Democratic Party of Kosovo (PDK) MP Përparim Gruda described the situation created in the Assembly as incompatible with the Constitution. He said these issues would be addressed after September 16 through political action and institutional mechanisms.

During the session, the PDK nominated Vlora Çitaku for the post of deputy speaker of the Assembly. Gruda said his party had taken part in the process of constituting the Assembly of Kosovo, despite its objections to developments in recent months.

“On behalf of the PDK, we nominate Vlora Çitaku for deputy speaker of the Assembly. We have come to constitute the Assembly of Kosovo, but we cannot remain silent about what has happened since February 6, as this situation is entirely unconstitutional. Kosovo is facing a historic decision in The Hague on September 16 concerning Hashim Thaçi, Kadri Veseli and the others. Given the importance of this date, we did not want political conflicts or constitutional dilemmas to overshadow it, which is why we have appeared here today. Nevertheless, what has happened over these months cannot be overlooked. We will address all violations of the Constitution and the rules of procedure politically and through other institutional avenues after September 16. I do not believe we should accept as normal the return to the chamber of the party that won the election without it being held accountable for constitutional violations,” Gruda said.

Armend Zemaj, an MP from the Democratic League of Kosovo, called on the Prosecutor’s Office to investigate possible legal violations and misuse of the budget by MPs who simultaneously continue to serve as acting ministers.

According to Zemaj, action should be taken against individuals who hold both positions at the same time.

“We have filed a criminal complaint, and it remains active. We have not received any response about what has happened since then. This is a recurring issue. There is also a Supreme Court ruling prohibiting the simultaneous exercise of two offices: MP and minister. We have no other answer. The Prosecutor’s Office must do its job, and investigators must determine where legal violations have occurred, where the budget has been misused, and take action against individuals who hold these two positions,” Zemaj said.

Meanwhile, LDK leader Lumir Abdixhiku has called the parliamentary group to a meeting at 14:00, where the political deadlock is expected to be discussed.
