Moscow is ready to resume negotiations with Kyiv, but refuses to declare a ceasefire at the same time, Russian Foreign Minister Sergei Lavrov said, according to the state-run TASS news agency.

On the sidelines of the BRICS summit in New Delhi, Lavrov assured that Russia was demonstrating goodwill.

“We remain ready for negotiations, but the military operation will not be suspended,” the foreign minister added.

He reiterated that Moscow was offering Ukrainian President Volodymyr Zelensky the opportunity to visit Russia.

“If he wants to come, let him come,” Sergei Lavrov said, adding that “this is already a major gesture of goodwill on our part.”

Zelensky has categorically rejected the idea, which his Russian counterpart put forward several months ago.

Meanwhile, Kremlin spokesman Dmitry Peskov also insisted that Zelensky should travel to the Russian capital if he genuinely wants to meet with his Russian counterpart.

“If he really wants to talk to Putin, he must come to Moscow,” Mr. Peskov, who was present in New Delhi, said when asked about the scenario of a possible summit in Miami during the G20 summit in December.

Ukrainian President Volodymyr Zelensky has warned of strong retaliation against Russia following an overnight attack in the Kharkiv region that left ten dead and many wounded.

Zelensky stated that Ukraine’s military response is inevitable and that this must be absolutely clear to Moscow. He added that beyond this, it is essential for Western allies to support these just countermeasures by increasing pressure on Russia and continuing aid to Kyiv.

According to him, emergency forces arrived immediately at the scene and managed to extinguish the flames, while search and rescue teams continue their work to find possible survivors and to fully clarify the dynamics of the strike. The target of the attack appears to have been Pechenihy, a locality in the Kharkiv area. Ukrainian authorities report that residential buildings and commercial facilities have been severely damaged.

Meanwhile, on the diplomatic and military front, the United States has finalized a major contract with the company Raytheon. The deal, with a seven-year term and a value of 22.9 billion dollars, aims to drastically increase the manufacturing of Tomahawk missiles. According to information from Reuters, this plan will enable a massive leap in production, moving from about 60 missiles per year to over 1,000. Ukraine has only one-tenth of the interceptor missiles it believes it urgently needs from the United States to counter Russia’s increasing use of ballistic missiles, President Volodymyr Zelensky told CNN.

The Ukrainian president described a daily struggle to secure more Patriot interceptors, saying he spends his days making “millions of phone calls” and negotiating with allies, some of which he said he could not disclose publicly.

Russian ballistic missile attacks have increased significantly in recent weeks, with Kyiv being hit particularly hard as Moscow takes advantage of Ukraine’s nearly depleted stockpile of Patriot interceptor missiles.

According to Zelensky, if the United States provided Ukraine with 10% of current US stockpiles, Kyiv could counter every Russian ballistic missile attack. Even 5%, he said, would be enough to help the country make it through the winter.

“This year, we have two and a half times fewer interceptor missiles than in 2025. Russia is using twice as many ballistic missiles per month as before,” he said.

He stressed that Russian attacks are now taking place almost every day. “Every night we come under attack, and four or five times a month we face massive attacks… terrible nights. The people are truly heroic, truly resilient. But they are tired.”

Zelensky was very clear about the scale of the problem.

“If they sell us 5%, we will make it through the winter and save lives. If they can sell us 10%, we will shoot down all Russian ballistic missiles. I have 1%,” he said.

He also rejected the idea of Ukraine giving up the remaining territory in Donbas that Putin seeks to capture, saying security guarantees remain essential for Kyiv.

“Russia starts talking about this war, and they talk about territory. The main question is why he would not return with an additional 1 or 2 million troops after a long pause. Why would he not come back to occupy us?”

Zelensky added that he agreed with some Western assessments that Putin could seek to escalate the war against NATO, possibly by attacking NATO’s smaller Baltic states.

“He does not know how to end this war without a major occupation or a major victory for his society. It is easier to find a smaller country… for him, it will not matter whether that country is in NATO or not. He wants a quick victory, 100% certain that he will win, occupy, destroy or control.”

The leader of the Democratic Party, Sali Berisha, reacted today to statements by Ukrainian President Volodymyr Zelensky, who said from Belgrade that Ukraine does not recognize Kosovo’s independence because it was declared unilaterally. Berisha e cilësoi këtë qëndrim si të papranueshëm dhe shprehu keqardhje të thellë.

Në një deklaratë për mediat, ish-kryeministri theksoi se fjalët e Zelenskit bien ndesh haptazi me qëndrimet e Aleancës së Atlantikut të Veriut si dhe me planin e Ahtisarit, të cilin e ka miratuar Organizata e Kombeve të Bashkuara. Sipas tij, ato përplasen edhe me vendimet e vendeve kyçe anëtare të NATO-s.

Ukrainian President Volodymyr Zelensky’s confirmation during his visit to Belgrade that Kyiv continues not to recognize Kosovo’s independence has triggered strong reactions within Ukraine as well. Yuriy Hudymenko, a politician, war veteran and co-founder of the “Democratic Axe” movement, described the position as a “dishonorable and shameful” decision.

In a public response shared on social media, Hudymenko expressed regret over the Ukrainian president’s statement, while recalling the support Kosovo has provided to Ukraine since the beginning of Russia’s aggression.

According to him, before traveling to Serbia, Zelensky had to choose between an “easy but immoral” path and another that was “difficult but right.” Hudymenko said that, as a citizen, he considers the choice made to be disgusting and shameful. He stressed that Kosovo, despite not having its own army, has done a great deal for Ukrainians, military personnel and rescue teams. Konfirmimi i Presidentit të Ukrainës, Volodymyr Zelensky, gjatë vizitës në Beograd se Kievi vazhdon të mos e njohë pavarësinë e Kosovës, ka shkaktuar reagime të forta edhe brenda Ukrainës. Yuriy Hudymenko, politikan, veteran lufte dhe bashkëthemelues i lëvizjes “Sëpata Demokratike”, e ka përshkruar këtë pozicion si një vendim “shpëlarës dhe turpërues”.

Në një reagim publik të shpërndarë në rrjetet sociale, Hudymenko shprehu keqardhje për deklaratën e presidentit ukrainas, ndërsa rikujtoi mbështetjen që Kosova i ka dhënë Ukrainës prej nisjes së agresionit rus.

Sipas tij, përpara udhëtimit në Serbi, Zelensky kishte zgjedhur ndërmjet një rruge “të lehtë, por jomorale” dhe një tjetre “të vështirë, por të drejtë”. Ai deklaroi se, për shkak të presidentit, Ukraina u kishte “pështyrë në fytyrë” qytetarëve të Kosovës duke e paraqitur vendin si pjesë të Serbisë, të cilën e quajti “vëllai i vogël i Rusisë”. Pristina Mayor Përparim Rama has published on Facebook footage of the removal of a banner reading “Free Ukraine,” following a statement by Ukrainian President Volodymyr Zelensky in Belgrade.

In a post on the social network, Rama stressed that Kosovo’s statehood must be respected and that Pristina will respond in the same way whenever that statehood is disregarded.

“The state of Kosovo must be respected. Whenever Kosovo is not respected, the capital, Pristina, will always respond in the same way.

Our sensitivity and solidarity will always be with peoples facing war, violence and persecution. More than many others, we know what war means for freedom, dignity and the right to exist as a state.
