On Tuesday, the acting president, Albulena Haxhiu, signed the decree appointing Zejnullah Gashi as chief prosecutor.

Sipas reagimit të BE-së, mandati i Gashit duhet të fokusohet në garantimin e integritetit dhe llogaridhënies në sistemin prokurorial, si edhe në goditjen e korrupsionit të nivelit të lartë dhe krimit të organizuar.

The decree was issued one day after the Kosovo Prosecutorial Council, at its 298th meeting on Monday, nominated Gashi for Chief State Prosecutor and proposed his name to Haxhiu for appointment by decree, “Betimi për Drejtësi” reports.

Five candidates took part in the process for the position: Atdhe Dema, Naim Abazi, Rafet Halimi, Shqipdon Fazliu and Zejnullah Gashi.

The Evaluation Panel published the results following interviews held on July 1, 2026. Zejnullah Gashi was awarded 91.6 points, Atdhe Dema 89.3 points, Naim Abazi 89 points, Rafet Halimi 87 points, and Shqipdon Fazliu 86.3 points.

The KPC also made public the interviews of all five candidates.

Candidate Atdhe Dema had filed a complaint regarding his evaluation in the selection process for Chief State Prosecutor. However, the Council rejected the complaint at its meeting on July 10, 2026.

On June 19, 2026, the Kosovo Prosecutorial Council (KPC) approved the candidacies of the five contenders for the post, with six votes in favour and one against.

The decision to open the competition for Chief State Prosecutor was made at a meeting of the Kosovo Prosecutorial Council on May 18, 2026.

After the competition was announced, Blerim Isufaj, the Chief Prosecutor of the Special Prosecution Office of the Republic of Kosovo, filed a lawsuit with the Administrative Court, seeking an interim security measure to suspend the competition announced by the KPC. His request was rejected by the Administrative Court, a decision also upheld by the Court of Appeals.

Ushtruesja e detyrës së Presidentes së Republikës së Kosovës, Albulena Haxhiu, e ka dekretuar Zejnullah Gashin në pozitën e Kryeprokurorit të ri të Shtetit.

Burime të “Betimi për Drejtësi” brenda Presidencës e kanë konfirmuar këtë vendim.

Dekreti është nxjerrë një ditë pasi Këshilli Prokurorial i Kosovës, në mbledhjen e tij të 298-të të hënën, e nominoi Gashin për Kryeprokuror të Shtetit dhe emrin e tij ia propozoi Haxhiut për dekretim, raporton “Betimi për Drejtësi“.

Në procedurën për këtë pozitë morën pjesë pesë kandidatë: Atdhe Dema, Naim Abazi, Rafet Halimi, Shqipdon Fazliu dhe Zejnullah Gashi.

Paneli Vlerësues i publikoi rezultatet pas intervistimeve të mbajtura më 1 korrik 2026. Zejnullah Gashi u vlerësua me 91.6 pikë, Atdhe Dema me 89.3 pikë, Naim Abazi me 89 pikë, Rafet Halimi me 87 pikë, ndërsa Shqipdon Fazliu me 86.3 pikë.

KPK-ja ka bërë publike gjithashtu intervistat e të pesë kandidatëve.

Kandidati Atdhe Dema kishte paraqitur ankesë lidhur me vlerësimin e tij në procesin e përzgjedhjes për Kryeprokuror të Shtetit. Megjithatë, Këshilli e refuzoi këtë ankesë në mbledhjen e 10 korrikut 2026.

Më 19 qershor 2026, Këshilli Prokurorial i Kosovës (KPK) i kishte miratuar kandidaturat e pesë garuesve për këtë post, me 6 vota për dhe 1 kundër.

Vendimi për hapjen e konkursit për Kryeprokuror të Shtetit ishte marrë në mbledhjen e Këshillit Prokurorial të Kosovës më 18 maj 2026.

Pas publikimit të konkursit, kryeprokurori i Prokurorisë Speciale të Republikës së Kosovës, Blerim Isufaj, kishte ngritur padi në Gjykatën Administrative, duke kërkuar masë të sigurisë për pezullimin e konkursit të shpallur nga KPK-ja. Kërkesa e tij u refuzua nga Gjykata Administrative, vendim që u konfirmua edhe nga Gjykata e Apelit.

Gashi secured the necessary majority of five votes, while Rafet Halimi received only one vote, and the three other candidates received none.

Following the voting, the KPC forwarded Gashi’s name to the competent body to be decreed at the head of the prosecutorial system.

The race for this position included five prosecutors: Atdhe Dema, Naim Abazi, Rafet Halimi, Shqipdon Fazliu and Zejnullah Gashi, reports “Oath for Justice”.

The KPC Chair, Arian Gashi, announced that the Evaluation Panel, with the support of the Secretariat, submitted the list of candidates and then opened the application files with all relevant documentation.

He clarified that after review, the Panel found that all five candidates met the conditions to lead the State Prosecution, a list which was approved by the Council.

Subsequently, the conceptual documents of each candidate were published, and the interview process was carried out, which was monitored by international partners and civil society organizations, following an open invitation.

According to Chair Gashi, the Panel conducted the interviews completely independently, ranking the candidates with their respective scores: Zejnullah Gashi 91.6 points, Atdhe Dema 89.3 points, Naim Abazi 89 points, Rafet Halimi 87 points, and Shqipdon Fazliu 86.3 points.

After notification of the right to appeal, the final report was drafted, recommending the list with the names: Zejnullah Gashi, Atdhe Dema, Naim Abazi, Rafet Halimi and Shqipdon Fazliu.

Then, the Council proceeded to a secret vote, where only member Milot Krasniqi abstained, citing his previous positions regarding this procedure.

The interview results were made public on July 1, 2026, with the same scores ranking: Gashi 91.6, Dema 89.3, Abazi 89, Halimi 87 and Fazliu 86.3.

The KPC also published the recordings of the interviews of all candidates.

Regarding the evaluation received, candidate Atdhe Dema submitted an appeal, but the Council rejected it at the meeting on July 10, 2026.

On June 19, 2026, the KPC had approved with 6 votes in favor and 1 against the candidacies of the five prosecutors who entered the race for the highest prosecutorial post.

The qualified candidates were: Atdhe Dema from the Department for Terrorism Investigation in the Special Prosecution, Naim Abazi from the Department for Investigation of Corruption and Financial Crime at the same prosecution, Rafet Halimi also from that department, Shqipdon Fazliu from the Office of the State Chief Prosecutor, and Zejnullah Gashi, Chief Prosecutor of the Basic Prosecution in Prishtina.

“Oath for Justice” had reported on these five names a day after the close of applications, on June 11, 2026.

The decision to open the competition was made at the KPC meeting on May 18, 2026.

Në seancën e 298-të të mbajtur të hënën, Këshilli Prokurorial i Kosovës (KPK) zgjodhi Zejnullah Gashin si kandidatin për Kryeprokuror të Shtetit, duke ia propozuar për dekretim ushtrueses së detyrës së presidentes, Albulena Haxhiu.

Gashi siguroi shumicën e nevojshme prej pesë votash, ndërkohë që Rafet Halimi mori vetëm një votë, kurse tre kandidatët e tjerë mbetën pa asnjë votë.

Pas përfundimit të votimit, KPK-ja i përcolli emrin e Gashit organit kompetent për t’u dekretuar në krye të sistemit prokurorial.

Gara për këtë pozitë përfshiu pesë prokurorë: Atdhe Dema, Naim Abazi, Rafet Halimi, Shqipdon Fazliu dhe Zejnullah Gashi, njofton “Betimi për Drejtësi”.

Kryesuesi i KPK-së, Arian Gashi, bëri të ditur se Paneli Vlerësues, me mbështetjen e Sekretariatit, dorëzoi listën e kandidatëve dhe më pas hapi dosjet e aplikimit me gjithë dokumentacionin përkatës.

Ai sqaroi se pas shqyrtimit, Paneli konstatoi se të pesë kandidatët përmbushnin kushtet për të drejtuar Prokurorinë e Shtetit, listë kjo që u miratua nga Këshilli.

Në vijim, u publikuan dokumentet konceptuale të secilit konkurrent dhe u zhvillua procesi i intervistimit, i cili u monitorua nga partnerët ndërkombëtarë dhe organizata të shoqërisë civile, pas ftesës së hapur.

Sipas kryesuesit Gashi, intervistat i kreu Paneli në mënyrë tërësisht të pavarur, duke i renditur kandidatët me pikët përkatëse: Zejnullah Gashi 91.6 pikë, Atdhe Dema 89.3 pikë, Naim Abazi 89 pikë, Rafet Halimi 87 pikë dhe Shqipdon Fazliu 86.3 pikë.

Pas njoftimit për të drejtën e ankesës, u hartua raporti përfundimtar që rekomandoi listën me emrat: Zejnullah Gashi, Atdhe Dema, Naim Abazi, Rafet Halimi dhe Shqipdon Fazliu.

Më pas, Këshilli kaloi në votim të fshehtë, ku vetëm anëtari Milot Krasniqi abstenoi, duke përmendur qëndrimet e tij të mëparshme lidhur me këtë procedurë.

Rezultatet e intervistave u bënë publike më 1 korrik 2026, me të njëjtën renditje pikësh: Gashi 91.6, Dema 89.3, Abazi 89, Halimi 87 dhe Fazliu 86.3.

KPK-ja publikoi gjithashtu regjistrimet e intervistave të të gjithë konkurrentëve.

Ndaj vlerësimit të marrë, kandidati Atdhe Dema parashtroi ankesë, por Këshilli e rrëzoi atë në mbledhjen e datës 10 korrik 2026.

Më 19 qershor 2026, KPK-ja kishte aprovuar me 6 vota pro dhe 1 kundër kandidaturat e pesë prokurorëve që hynë në garë për postin më të lartë të prokurorisë.

Kandidatët e kualifikuar ishin: Atdhe Dema nga Departamenti për Hetimin e Terrorizmit në Prokurorinë Speciale, Naim Abazi nga Departamenti për Hetimin e Korrupsionit dhe Krimit Financiar pranë së njëjtës prokurori, Rafet Halimi po ashtu nga ai departament, Shqipdon Fazliu nga Zyra e Kryeprokurorit të Shtetit, dhe Zejnullah Gashi, Kryeprokuror i Prokurorisë Themelore në Prishtinë.

“Betimi për Drejtësi” kishte raportuar për këta pesë emra një ditë pas mbylljes së aplikimeve, më 11 qershor 2026.

Vendimi për hapjen e konkursit ishte marrë në mbledhjen e KPK-së më 18 maj 2026.

Pas shpalljes së tij, Blerim Isufaj, kryeprokurori i Prokurorisë Speciale, depozitoi një padi në Gjykatën Administrative, duke kërkuar masë të sigurisë për pezullimin e konkursit, por gjykata e refuzoi këtë kërkesë, vendim të cilin e konfirmoi edhe Gjykata e Apelit.
