Vetëvendosje MP Albulena Haxhiu believes that an agreement between VV and LDK on the constitution of the Assembly could be reached next week.

“I am optimistic that we will achieve positive results. We are now waiting for this to be confirmed by the Vetëvendosje Movement, namely by its leader, Prime Minister Albin Kurti, as well as by the leader of LDK, Mr. Lumir Abdixhiku,” Haxhiu said.

She made the comments today during a wreath-laying ceremony at the Memorial to Missing Persons, on the International Day of the Disappeared.

Kosovo’s acting president stressed that the agreement must be finalized as soon as possible so that the institutions can move forward.

“I hope the agreement is finalized as soon as possible, because the responsibilities we have require further progress. These include reforms that must continue and obligations related to the path toward membership in the European Union, the Council of Europe, NATO, as well as other mechanisms. I hope next week will be decisive for the further process,” she said.

Meanwhile, Vetëvendosje Movement leader Albin Kurti met again last night with LDK leader Lumir Abdixhiku.

After the meeting, Kurti suggested that the parties had still not reached an agreement on a consensual candidate for president.

Kosovo’s Assembly remains unconstituted, as the speaker has not been elected in either of the two attempts so far, and the process of constituting the 11th Legislature has not been completed. The elections for it were held on June 7.

The constitutive session remains part of the confrontation between the parliamentary parties, while the failure to form the institutions is deepening the political crisis in the country. Acting Prime Minister Albin Kurti has requested time to secure a political agreement, with the aim of paving the way for the constitution of the Assembly and the establishment of new institutions. Pas takimit, Kurti la të kuptohej se palët ende nuk kanë arritur marrëveshje për një emër konsensual për presidentin.

Acting Foreign Minister Glauk Konjufca has announced that the Vetëvendosje Movement already has potential candidates for Kosovo’s next president. However, he said the proposals will not be made public before the meeting with the Democratic League of Kosovo.

He said that VV and acting Prime Minister Albin Kurti are ready to hold talks with LDK leader Lumir Abdixhiku. Konjufca expects their discussion to focus on concrete proposals for the country’s next head of state.

According to Konjufca, the LDK’s expressed willingness to hold talks, along with its announcement that concrete names for president will be presented at the next meeting, represents a new and positive opportunity. He said there is a very good chance that the parties will reach an agreement and that Kosovo will elect a president. In his assessment, whenever Kurti and Abdixhiku sit down to meet, negotiations will be based on concrete candidates, and one of them could become the next president of the Republic of Kosovo.

Konjufca stressed that Vetëvendosje and Kurti are prepared, confirming that the names have been selected. He declined to make them public, arguing that doing so would undermine the purpose of the negotiating process.

He expressed confidence that the LDK would also be ready soon, since Abdixhiku said last week that the meeting would be held during this week. However, according to the information available to Konjufca, Kurti has not yet received an invitation, nor has it been discussed which day of the week the meeting will take place. For this reason, VV is waiting for it to be scheduled.

Konjufca said that once the meeting takes place, an agreement on the president of the Republic of Kosovo will be very close.

He expressed regret that the talks were not held last week, saying that the delay was unnecessary. Nevertheless, he said he understood if the parties had asked for additional time, since the issue was not simple. Ministri në detyrë i Punëve të Jashtme, Glauk Konjufca, ka bërë të ditur se Lëvizja Vetëvendosje i ka tashmë emrat e mundshëm për presidentin e ardhshëm të Kosovës. Megjithatë, sipas tij, këto propozime nuk do të publikohen përpara takimit me Lidhjen Demokratike të Kosovës.

Ai deklaroi se VV-ja dhe kryeministri në detyrë, Albin Kurti, janë të gatshëm të zhvillojnë bisedime me kryetarin e LDK-së, Lumir Abdixhiku. Konjufca pret që diskutimi mes tyre të përqendrohet te propozimet konkrete për kreun e ardhshëm të shtetit.

Sipas Konjufcës, gatishmëria e shprehur nga LDK-ja për takime dhe paralajmërimi se në takimin e radhës do të paraqiten emra konkretë për presidentin përbëjnë një mundësi të re dhe të mirë. Ai vlerësoi se ka gjasa mjaft të mëdha që palët të arrijnë marrëveshje dhe Kosova ta zgjedhë presidentin. Në vlerësimin e tij, sa herë që Kurti dhe Abdixhiku të ulen në takim, negociatat do të zhvillohen mbi bazën e kandidatëve konkretë dhe njëri prej tyre mund të bëhet presidenti ose presidentja e ardhshme e Republikës së Kosovës.

Konjufca theksoi se Vetëvendosje dhe Kurti janë të përgatitur, ndërsa konfirmoi se emrat janë përcaktuar. Ai nuk pranoi t’i bëjë ata publikë, duke argumentuar se një veprim i tillë do t’ia humbte kuptimin procesit negociues.

Ai shprehu bindjen se edhe LDK-ja do të jetë së shpejti gati, pasi Abdixhiku kishte thënë javën e kaluar se takimi do të mbahej gjatë kësaj jave. PDK lawmaker Rrustem Mustafa has called for the institutional deadlock to be overcome, stressing that the country needs decision-making and political responsibility.

In his latest reaction, Mustafa raised the question of whether the obstacle is related to a lack of votes or a lack of courage to establish the institutions.

He also recalled a position he expressed in 2017, when he urged political leaders to put state interests above political grudges, prioritizing the fight against corruption and organized crime, as well as the confiscation of illegally acquired wealth.

“Even today, politics is avoiding making a decision, despite the fact that in recent years VV has had enough votes in the Assembly to establish the institutions,” Mustafa wrote.

According to him, the question requiring an answer is why a decision has still not been made: “Are votes lacking, or is there a lack of courage to take responsibility?”

“Kosovo needs a decision, not further delay,” he concluded.

Mustafa also published an article dated August 25, 2017, which was published in Gazeta Tribuna.

In that article, he expressed regret over the political level displayed in the preceding days, saying that political grudges were being placed ahead of state interests.

Mustafa stressed that, instead of competing over who was the greater hero or the greater abuser, the leaders of the political parties should have set priorities for the next government.

In a statement to Tribuna Channel, he said that the first step for political leaders should be the fight against corruption and organized crime.

“Establishing order and the rule of law in our country must be non-negotiable and must quickly and decisively become priority number one for society, the institutions and the state as a whole. Crimes must be addressed without flexibility and without discrimination,” Mustafa said.

He called for the fight against organized crime and corruption to be treated as the first and critical step, in order to pave the way for sustainable economic development and the functioning of the state according to European norms.

According to his statement, the wealth and assets acquired, appropriated or usurped illegally should be returned to their legitimate owner, the state.

Mustafa added that the ill-gotten wealth of all those who had benefited illegally should be returned to the state.

“In addition to deserved sentences, the confiscation of assets is the most appropriate punitive measure against wealth created through organized crime and corruption. Once and for all, we must eradicate this destructive phenomenon and restore to the country the dignity it deserves,” he said.

Deputeti i PDK-së, Rrustem Mustafa, ka kërkuar që të tejkalohet ngërçi institucional, duke nënvizuar se vendi ka nevojë për vendimmarrje dhe përgjegjësi politike.

Në reagimin e tij të fundit, Mustafa ka ngritur dilemen nëse pengesa lidhet me mungesën e votave apo me mungesën e guximit për krijimin e institucioneve.

Ai ka rikujtuar gjithashtu një qëndrim të shprehur prej tij në vitin 2017, kur u kërkonte liderëve politikë që interesat shtetërore t’i vendosnin mbi inatet politike, duke i dhënë përparësi luftës kundër korrupsionit dhe krimit të organizuar, si dhe konfiskimit të pasurisë së përfituar në mënyrë të paligjshme.

“Edhe sot politika po shmang marrjen e një vendimi, pavarësisht se gjatë viteve të fundit VV i ka pasur votat e mjaftueshme në Kuvend për t’i ndërtuar institucionet”, ka shkruar Mustafa.

Sipas tij, pyetja që kërkon përgjigje është se përse ende nuk është marrë vendimi: “A mungojnë votat, apo mungon guximi për të marrë përgjegjësinë?”.

“Kosova ka nevojë për vendim, jo për zvarritje”, ka përfunduar ai.

Mustafa ka publikuar edhe një shkrim të datës 25 Gushtë 2017, të botuar në Gazeta Tribuna.

Në atë shkrim, ai shprehte keqardhje për nivelin politik të shfaqur në ditët e mëparshme, duke vlerësuar se inatet politike po vendoseshin përpara interesave shtetërore.

Mustafa theksonte se liderët e partive politike, në vend që të garonin se kush ishte më hero apo më keqpërdorues, duhej të përcaktonin prioritetet për Qeverinë e ardhshme.

Në një prononcim për Tribuna Channel, ai kishte deklaruar se hapi i parë i liderëve politikë duhej të ishte lufta kundër korrupsionit dhe krimit të organizuar.

“Vendosja e rendit dhe ligjit në vendin tonë duhet të jetë pa kompromis dhe të shndërrohet shpejt e sigurt në prioritetin numër një të shoqërisë, institucioneve dhe shtetit në tërësi. Krimet duhet të adresohen pa fleksibilitet dhe pa dallim”, kishte thënë Mustafa.

Ai kishte kërkuar që lufta kundër krimit të organizuar dhe korrupsionit të trajtohej si hapi i parë dhe kritik, në mënyrë që t’i hapej rrugë zhvillimit të qëndrueshëm ekonomik dhe funksionimit të shtetit sipas normave evropiane.

Sipas deklarimit të tij, pasuritë dhe asetet e përfituara, përvetësuara apo uzurpuara në mënyrë të paligjshme duhej t’i ktheheshin pronarit legjitim, shtetit.

Mustafa kishte shtuar se pasuria e pamerituar e të gjithë atyre që kishin përfituar në mënyrë të paligjshme duhej t’i rikthehej shtetit.

“Përveç dënimeve të merituara, konfiskimi i pasurisë është masa më e përshtatshme ndëshkuese ndaj pasurisë së krijuar nga krimi i organizuar dhe korrupsioni. Njëherë e përgjithmonë duhet ta çrrënjosim këtë fenomen shkatërrues dhe t’ia rikthejmë vendit dinjitetin e merituar”, kishte deklaruar ai.

Vetëvendosje Movement MP Arjeta Fejza has responded to opposition criticism over coal exports by the Kosovo Energy Corporation (KEK), saying that it is now clear where, in her view, the “scandal” in the matter lies.

In a Facebook post, Fejza claimed that KEK is selling the coal at a price 5.7 times higher than in a previous sale.

According to the MP, the coal’s direct destination is North Macedonia’s public company.

Fejza said that KEK is the beneficiary of the agreement, while politicians and companies linked to them have no opportunity to profit illegally.

The parliamentary group of the Democratic League of Kosovo met on Thursday and decided that LDK would withdraw from negotiations with the Vetëvendosje Movement.

At the end of the meeting, LDK leader Lumir Abdixhiku announced that his party was relinquishing all claims to positions, including its demand for the presidency. According to him, the move is intended to pave the way for resolving the political deadlock.

Abdixhiku explained that LDK had been offered only three ministries and the position of deputy prime minister. He said the parliamentary group had considered the offer disproportionate and therefore could not accept it, while the rejection had unfortunately been followed by a public battle initiated by the Vetëvendosje Movement.

At the press conference, he stated that LDK does not want the future of the Republic to be conditional on its demands. To unblock the process and enable a solution in the state’s interest, the party will contribute without seeking political benefits and is withdrawing all claims to participation in the government.

According to Abdixhiku, the Vetëvendosje Movement can retain all government positions, as LDK is also relinquishing the post of Assembly speaker and its demand to lead the presidency. He added that if LVV believes it does not need LDK as a partner, then his party will remain in opposition.

However, Abdixhiku stressed that this position would not turn into a blockade. According to him, LDK is ready to discuss the election of the president without seeking any position in return and is calling on all sides to jointly elect a president who will defend the Republic and the Constitution.

This development raises the question of whether the withdrawal will strengthen or weaken LDK politically.

Political analysts interpret the decision as a response to dissatisfaction with LVV’s offer. At the same time, they say the move signals that LDK does not want to obstruct the establishment of institutions and aims to prevent new elections from being held.

They believe the position reflects seriousness and commitment to the state’s interests, as LDK has chosen to look beyond narrow party calculations. If an agreement that puts the state above party interests is reached, this step could also help strengthen cooperation between the two parties.

Gani Mehmeti: The State, Not the Party, Must Come First

Speaking to “Bota sot,” political analyst Gani Mehmeti said LDK’s withdrawal from participation in the government expresses anger, dissatisfaction and disagreement with LVV’s proposal of only three ministries and one deputy prime minister. Nevertheless, he considered the decision a measured step.

Mehmeti argued that, in such situations, an agreement on establishing state institutions should not be based solely on calculating vote percentages. When there is no other solution, he said, one party or the other must agree to receive less or more than it believes it deserves.

He said the allocation of positions sometimes also depends on the parties’ “appetite.” According to him, LVV, as the party distributing responsibilities, should show “solidarity” and give more because the smaller parties, although small, may be “hungrier” and should receive enough to satisfy that “hunger.”

According to Gani Mehmeti, the fact that LDK is withdrawing from the government but is willing to vote for a consensus candidate, whom Kurti has repeatedly mentioned, makes it possible to establish the institutions. He said the party, although dissatisfied with the offer, would not oppose voting for a nonpartisan candidate for president of Kosovo.

The analyst said this position could revive LDK and present it as an institutional party. According to him, had it acted this way earlier, elections would not have been repeated three consecutive times by now. He described LDK’s opposition to new, exhausting and early elections as a sign of generosity.

Referring to the proverb “Good begets good,” Mehmeti said LVV should also include LDK in a coalition government by offering it more ministries than it has so far. As another option, he suggested that the president of Kosovo remain a consensus choice but be nominated by LDK.

In his assessment, such a formula would deepen cooperation between the two parties and preserve it until the end of the regular electoral term. According to Mehmeti, this would also benefit LVV because responsibility for developments would not rest with just one party, but with both, while a larger number of people would bring more good ideas.

He emphasized that such cooperation should be built on the utmost sincerity from both sides and on what is most beneficial for the state, rather than each party thinking only of its own interests.

In conclusion, Gani Mehmeti called on political parties to put the state’s interests before party interests. He compared Kosovo to the citizens’ shared home and the parties to separate rooms within it, warning that if no one takes care of the house, everyone could be left without it.

Mehmeti said LDK had clearly expressed its dissatisfaction with the number of positions offered, while also demonstrating that it would not block the establishment of institutions. According to him, the “ball” is now in LVV’s court, and it remains to be seen what steps it will take to establish them.

He expressed hope that the parties would find common ground as soon as possible and that all of Kosovo’s institutions would be established. According to him, this is necessary to save the country politically, economically, financially and morally, as Kosovo has been humiliated enough so far.

Faton Mehmeti: LDK’s Most Just Decision Since Rugova’s Death

Political analyst Faton Mehmeti also commented to “Bota sot” on LDK’s withdrawal, which he described as a decision serving the state’s interests.

He stated that this is the most appropriate decision LDK has made since President Rugova’s death because it demonstrates seriousness and responsibility toward the state. According to him, the party made a major contribution to overcoming the deadlock surrounding the country’s president, with the burden of responsibility now shifting to Mr. Kurti.

Faton Mehmeti said that, following this step, Kurti bears responsibility for resolving the political situation. He added that LDK had acted beyond its own interests and that such a position is expected to be rewarded by the electorate in the next elections.

Grupi parlamentar i Lidhjes Demokratike të Kosovës u mblodh të enjten dhe mori vendimin që LDK-ja të tërhiqet nga negociatat me Lëvizjen Vetëvendosje.

Në përfundim të mbledhjes, kreu i LDK-së, Lumir Abdixhiku, bëri të ditur se subjekti i tij po hiqte dorë nga të gjitha pretendimet për poste, duke përfshirë edhe kërkesën për presidentin. Sipas tij, ky veprim synon t’i hapë rrugë zgjidhjes së bllokadës politike.

Abdixhiku shpjegoi se LDK-së i ishin propozuar vetëm tri ministri dhe pozita e zëvendëskryeministrit. Ai tha se grupi parlamentar e kishte konsideruar këtë ofertë joproporcionale dhe, për këtë arsye, nuk mund ta pranonte, ndërsa refuzimi, fatkeqësisht, ishte pasuar nga një betejë publike e nisur nga Lëvizja Vetëvendosje.

Në konferencën për media, ai deklaroi se LDK-ja nuk dëshiron që e ardhmja e Republikës të kushtëzohet nga kërkesat e saj. Për ta çliruar procesin dhe për të mundësuar një zgjidhje në interes të shtetit, partia do të kontribuojë pa kërkuar përfitime politike dhe tërhiqet nga çdo pretendim për pjesëmarrje në qeveri.

Sipas Abdixhikut, Lëvizja Vetëvendosje mund t’i mbajë të gjitha pozitat qeveritare, pasi LDK-ja po heq dorë edhe nga posti i kryetarit të Kuvendit dhe nga kërkesa për ta drejtuar institucionin e presidentit. Ai shtoi se, nëse LVV-ja vlerëson se nuk i duhet LDK-ja si partnere, atëherë partia e tij do të qëndrojë në opozitë.

Megjithatë, Abdixhiku theksoi se ky pozicion nuk do të shndërrohet në bllokadë. LDK-ja, sipas tij, është e gatshme të diskutojë për zgjedhjen e presidentit pa kërkuar asnjë post si kompensim dhe fton që të gjitha palët ta zgjedhin së bashku një president që mbron Republikën dhe Kushtetutën.

Pas këtij zhvillimi ngrihet dilema nëse tërheqja do ta fuqizojë apo do ta dobësojë LDK-në në aspektin politik.

Analistët politikë e interpretojnë vendimin si reagim ndaj pakënaqësisë me ofertën e LVV-së. Në të njëjtën kohë, sipas tyre, kjo lëvizje sinjalizon se LDK-ja nuk dëshiron ta pengojë krijimin e institucioneve dhe synon të parandalojë mbajtjen e zgjedhjeve të reja.

Ata vlerësojnë se qëndrimi pasqyron seriozitet dhe përkushtim ndaj interesit shtetëror, pasi LDK-ja ka zgjedhur të shkojë përtej llogarive të ngushta partiake. Nëse arrihet një marrëveshje që vendos shtetin mbi interesat e partive, ky hap mund të ndihmojë gjithashtu në forcimin e bashkëpunimit mes dy subjekteve.

Gani Mehmeti: Në plan të parë duhet të jetë shteti, jo partia

Duke folur për “Bota sot”, analisti politik Gani Mehmeti tha se tërheqja e LDK-së nga pjesëmarrja në qeveri shpreh revoltë, pakënaqësi dhe mospajtim me propozimin e LVV-së për vetëm tri ministri dhe një zëvendëskryeministër. Megjithatë, ai e konsideroi vendimin një hap të matur.

Mehmeti argumentoi se, në situata të tilla, marrëveshja për ngritjen e institucioneve shtetërore nuk duhet të bazohet vetëm në përllogaritjen e përqindjeve të votave. Kur nuk ekziston një zgjidhje tjetër, sipas tij, njëra ose tjetra parti duhet të pranojë të marrë më pak apo më shumë nga ajo që mendon se meriton.

Ai u shpreh se ndarja e posteve ndonjëherë varet edhe nga “oreksi” i partive. Sipas tij, LVV-ja, si pala që ndan përgjegjësitë, duhet të tregojë “solidaritet” dhe të japë më shumë, sepse subjektet më të vogla, ndonëse janë të vogla, mund të jenë më të “uritura” dhe duhet të marrin aq sa t’ua shuajë këtë “uri”.

Sipas Gani Mehmetit, fakti që LDK-ja po largohet nga qeveria, por është e gatshme ta votojë një kandidat konsensual, të cilin Kurti e ka përmendur vazhdimisht, mundëson formimin e institucioneve. Ai tha se partia, ndonëse e pakënaqur me ofertën, nuk do ta kundërshtojë votimin e një kandidati jopartiak për president të Kosovës.

Analisti vlerësoi se ky qëndrim mund ta ringjallë LDK-në dhe ta paraqesë atë si parti institucionale. Sipas tij, po të ishte sjellë në këtë mënyrë edhe më herët, zgjedhjet nuk do të ishin përsëritur tri herë radhazi deri tani. Ai e përshkroi kundërshtimin e zgjedhjeve të reja, të lodhshme dhe të parakohshme si shenjë zemërgjerësie nga LDK-ja.

Duke iu referuar fjalës së urtë “E mira e ka të mirën”, Mehmeti tha se edhe LVV-ja duhet ta përfshijë LDK-në në bashkëqeverisje, duke i ofruar më shumë ministri sesa deri tani. Si mundësi tjetër, ai përmendi që presidenti i Kosovës të mbetet konsensual, por të propozohet nga LDK-ja.

Në vlerësimin e tij, një formulë e tillë do ta thellonte bashkëpunimin ndërmjet dy partive dhe do ta ruante atë deri në përfundimin e mandatit të rregullt zgjedhor. Kjo, sipas Mehmetit, do t’i sillte dobi edhe LVV-së, sepse përgjegjësia për zhvillimet nuk do t’i përkiste vetëm një partie, por të dyjave, ndërsa një numër më i madh njerëzish do të sillte më shumë ide të mira.

Ai nënvizoi se një bashkëpunim i tillë duhet të ndërtohet mbi sinqeritetin maksimal të të dyja palëve dhe mbi atë që është më e dobishme për shtetin, në vend që secila parti të mendojë vetëm për interesin e vet.

Në përfundim, Gani Mehmeti kërkoi që subjektet politike ta vendosin interesin shtetëror përpara atij partiak. Ai e krahasoi Kosovën me shtëpinë e përbashkët të qytetarëve, ndërsa partitë me dhomat e veçanta brenda saj, duke paralajmëruar se, nëse askush nuk kujdeset për shtëpinë, të gjithë mund të mbeten pa të.

Mehmeti tha se LDK-ja e ka shprehur qartë pakënaqësinë me numrin e posteve të ofruara, por njëkohësisht ka dëshmuar se nuk do ta bllokojë krijimin e institucioneve. Sipas tij, tashmë “topi” ndodhet te LVV-ja dhe mbetet për t’u parë se çfarë hapash do të ndërmarrë ajo për formimin e tyre.

Ai uroi që palët ta gjejnë sa më shpejt gjuhën e përbashkët dhe të krijohen të gjitha institucionet e Kosovës. Sipas tij, kjo është e nevojshme për ta shpëtuar vendin politikisht, ekonomikisht, financiarisht dhe moralisht, pasi Kosova është turpëruar mjaft deri tani.

Faton Mehmeti: Vendimi më i drejtë i LDK-së që prej vdekjes së Rugovës

Edhe analisti politik Faton Mehmeti e komentoi për “Bota sot” tërheqjen e LDK-së, të cilën e cilësoi si një vendim në shërbim të interesit shtetëror.

Ai deklaroi se ky është vendimi më i duhur që LDK-ja ka marrë që nga vdekja e presidentit Rugova, sepse dëshmon seriozitet dhe përgjegjësi ndaj shtetit. Sipas tij, partia dha një ndihmesë të madhe për kapërcimin e ngërçit lidhur me presidentin e vendit, duke ia kaluar tashmë barrën e përgjegjësisë z. Kurtit.

Faton Mehmeti vlerësoi se, pas këtij hapi, Kurtit i takon përgjegjësia për zgjidhjen e situatës politike. Ai shtoi se LDK-ja veproi përtej interesit personal dhe se një qëndrim i tillë pritet të shpërblehet nga elektorati në zgjedhjet e ardhshme.
