Milaim Zeka has stated that Fatmir Sheholli was known to everyone as a spy. Nevertheless, the indictment filed by the Special Prosecution states that it was from Sheholli that he received materials for publication and €1,000. Zeka now explains that the materials were presented to him as being from the German GIZ, while the money was given for translation. But this version encounters inconsistencies when compared with his statements and the facts that, according to the Prosecution, have been documented.

The case against Fatmir Sheholli, who is accused of espionage and blackmail, contains communications, materials and payments that the Prosecution links to activities serving the interests of Serbia’s BIA.

Milaim Zeka’s name has also become involved in this case. Attention has been heightened by a statement made by the journalist himself after the indictment became public: he said that “it was known that Sheholli was a spy.”

This raises a direct question: how could a journalist who claims to have known that the person he was in contact with was a spy accept compromising materials from him, become involved in preparing them for publication and also receive money?

What does the Prosecution allege?

According to the indictment, Fatmir Sheholli acted in coordination with Bojan Dimiq, an official of Serbia’s BIA, with the aim of harming Kosovo’s interests and influencing the electoral process.

The Prosecution alleges that Sheholli had obtained audio materials and transcripts intended to compromise officials of the Ministry for Communities and Return. He then handed these materials to Milaim Zeka for publication.

The same case file states that Zeka received €1,000 and that he was supposed to receive another €1,000 after publication.

According to the Prosecution, the handover of the materials and money was documented through audio recordings and security cameras.

Thus, the allegations are supported not only by public statements but are part of an indictment that, according to the investigative authorities, is based on evidence gathered during the investigation.

The version about the GIZ materials

After the indictment was published, Zeka said that the materials had been presented to him as information originating from the German GIZ.

When asked how they could have been GIZ materials if they were in Serbian, he implied that they might have come from “someone inside GIZ.”

However, this explanation makes the matter even more complicated. The indictment alleges that GIZ’s name was used to conceal the true origin of the materials, which the Prosecution links to BIA and Bojan Dimiq.

According to this version, GIZ was not the source of the materials, but its name served as a cover.

If Zeka says he knew that Sheholli was a spy, then it is difficult to understand why he would have trusted Sheholli’s explanation about the origin of the materials.

A source that raises suspicions requires enhanced verification. In the case of a person whom Zeka himself says he knew to be a spy, the need for verification should have been even greater.

€2,000 for publication or €1,000 for translation?

Another inconsistency concerns the payment.

In a television interview, Zeka stated that the €1,000 he received from Sheholli was payment for translating the materials.

Meanwhile, the indictment quotes a statement he gave to the Police, according to which Sheholli had told him that the “German GIZ” had allocated €2,000 for publication: €1,000 in advance and another €1,000 after publication.

Thus, the statement given to the Police refers to €2,000 for publication, while on television he spoke of €1,000 for translation.

This inconsistency requires clarification, not because of Zeka’s opponents, but because both versions are attributed to Zeka himself.

There are also two versions regarding the return of the money

Zeka has stated that he returned the €1,000 to Sheholli before Sheholli was arrested.

But the indictment mentions a communication with Sheholli’s son, held after his arrest, in which the return of the money was discussed.

This also creates a chronological inconsistency. If the money had been returned before the arrest, the question remains as to why its return was discussed again after the arrest.

This element makes the explanation that the payment was made solely for translation more complicated.

The mention of GIZ and the weight of the allegation

GIZ is not an ordinary private company. It is Germany’s international development institution, which has been present in Kosovo for many years through projects involving the rule of law, public administration, the economy and European integration.

For this reason, the claim that “GIZ had allocated €2,000 for the publication” of compromising materials is particularly serious.

If such a claim is unfounded, then the name of a German institution may have been used to cover an operation that the Prosecution links to Serbia’s BIA.

The issue concerns not only the reputation of the individuals mentioned. It also affects the credibility of an important partner of Kosovo. For this reason, the reference to GIZ cannot be regarded as a secondary detail.

What do the materials in Serbian show?

The fact that the materials were in Serbian, by itself, does not prove where they came from.

However, this issue becomes significant when considered alongside the other elements of the case file: Fatmir Sheholli, communications with Bojan Dimiq, the payments, the period before the elections, requests for publication and the Prosecution’s allegation that GIZ’s name was used to conceal the true source.

In these circumstances, the statement “I thought they were from GIZ” is not enough as an explanation. What remains to be clarified is what verification was carried out before the materials were accepted.

Zeka and Sheholli knew each other

Published photographs showing Zeka and Sheholli together indicate that they knew each other and had been in contact.

A photograph does not, of course, constitute evidence of any criminal offense. But in this case it is relevant for another reason: Zeka was not dealing with a complete stranger who had suddenly appeared before him.

He knew Sheholli and, according to his own statement, was also aware of his reputation.

Precisely for this reason, any material received from Sheholli should have been subjected to a higher standard of verification.

The questions that remain open

The indictment against Fatmir Sheholli does not accuse Milaim Zeka of espionage. This must be made clear.

Nevertheless, Zeka’s name appears in the indictment in connection with an episode in which, according to the Prosecution, materials linked to a BIA plan ended up with him for publication, together with money.

At the same time, Zeka states that it was known that Sheholli was a spy.

Therefore, the main questions arise from the statements themselves and from the allegations in the indictment: if he knew who Sheholli was, why did he accept the materials? If he knew this, why did he believe the story about GIZ? If the €2,000 was for publication, why was the €1,000 later explained as payment for translation?

And if the materials really came from the German GIZ, what evidence is there of this?

These questions do not arise simply from a media debate. They emerge from Zeka’s statements and the contents of the indictment, making this case particularly important.

Sipas Prokurorisë, dorëzimi i materialeve dhe i parave është evidentuar përmes përgjimeve audio dhe kamerave të sigurisë.

Pra, pretendimet nuk mbështeten vetëm në deklarata publike, por janë pjesë e një aktakuze që, sipas organeve të hetimit, bazohet në prova të administruara gjatë hetimeve.

Versioni për materialet e GIZ-it

Pas publikimit të aktakuzës, Zeka tha se materialet i ishin prezantuar si informacione që vinin nga GIZ-i gjerman.

Kur u pyet se si mund të ishin materiale të GIZ-it, nëse ishin në gjuhën serbe, ai la të kuptohej se ato mund të kishin ardhur nga “dikush brenda GIZ-it”.

Megjithatë, ky shpjegim e bën edhe më të ndërlikuar çështjen. Në aktakuzë pretendohet se emri i GIZ-it ishte përdorur për të maskuar prejardhjen e vërtetë të materialeve, të cilat Prokuroria i lidh me BIA-n dhe Bojan Dimiqin.

2 mijë euro për publikim apo 1 mijë euro për përkthim?

Një tjetër mospërputhje lidhet me pagesën.

Në një intervistë televizive, Zeka deklaroi se 1 mijë eurot që kishte marrë nga Sheholli ishin pagesë për përkthimin e materialeve.

Ndërkohë, aktakuza citon një deklaratë të tij dhënë në Polici, sipas së cilës Sheholli i kishte thënë se “GIZ-i gjerman” kishte ndarë 2 mijë euro për publikim: 1 mijë euro paraprakisht dhe 1 mijë të tjera pas publikimit.

Kështu, në deklaratën e dhënë në Polici përmenden 2 mijë euro për publikim, ndërsa në televizion flitet për 1 mijë euro për përkthim.

Kjo mospërputhje kërkon sqarim, jo për shkak të kundërshtarëve të Zekës, por sepse të dy versionet i atribuohen vetë atij.

Edhe për kthimin e parave ka dy versione

Zeka ka deklaruar se 1 mijë eurot ia kishte kthyer Shehollit para se ai të arrestohej.

Por në aktakuzë përmendet një komunikim me djalin e Shehollit, të zhvilluar pas arrestimit të tij, ku diskutohet pikërisht kthimi i parave.

Edhe kjo krijon një mospërputhje në kronologji. Nëse paratë ishin kthyer para arrestimit, mbetet pyetja pse kthimi i tyre diskutohet sërish pas arrestimit.

Ky element e bën më të ndërlikuar shpjegimin se pagesa ishte bërë vetëm për përkthim.

Përmendja e GIZ-it dhe pesha e pretendimit

GIZ-i nuk është një kompani private e zakonshme. Bëhet fjalë për institucionin gjerman të zhvillimit ndërkombëtar, i cili prej shumë vitesh është i pranishëm në Kosovë përmes projekteve në sundimin e ligjit, administratës publike, ekonomisë dhe integrimit evropian.

Për këtë arsye, pretendimi se “GIZ-i kishte ndarë 2 mijë euro për publikim” të materialeve komprometuese është veçanërisht serioz.

Nëse një pretendim i tillë nuk qëndron, atëherë emri i një institucioni gjerman mund të jetë përdorur për të mbuluar një operacion që Prokuroria e lidh me BIA-n serbe.

Çështja nuk lidhet vetëm me reputacionin e personave të përmendur. Ajo prek edhe besueshmërinë e një partneri të rëndësishëm të Kosovës. Për këtë arsye, referimi te GIZ-i nuk mund të shihet si hollësi dytësore.

Çfarë tregojnë materialet në gjuhën serbe?

Fakti që materialet ishin në serbisht, i vetëm, nuk dëshmon se nga kanë ardhur.

Megjithatë, kjo çështje merr rëndësi kur vendoset përkrah elementeve të tjera të dosjes: Fatmir Shehollit, komunikimeve me Bojan Dimiqin, pagesave, periudhës para zgjedhjeve, kërkesave për publikim dhe pretendimit të Prokurorisë se emri i GIZ-it është përdorur për të fshehur burimin e vërtetë.

Në këtë rrethanë, deklarata “mendova se ishin nga GIZ-i” nuk mjafton si shpjegim. Ajo që mbetet për t’u sqaruar është se çfarë verifikimi u krye përpara pranimit të materialeve.

Zeka dhe Sheholli njiheshin

Fotografitë e publikuara, ku shfaqen së bashku Zeka dhe Sheholli, tregojnë se mes tyre kishte njohje dhe kontakte.

Një fotografi nuk përbën, natyrisht, provë për ndonjë vepër penale. Por në këtë rast ajo ka rëndësi për një arsye tjetër: Zeka nuk po merrej me një person krejtësisht të panjohur, i cili i ishte shfaqur papritur.

Ai e njihte Shehollin dhe, sipas deklaratës së vet, ishte në dijeni edhe për reputacionin e tij.

Pikërisht për këtë arsye, çdo material i ardhur nga Sheholli do të duhej t’i nënshtrohej një standardi më të lartë verifikimi.

Arjeta Fejza, a lawmaker from the Vetëvendosje Movement, has reacted to statements by Milaim Zeka, describing them as defamation and announcing that she will pursue legal action against him.

According to Fejza, Zeka has tried to link her to espionage by using a photograph from a meeting in Finland. She stressed that the photograph is still being published.

Fejza said she attended the meeting, which was organized in coordination with fellow Albanians in Finland, adding that this was the entire explanation for her presence there.

She accused Zeka of trying to incriminate her through allegations of espionage and said that only someone involved in such matters could do such a thing.

The lawmaker also raised suspicions about Milaim Zeka’s activities, communications and links with Fatmir Sheholli, who has been accused of espionage.

According to her, Zeka is attempting to divert attention from these matters, which she considers more serious, while asking why he remains free even though his cooperation with Fatmir Sheholli is already known.

According to the Chamber, the priorities presented so far do not properly address Kosovo’s need to increase domestic electricity generation capacity, reduce dependence on imports and, as a result, strengthen security of supply.

In the American Chamber’s assessment, the key issue is not whether Kosovo has the ability to import electricity produced in neighboring countries. The strategic dilemma, it says, is whether the country should continue to rely on electricity imports as a finished product, or turn toward investment in new generation capacities within its own territory, which would strengthen energy security, economic competitiveness and strategic independence.

For this reason, the American Chamber stresses that expanding new domestic capacities should be treated as a national priority.

It underlines that it has been claimed that importing electricity through the existing transmission network represents a more practical and lower-cost solution than building gas infrastructure in Kosovo. However, according to the Chamber, such an assessment based solely on the initial infrastructure cost does not reflect the long-term benefits brought by creating new domestic generation capacities.

According to it, every new megawatt produced in Kosovo increases security of supply, reduces dependence on regional electricity markets and creates greater stability for the economy and citizens. By contrast, continued reliance primarily on electricity imports leaves the country vulnerable to price fluctuations and supply risks that are beyond Kosovo’s control. The Chamber notes that the European energy crisis following Russian aggression in Ukraine clearly showed that countries with sufficient domestic generation capacities were far better protected from market shocks.

According to the American Chamber, this is one of the fundamental reasons why many European countries have invested and continue to invest in LNG infrastructure, including American LNG. It emphasizes that, beyond the economic dimension, these decisions have been driven by strategic objectives related to diversifying supply sources, reducing dependence on a limited number of suppliers and strengthening national security. Under the new geopolitical reality, energy is no longer seen only as a commercial commodity, but as a key component of security policy and strategic partnerships. For this reason, it says, Kosovo should not remain outside this transformation.

The American Chamber reiterates that this is precisely why expanding domestic generation capacity must remain among Kosovo’s main strategic objectives.

In this context, it assesses that Kosovo’s inclusion in the regional American LNG infrastructure represents the fastest and most economically favorable path for building new generation capacities. The construction of the gas interconnection through North Macedonia has been identified, through studies supported by the United States Army Corps of Engineers within the Millennium Challenge Corporation (MCC) program, as the most economically favorable alternative for supplying Kosovo with natural gas.

It also says that LNG-based generation capacities are among the commercially ready technologies that can be built within just two to three years. It adds that such projects have significantly greater chances of being financed by international financial institutions than the construction of new coal-based capacities. At the same time, the Chamber stresses that LNG is not an alternative to renewable energy sources, but rather the technology that facilitates the integration of a much larger amount of wind and solar energy, while guaranteeing the flexibility needed for the functioning of a modern electricity system.

On the other hand, it assesses that coal gasification may be considered part of discussions on the country’s long-term energy security, but it cannot respond to Kosovo’s urgent needs to increase generation capacities. According to the Chamber, such a project requires significantly more time to be implemented, while securing financing remains uncertain given international decarbonization policies.

For this reason, the American Chamber of Commerce in Kosovo considers that the country should pursue a dual approach: to develop new LNG-based generation capacities as quickly as possible to meet short- and medium-term energy security needs, while in parallel continuing to assess long-term options for using its own domestic resources.

In conclusion, the Chamber stresses that energy policies should not be weighed solely on the basis of the initial investment cost, but on their ability to guarantee secure supply, predictable prices and domestic electricity generation. According to it, Kosovo’s inclusion in the regional American LNG infrastructure would pave the way for the construction of new generation capacities in the shortest possible time, would significantly increase energy security, strengthen the competitiveness of Kosovo’s economy and further deepen the strategic partnership with the United States of America.

Referring to all these arguments, the American Chamber of Commerce in Kosovo repeats its position that, at a time when more and more European countries are considering American LNG a strategic investment for their energy and national security, Kosovo should not miss this opportunity.

Dilema strategjike, sipas saj, është nëse vendi duhet të vazhdojë të mbështetet te importi i energjisë elektrike si produkt i gatshëm, apo të orientohet drejt investimeve në kapacitete të reja prodhuese brenda territorit të vet, të cilat do të forconin sigurinë energjetike, konkurrueshmërinë ekonomike dhe pavarësinë strategjike.

Për këtë arsye, Oda Amerikane thekson se ngritja e kapaciteteve të reja vendore duhet të trajtohet si përparësi kombëtare.

Ajo nënvizon se është pretenduar se importi i energjisë elektrike përmes rrjetit ekzistues të transmetimit paraqet një zgjidhje më praktike dhe me kosto më të ulët sesa ndërtimi i infrastrukturës së gazit në Kosovë. Megjithatë, sipas Odës, një vlerësim i tillë i mbështetur vetëm te shpenzimi fillestar i infrastrukturës nuk i reflekton përfitimet afatgjata që sjell krijimi i kapaciteteve të reja gjeneruese në vend.

Sipas saj, çdo megavat i ri i prodhuar në Kosovë e rrit sigurinë e furnizimit, e zvogëlon varësinë nga tregjet rajonale të energjisë elektrike dhe krijon më shumë stabilitet për ekonominë dhe qytetarët. Në të kundërt, mbështetja e vazhdueshme kryesisht te importi i energjisë elektrike e bën vendin të ndjeshëm ndaj luhatjeve të çmimeve dhe rreziqeve të furnizimit, të cilat nuk kontrollohen nga vendimmarrja e Kosovës. Oda përmend se kriza energjetike evropiane pas agresionit rus në Ukrainë tregoi qartë se shtetet me kapacitete të mjaftueshme prodhuese vendore ishin shumë më të mbrojtura nga goditjet e tregut.

Sipas Odës Amerikane, kjo është një nga arsyet themelore pse shumë vende evropiane kanë investuar dhe vijojnë të investojnë në infrastrukturën për LNG, përfshirë LNG-në amerikane. Ajo thekson se, përtej dimensionit ekonomik, këto vendime janë udhëhequr nga objektiva strategjike që lidhen me diversifikimin e burimeve të furnizimit, uljen e varësisë nga një numër i kufizuar furnizuesish dhe forcimin e sigurisë kombëtare. Në kushtet e realitetit të ri gjeopolitik, energjia nuk shihet më vetëm si mall tregtar, por si një përbërës kyç i politikës së sigurisë dhe i partneriteteve strategjike. Për këtë arsye, sipas saj, Kosova nuk duhet të mbetet jashtë këtij transformimi.

Oda Amerikane rithekson se pikërisht për këtë arsye zgjerimi i kapaciteteve vendore të prodhimit duhet të mbetet ndër objektivat kryesore strategjike të Kosovës.

Në këtë kuadër, ajo vlerëson se përfshirja e Kosovës në infrastrukturën rajonale të LNG-së amerikane përbën rrugën më të shpejtë dhe ekonomikisht më të favorshme për ndërtimin e kapaciteteve të reja gjeneruese. Ndërtimi i interkoneksionit të gazit përmes Maqedonisë së Veriut është përcaktuar, përmes studimeve të mbështetura nga Korpusi i Inxhinierëve i Ushtrisë së Shteteve të Bashkuara të Amerikës, në kuadër të programit të Korporatës së Sfidave të Mileniumit (MCC), si alternativa më e favorshme ekonomike për furnizimin e Kosovës me gaz natyror.

Po sipas saj, kapacitetet gjeneruese të bazuara në LNG bëjnë pjesë te teknologjitë komercialisht të gatshme që mund të ndërtohen brenda vetëm dy deri në tre vitesh. Ajo shton se projekte të tilla kanë mundësi dukshëm më të mëdha për t’u financuar nga institucionet financiare ndërkombëtare sesa ndërtimi i kapaciteteve të reja me bazë qymyri. Njëkohësisht, Oda thekson se LNG-ja nuk përbën alternativë ndaj burimeve të ripërtëritshme të energjisë, por përkundrazi është teknologjia që lehtëson integrimin e një sasie shumë më të madhe të energjisë nga era dhe dielli, duke garantuar fleksibilitetin e nevojshëm për funksionimin e një sistemi modern elektroenergjetik.

Nga ana tjetër, ajo vlerëson se gazifikimi i qymyrit mund të konsiderohet pjesë e diskutimeve për sigurinë afatgjatë energjetike të vendit, por nuk mund t’u përgjigjet nevojave urgjente të Kosovës për shtimin e kapaciteteve prodhuese. Sipas Odës, një projekt i tillë kërkon kohë dukshëm më të gjatë për t’u realizuar, ndërsa sigurimi i financimit mbetet i pasigurt, duke pasur parasysh politikat ndërkombëtare për dekarbonizim.

Për këtë arsye, Oda Ekonomike Amerikane në Kosovë konsideron se vendi duhet të ndjekë një qasje të dyfishtë: të zhvillojë sa më shpejt kapacitete të reja gjeneruese me bazë LNG për t’iu përgjigjur nevojave afatshkurtra dhe afatmesme të sigurisë energjetike, ndërsa paralelisht të vazhdojë vlerësimin e opsioneve afatgjata për shfrytëzimin e burimeve të veta vendore.

Në përfundim, Oda thekson se politikat energjetike nuk duhet të peshohen vetëm mbi bazën e kostos fillestare të investimit, por mbi aftësinë e tyre për të garantuar furnizim të sigurt, çmime të parashikueshme dhe prodhim vendor të energjisë elektrike. Sipas saj, përfshirja e Kosovës në infrastrukturën rajonale të LNG-së amerikane do t’i hapte rrugë ndërtimit të kapaciteteve të reja gjeneruese në afatin më të shkurtër të mundshëm, do ta rriste ndjeshëm sigurinë energjetike, do ta forconte konkurrueshmërinë e ekonomisë së Kosovës dhe do ta thellonte më tej partneritetin strategjik me Shtetet e Bashkuara të Amerikës.

Duke iu referuar të gjitha këtyre argumenteve, Oda Ekonomike Amerikane në Kosovë përsërit qëndrimin e saj se, në një kohë kur gjithnjë e më shumë vende evropiane po e konsiderojnë LNG-në amerikane si investim strategjik për sigurinë e tyre energjetike dhe kombëtare, Kosova nuk duhet ta humbasë këtë mundësi.
