling up in corners and scenes that seriously damage Saranda’s image, particularly at the height of the tourist season.

Regarding the beaches and water quality, the MP referred to the European Environment Agency’s latest report on bathing water for 2025. According to her, the document shows that Albania ranks last, with Saranda specifically cited as a negative example.

Zhupa also addressed cultural heritage, noting that Butrint has been granted under concession. Meanwhile, she said, many other cultural heritage sites remain little known, lack sufficient guides, are difficult to access via deteriorated roads and face a range of problems requiring solutions.

She said this approach does not amount to a strategy for turning Saranda into a sustainable cultural destination but is merely “superficial management.”

According to Zhupa, the city needs a 24-hour water supply, properly managed roads and traffic, parking spaces, cleanliness, clean waters, functioning transportation, and cultural heritage that is protected and promoted.

The MP stressed that these should be the criteria for assessing governance, rather than what she called Gonxhja’s “imaginary good management.”

In conclusion, Zhupa said that where Gonxhja now sees “good management,” residents see chaos, accusing the government of having lost touch with reality.

Deputetja e PD-së ka renditur një sërë vështirësish që, sipas saj, prekin çdo ditë banorët dhe vizitorët. Mes tyre ajo përfshin furnizimin e pamjaftueshëm me ujë, trafikun kaotik, mungesën e vendeve të parkimit, problemet e terminalit të ri, administrimin e mbetjeve dhe cilësinë e ujërave të larjes.

Zhupa e cilëson qasjen e qeverisë si “menaxhim fasadë”, ndërsa nënvizon se Sarandës i duhen shërbime që funksionojnë, infrastrukturë, pastërti, ujë i pijshëm gjatë 24 orëve, si dhe mbrojtje e promovim i trashëgimisë kulturore, jo propagandë.

Në reagimin e saj të plotë, Ina Zhupa pyet se ku ndodhet Saranda e “mirëmenaxhuar” për të cilën flet Gonxhja.

Sipas saj, edhe qytetarët e Sarandës do të dëshironin ta shihnin këtë “mirëmenaxhim”, ndërsa turistët ta përjetonin konkretisht, në vend që të dëgjonin për të vetëm përmes fjalimeve propagandistike.

Ajo shprehet se të pretendohet se qyteti është mirëmenaxhuar, përballë situatës së krijuar, nuk dëshmon vetëm shkëputje nga realiteti, por përbën tallje me qytetarët dhe propagandë politike.

Duke i marrë çështjet me radhë, Zhupa ndalet fillimisht te furnizimi me ujë.

Ajo e përshkruan gjendjen si një nga më të mjerueshmet e viteve të fundit. Sipas deputetes, skenari “më i mirë” është që uji të vijë një herë në dy ditë, ndërsa lagje të tëra mbeten pa furnizim për ditë dhe javë. Zhupa thekson se, për një nga qytetet turistike më të rëndësishme të vendit, kjo situatë nuk mund të quhet mirëmenaxhim, por dështim i një shërbimi bazë.

Një tjetër problem i ngritur prej saj është trafiku. Sipas Zhupës, gjatë sezonit lëvizja me automjet në Sarandë është shndërruar në një mision të pamundur. Ndërtimet vazhdojnë të shtohen përgjatë rrugëve ekzistuese, ndërsa mungon planifikimi serioz për qarkullimin, transportin publik dhe infrastrukturën, duke krijuar një lëmsh të vërtetë.

Për sa u përket parkimeve, ajo deklaron se numri i tyre është praktikisht zero krahasuar me nevojat e qytetit. Në kulmin e sezonit, si qytetarët, ashtu edhe turistët detyrohen të luftojnë për të siguruar një vend parkimi.

Zhupa ngre pikëpyetje edhe për terminalin e ri. Sipas saj, në vend që ky investim të ofronte një zgjidhje të integruar për transportin, ai i ka vendosur qytetarët përballë një kaosi edhe më të madh në qarkullim. Ajo argumenton se ndërtimi i një terminali nuk mjafton që ai të konsiderohet sukses, pasi rezultati duhet vlerësuar në bazë të faktit nëse problemi është zgjidhur apo është përkeqësuar.

Në reagim përmendet gjithashtu situata e mbetjeve. Zhupa flet për rrugë dhe shkallare të papastruara, mbeturina të grumbulluara nëpër cepa dhe pamje që, veçanërisht në pikun e sezonit turistik, e dëmtojnë rëndë imazhin e Sarandës.

Lidhur me plazhet dhe ujërat, deputetja i referohet raportit më të fundit të Agjencisë Europiane të Mjedisit për ujërat e larjes në vitin 2025. Sipas saj, dokumenti tregon se Shqipëria renditet e fundit, ndërsa Saranda përmendet posaçërisht si shembull negativ.

Zhupa ndalet edhe te trashëgimia kulturore, duke kujtuar se Butrinti është dhënë me koncesion. Ndërkohë, sipas saj, shumë site të tjera të trashëgimisë kulturore vijojnë të jenë pak të njohura, nuk kanë guida të mjaftueshme, përballen me akses të vështirë e rrugë të amortizuara dhe mbartin një sërë problemesh që kërkojnë zgjidhje.

Ajo vlerëson se kjo qasje nuk përbën një strategji për ta shndërruar Sarandën në një destinacion kulturor të qëndrueshëm, por është vetëm “menaxhim fasadë”.

Sipas Zhupës, qytetit i nevojitet furnizim me ujë gjatë 24 orëve, rrugë dhe trafik të administruar, vende parkimi, pastërti, ujëra të pastra, transport funksional, si dhe trashëgimi kulturore e mbrojtur dhe e promovuar.

Deputetja thekson se pikërisht këto duhet të jenë kriteret për vlerësimin e qeverisjes, përballë atij që ajo e quan “mirëmenaxhimi imagjinar” i Gonxhes.

Në përfundim, Zhupa deklaron se aty ku Gonxhja sheh sot “mirëmenaxhim”, qytetarët shohin kaos, duke akuzuar qeverinë se ka humbur lidhjen me realitetin.

According to her, residents, businesses and tourists are being forced to obtain water through bottles, containers and water tankers. Zhupa has described this reality as “tanker tourism,” pointing out that the lack of sustained investment in the water-supply network has left a recurring problem unresolved, despite the water sources surrounding Sarandë.

She argues that the crisis affects not only the water supply, but also the image of the two destinations, the local economy and the standard of tourism services.

During the busiest days of the season, water tankers can be seen everywhere in Sarandë and Ksamil. The lack of drinking-water supplies has made them the only solution for residents, businesses and tourists.

Zhupa says this has happened because of a lack of willingness to make serious investments in water-supply infrastructure, even though a solution to the problem has been promised in every local and national election.

According to her, the problem is not limited to the lack of water. It represents a crisis for quality tourism and damages the image of Sarandë and Ksamil, the area’s economy and citizens’ lives. Instead of a modern destination, tourists are being offered a reality reliant on bottles, containers and water tankers.

Problemi, sipas saj, nuk kufizohet te mungesa e ujit. Ai përbën një krizë për turizmin cilësor dhe dëmton imazhin e Sarandës e Ksamilit, ekonominë e zonës dhe jetën e qytetarëve. Në vend të një destinacioni modern, për turistët po ofrohet një realitet i mbështetur te shishet, bidonët dhe botet e ujit.

Democratic Party MP Ina Zhupa has called on the government to intervene without delay because of the fire that broke out in the Matomara area, within the territory of the Municipality of Finiq.

According to her, the flames are advancing toward Mesopotam and the villages belonging to the Municipality of Delvinë.

Zhupa said that the dangerous blaze started this morning and that, although local structures began responding in the early hours, the fire has still not been brought under control.

Under these circumstances, the Democratic MP called on the central government to immediately mobilize all available resources.

She stressed the need to increase the number of firefighters on the ground, involve the Civil Emergencies structures and the Armed Forces, and seek international assistance for aerial intervention if necessary.

Zhupa said that the firefighting aircraft which, according to her, Edi Rama has promised every year and which are claimed to have been purchased last year by Pirro Vengu, do not exist.

For this reason, she urged the authorities to use without delay all the means at their disposal, warning that every minute lost favors the spread of the flames.

She called for a repeat of last year’s disaster in Delvinë to be avoided, when fires burned thousands of hectares and caused serious consequences for residents, the economy and the environment—consequences that, according to her, are still being felt.

Zhupa deklaroi se avionët për shuarjen e zjarreve, të cilët sipas saj Edi Rama i ka premtuar çdo vit dhe që pretendohet se janë blerë vitin e kaluar nga Pirro Vengu, nuk ekzistojnë.

Për këtë arsye, ajo u bëri thirrje autoriteteve të përdorin pa vonesë të gjitha mjetet që kanë në dispozicion, duke paralajmëruar se çdo minutë e humbur favorizon përhapjen e flakëve.

Ajo kërkoi që të mos lejohet përsëritja e fatkeqësisë së vitit të kaluar në Delvinë, kur zjarret dogjën mijëra hektarë dhe shkaktuan pasoja të rënda për banorët, ekonominë dhe mjedisin, pasoja që, sipas saj, vazhdojnë të ndihen ende.

Zhupa: Të nderuar kolegë, nuk kam ndërmend as t’ju kërkoj çfarë do flas, as t’ju pëlqej për atë që po flas. Ju mund të prisni. Mungesa e durimit reflektohet në atë sheshin të mbushur me qytetarë. Keni një pushtet vendor që sot nuk ka zë. Vetë po t’i pyesësh, ata të thonë që nuk e kanë idenë se çfarë planesh kanë mbi bashkinë e tyre. Po ti do vendosësh se ca është procedura… rri aty, mbaj vendin si i ftuar.

Mazniku: Mos i thuaj asnjë të zgjedhuri nga qytetarët ‘rri e mbaj vendin’. Ai atje ka marrë më shumë vota sa ty.
