Chief State Prosecutor Zejnulla Gashi has called for financial investigations to be intensified and measures to be taken to confiscate assets obtained through criminal activity.

He took part in a meeting organized by the Office of the Chief State Prosecutor, UNDP, UNODC and the Basel Institute on Governance, where participants exchanged experiences on financial investigations, the confiscation of assets in corruption cases and the role of the Asset Recovery Office.

In his speech, Gashi stressed that tackling corruption and other forms of complex crime requires more than criminal prosecution. According to him, the process must also include financial investigations and the identification of assets created through criminal activities.

“Illegally obtained assets must be traced, seized and ultimately confiscated, while illegally acquired proceeds must be returned to the state and the victims who have suffered as a result of criminal activities,” Gashi said.

He said the meeting aimed to strengthen cooperation between the participating institutions and countries, while also enabling the sharing of expertise and professional practices in financial investigations, the seizure, confiscation and recovery of assets.

The event brought together chief prosecutors and prosecutors from Kosovo, representatives of law enforcement institutions, representatives of Albania’s Special Prosecution Office (SPAK), prosecutors from the Sarajevo Cantonal Prosecutor’s Office, as well as heads of Asset Recovery Offices from Kosovo, Albania and Bosnia and Herzegovina.

Kryeprokurori i Shtetit, Zejnulla Gashi, ka bërë thirrje për intensifikimin e hetimeve financiare dhe marrjen e masave për konfiskimin e pasurive të siguruara përmes veprimtarisë kriminale.

Ai mori pjesë në takimin e organizuar nga Zyra e Kryeprokurorit të Shtetit, UNDP, UNODC dhe Instituti i Bazelit për Qeverisje, ku u shkëmbyen përvoja lidhur me hetimet financiare, konfiskimin e pasurive në çështjet e korrupsionit dhe rolin e Zyrës për Rikthimin e Aseteve.

Gjatë fjalës së tij, Gashi theksoi se përballja me korrupsionin dhe format e tjera të krimit kompleks kërkon më shumë se ndjekje penale. Sipas tij, procesi duhet të përfshijë edhe hetimin financiar dhe identifikimin e pasurisë së krijuar nga aktivitetet kriminale.

“Pasuria e përfituar në mënyrë të kundërligjshme duhet të gjurmohet, të sekuestrohet dhe të konfiskohet përfundimisht, ndërsa të ardhurat e fituara në mënyrë të kundërligjshme duhet t’i kthehen shtetit dhe të dëmtuarve që kanë pësuar nga veprimtaritë kriminale”, deklaroi Gashi.

Ai u shpreh se ky takim synon forcimin e bashkëpunimit mes institucioneve dhe vendeve pjesëmarrëse, duke mundësuar gjithashtu ndarjen e ekspertizës dhe praktikave profesionale për hetimet financiare, sekuestrimin, konfiskimin dhe rikthimin e aseteve.

Veprimtaria mblodhi kryeprokurorë dhe prokurorë nga Kosova, përfaqësues të institucioneve ligjzbatuese, përfaqësues të SPAK-ut në Shqipëri, prokurorë të Prokurorisë Kantonale të Sarajevës, si dhe drejtues të Zyrave për Rikthimin e Aseteve nga Kosova, Shqipëria dhe Bosnje e Hercegovina.

Chief State Prosecutor Zejnulla Gashi held a meeting with UNDP Permanent Representative in Kosovo Nuno Queiros, who was accompanied by his colleagues.

The discussion focused on deepening cooperation between the Office of the Chief State Prosecutor and UNDP, particularly within the framework of joint projects to combat corruption and strengthen the rule of law in the Republic of Kosovo.

During the meeting, Gashi underscored the importance of swiftly operationalizing the platform for intelligence-led criminal investigations. Supported by UNDP, the platform is expected to serve as an important tool for financial investigations by analyzing discrepancies in assets and creating evidence-based data, with the aim of pursuing cases of corruption, money laundering and organized crime more effectively.

Gashi and Queiros agreed to continue their close cooperation in the future in areas of mutual interest.

Chief State Prosecutor Zejnulla Gashi held a meeting with Anu Prattipati, Chargé d’Affaires of the United States Embassy in Kosovo.

The Office of the State Prosecutor announced that during the meeting, Gashi presented Prattipati with the priorities of his mandate. These include the further consolidation of the institution he leads, the fight against high-level corruption, organized crime and every other form of criminal activity, as well as strengthening institutional independence and integrity.

The statement said that his mandate also includes advancing reforms to increase efficiency, improve performance, strengthen accountability and boost public trust in the prosecution system.

Gashi also emphasized the importance of continuing cooperation with the U.S. Embassy, particularly in strengthening the rule of law in Kosovo.

Zyra e Prokurorit të Shtetit njoftoi se gjatë takimit, Gashi i paraqiti Prattipatit prioritetet e mandatit të tij. Chief State Prosecutor Zejnulla Gashi has formalized a cooperation agreement with the Basel Institute on Governance (BIG) and the International Centre for Asset Recovery (ICAR), aimed at returning illegally acquired assets to the Republic of Kosovo.

The agreement was signed electronically with BIG Executive Director Elizabeth Andersen and ICAR Director Iker Lekuona. According to the press release, the cooperation will focus on the recovery and repatriation of assets located abroad that were acquired through corruption or other forms of abuse of power.

The document provides for facilitating cooperation with the authorities of other countries to locate, identify and trace illicit assets. The State Prosecutor believes this will increase efficiency in the fight against corruption, money laundering and organized crime.

Under the agreement, the Basel Institute on Governance will provide the State Prosecutor with strategic and professional assistance in procedures for the seizure and confiscation of illicit assets, based on international cooperation standards and best practices.

Kryeprokurori i Shtetit, Zejnulla Gashi, ka formalizuar një marrëveshje bashkëpunimi me Institutin e Bazelit për Qeverisje (IBQ) dhe Qendrën Ndërkombëtare për Rikthimin e Pasurive (ICAR), e cila synon kthimin në Republikën e Kosovës të pasurive të përfituara në mënyrë të paligjshme.

Marrëveshja është nënshkruar në mënyrë elektronike me drejtoreshën Ekzekutive të IBQ-së, Elizabeth Andersen, si dhe me drejtorin e ICAR-it, Iker Lekuona. Sipas komunikatës për media, bashkëpunimi do të përqendrohet në rikthimin dhe riatdhesimin e pasurive që ndodhen jashtë vendit dhe që janë krijuar përmes korrupsionit apo formave të tjera të keqpërdorimit të pushtetit.

Dokumenti parashikon lehtësimin e bashkëpunimit me autoritetet e shteteve të tjera për lokalizimin, identifikimin dhe ndjekjen e pasurive të paligjshme. Prokurori i Shtetit vlerëson se kjo do të rrisë efikasitetin në luftën kundër korrupsionit, pastrimit të parave dhe krimit të organizuar.

Në kuadër të marrëveshjes, Instituti i Bazelit për Qeverisje do t’i japë Prokurorit të Shtetit asistencë strategjike dhe profesionale për procedurat e sekuestrimit dhe konfiskimit të pasurive të paligjshme, duke u mbështetur në standardet dhe praktikat më të mira të bashkëpunimit ndërkombëtar.

Zejnulla Gashi, the Chief State Prosecutor, has praised Kosovo’s law enforcement institutions for the commitment and work that led to the discovery of a mass grave in Zubin Potok. Human remains were found at the site, while there are suspicions that the bodies of other victims of the latest war in Kosovo may also be located there.

In a public statement, Gashi said the development was part of ongoing institutional efforts to clarify the fate of missing persons and ensure justice.

According to the Chief State Prosecutor, the discovery of the mass grave marks an important step in the state’s efforts to bring the truth to light and create opportunities for justice to be served.

Gashi stressed that investigating and shedding light on such cases constitutes not only a legal obligation, but also an institutional and moral responsibility toward the victims of the war and their families.

He also praised the coordination and cooperation between institutions and citizens in the area where excavations are being carried out, describing this cooperation as essential to advancing the investigation.

The Chief State Prosecutor stressed that the support of institutions and citizens is essential both for identifying the victims and for uncovering those responsible for these crimes and bringing them to justice.

Excavations and examinations at the site in Zubin Potok are expected to continue, with the aim of determining whether other human remains belonging to victims of the war are located in the area.

So far, three people have been arrested in connection with this development.

Zejnulla Gashi, Kryeprokuror i Shtetit, ka përgëzuar institucionet ligjzbatuese të Kosovës për angazhimin dhe punën që çuan në zbulimin e një varreze masive në Zubin Potok. Në këtë lokacion janë gjetur mbetje mortore, ndërsa ekzistojnë dyshime se aty mund të ndodhen edhe trupa të tjerë të viktimave të luftës së fundit në Kosovë.

Sipas Kryeprokurorit të Shtetit, gjetja e varrezës masive shënon një hap me rëndësi në angazhimin shtetëror për nxjerrjen në dritë të së vërtetës dhe krijimin e mundësive për vendosjen e drejtësisë.

Gashi nënvizoi se hetimi dhe zbardhja e rasteve të këtilla përbëjnë jo vetëm detyrim ligjor, por edhe përgjegjësi institucionale dhe morale karshi viktimave të luftës dhe familjarëve të tyre.

Ai vlerësoi gjithashtu koordinimin dhe bashkëpunimin mes institucioneve dhe qytetarëve në zonën ku po kryhen gërmimet, duke e konsideruar këtë bashkërendim të domosdoshëm për përparimin e hetimeve.

Kryeprokurori theksoi se mbështetja e institucioneve dhe e qytetarëve është thelbësore si për identifikimin e viktimave, ashtu edhe për zbulimin e personave përgjegjës për këto krime dhe dërgimin e tyre para drejtësisë.

Gërmimet dhe ekzaminimet në lokacionin e Zubin Potokut pritet të vijojnë, me qëllim që autoritetet të përcaktojnë nëse në atë zonë gjenden mbetje të tjera mortore të viktimave të luftës.

Deri në këtë fazë, në lidhje me këtë zhvillim janë arrestuar tre persona.
