Kosovo Police Deputy Director for the northern region, Veton Elshani, assessed that the security situation in this part of the country is calm and stable. However, according to him, the situation remains delicate because of possible political actions or decisions.

Elshani said that Kosovo Police is deployed throughout the north and is currently not facing any particular security-related problem. He added that, if an incident were to occur, the institution he represents has the necessary capacities to deal with it.

“The situation in the north is calm and stable, but still delicate. The sensitivity is mainly related to possible political actions or decisions, since, from a security perspective, Kosovo Police is present throughout the region and there is no particular issue to highlight,” Elshani declared.

According to the deputy director, the police force currently has a sufficient number of personnel to manage the situation in the north.

He also highlighted the increase in the number of members of the Serbian community within Kosovo Police. Elshani said that, following a significant shortage of police personnel from this ethnic group, their number has now reached 151.

“In terms of police personnel, we are doing very well. For some time, we had a considerable shortage of Kosovo police officers of Serbian ethnicity, whereas now we have 151 Serbian members. In total, around 450 police officers are sufficient for the northern region, where the crime rate is not high and where issues are related more to politics than to crime. We are managing the situation and are ready to respond in every case,” he said.

Commenting on the European Union’s decision to pave the way for the opening of the Ibër Bridge, Elshani said that bridges are meant to bring people closer together, not divide them.

He stressed that, in addition to the main bridge, there are several other bridges in the north, while the movement of people, goods and vehicles across them poses no problem. According to him, there is no particular danger in this area, as Police are present in every part of it and intervene with all citizens, regardless of whether they are Albanian, Serbian or of other ethnic backgrounds.

“Bridges bring people together; they do not divide them. I do not want to give a specific position on the main bridge, but there is no danger in the north because Police are present everywhere. We respond to Kosovo citizens of every ethnic background and maintain public order and peace. In this case, there is more political rhetoric than real security issues,” Elshani declared to Ekonomia Online.

He also spoke about threats directed at Kosovo Police officers in the north, saying that they have faced such situations over the past four years and have now become accustomed to them.

“For four years, we have been in that area and have faced continuous threats, such as ‘we will kill you today’ or ‘we will kill you tomorrow.’ So far, they have not killed us. Police continue to perform their duty, and citizens have no reason to worry, because if the need to respond arises, we will be there,” said Veton Elshani, Kosovo Police deputy director for the northern region.

Zëvendësdrejtori i Policisë së Kosovës për rajonin e veriut, Veton Elshani, ka vlerësuar se gjendja e sigurisë në këtë pjesë të vendit është e qetë dhe stabile. Megjithatë, sipas tij, situata vazhdon të jetë delikate për shkak të veprimeve ose vendimeve të mundshme politike.

Elshani bëri të ditur se Policia e Kosovës është e shtrirë në të gjithë veriun dhe se aktualisht nuk përballet me ndonjë problem të veçantë në aspektin e sigurisë. Ai shtoi se, nëse do të ndodhte ndonjë incident, institucioni që përfaqëson ka kapacitetet e nevojshme për t’u marrë me të.

“Në veri situata është e qetë, stabile, por edhe më tej delikate. Ndjeshmëria lidhet kryesisht me veprime apo vendime të mundshme politike, pasi në aspektin e sigurisë Policia e Kosovës është e pranishme në të gjithë rajonin dhe nuk ka ndonjë çështje të veçantë për t’u theksuar”, ka deklaruar Elshani.

Sipas zëvendësdrejtorit, forca policore aktualisht ka numër të mjaftueshëm pjesëtarësh për ta menaxhuar situatën në veri.

Ai veçoi gjithashtu shtimin e pjesëtarëve të komunitetit serb në radhët e Policisë së Kosovës. Elshani tha se pas një mungese të madhe të personelit policor nga kjo përkatësi etnike, numri i tyre tashmë ka arritur në 151.

“Me personel policor qëndrojmë shumë mirë. Për një kohë kemi pasur mungesë të konsiderueshme të policëve kosovarë të përkatësisë etnike serbe, ndërsa tani kemi 151 pjesëtarë serbë. Në total, rreth 450 policë janë të mjaftueshëm për rajonin e veriut, ku niveli i kriminalitetit nuk është i lartë dhe ku çështjet lidhen më shumë me politikën sesa me krimin. Ne e menaxhojmë situatën dhe jemi të gatshëm të reagojmë në çdo rast”, u shpreh ai.

Duke komentuar vendimin e Bashkimit Evropian për t’i hapur rrugë hapjes së urës së Ibrit, Elshani tha se urat kanë për qëllim t’i afrojnë njerëzit dhe jo t’i ndajnë ata.

Ai theksoi se, përpara urës kryesore, në veri ekzistojnë edhe disa ura të tjera, ndërsa kalimi i njerëzve, mallrave dhe automjeteve në to nuk paraqet asnjë problem. Sipas tij, në këtë zonë nuk ka rrezik të veçantë, pasi Policia është e pranishme në çdo pjesë dhe ndërhyn ndaj të gjithë qytetarëve, pavarësisht nëse janë shqiptarë, serbë apo të përkatësive të tjera etnike.

“Urat i bashkojnë njerëzit, nuk i ndajnë. Nuk dua të jap një qëndrim të veçantë për urën kryesore, por në veri nuk ka asnjë rrezik, sepse Policia është e pranishme kudo. Ne reagojmë ndaj qytetarëve kosovarë të çdo përkatësie etnike, ruajmë rendin dhe qetësinë publike. Në këtë rast ka më shumë retorikë politike sesa çështje reale të sigurisë”, ka deklaruar Elshani për Ekonomia Online.

Ai foli edhe për kërcënimet e adresuara ndaj pjesëtarëve të Policisë së Kosovës në veri, duke thënë se ata janë përballur me situata të tilla gjatë katër viteve të fundit dhe tashmë janë mësuar me to.

“Prej katër vitesh jemi në atë zonë dhe jemi përballur me kërcënime të vazhdueshme, si ‘ju vrasim sot’ apo ‘ju vrasim nesër’. Deri tani nuk na kanë vrarë. Policia vazhdon ta kryejë detyrën e saj dhe qytetarët nuk kanë arsye të shqetësohen, sepse nëse paraqitet nevoja për reagim, ne do të jemi aty”, ka thënë Veton Elshani, zëvendësdrejtor i Policisë së Kosovës për rajonin e veriut.

Kosovo Police authorities have made it clear that former members from the Serb community who withdrew from duty at the end of 2022 will not be able to return to service. This stance was reinforced by the deputy director of the Regional Directorate of North Mitrovica, Veton Elshani, in a statement to KosovaPress.

According to him, the resignation process is considered administratively completed, after the General Directorate officially approved them. Elshani clarified that the individuals in question no longer hold the status of police officers.

“As soon as the relevant decision is delivered to them, they cease to be part of the Kosovo Police,” he emphasized. KosovaPress also sought comment from the General Directorate but received no response by the publication deadline.

The wave of departures at the end of 2022 broadly affected Kosovo institutions. In addition to police officers, the resignations included ten prosecutors, a considerable number of judges, and 22 court administration staff from the Serb community.

Four years after these events, a group of Serb judges and prosecutors have expressed the desire to be reappointed to their previous positions, claiming that their resignations were not handled properly. However, their efforts have met with institutional rejection.

On 20 July 2026, the Kosovo Prosecutorial Council rejected the requests for the return of former Serb prosecutors and their staff. The next day, Acting President Albulena Haxhiu signed decrees formalizing the dismissal of seven prosecutors from this community.

The KPC reported receiving about 20 emails from former Serb prosecutors and support staff seeking reinstatement. Meanwhile, the Kosovo Judicial Council has not provided official figures on the number of similar requests from judges.

The debate on this topic also took place at a conference in North Mitrovica on 16 July, organized by the Advocacy Center for Democratic Culture (ACDC). Andrea Lako, head of the Justice Section at UNMIK, noted that there are indications of a possible return of judges, underlining the importance of their services to the community.

In a similar vein of optimism, ACDC director Dushan Radakovic predicted their return to offices as early as 1 September of this year. Lawyer Shyqyri Syla, former chief prosecutor in Mitrovica, supported this perspective, arguing that their reintegration would serve the functioning of justice and the inclusion of Serbs, while describing the 2022 departure as a political action led by the Serbian List and Belgrade.

Despite these voices, lawyer Lubomir Pantovic expressed skepticism about the possibility of return, although he added that he would welcome such a development. Meanwhile, Gëzim Shala from the Kosovo Institute for Justice noted that the resignations of judges and prosecutors were not approved within the timeframe they were submitted, creating a legal window for reinstatement. He insisted that the issue should not become part of the Brussels dialogue but be handled exclusively by the Kosovo Judicial and Prosecutorial Councils.

The mass withdrawal of Serbs from institutions was announced on 5 November 2022 during a meeting called by the Serbian List in the north of Mitrovica, in response to the Kosovo government’s policy on illegal license plates. Their integration, which had begun years earlier as a result of the Brussels agreements, thus took a sharp regressive turn.

Autoritetet e Policisë së Kosovës kanë bërë të qartë se ish-pjesëtarët e saj të komunitetit serb, të cilët u tërhoqën nga detyra në fund të vitit 2022, nuk do të mund t’i rikthehen më shërbimit. Ky qëndrim u përforcua nga zëvendësdrejtori i Drejtorisë Rajonale të Mitrovicës së Veriut, Veton Elshani, në një deklaratë për KosovaPress.

Sipas tij, procesi i dorëheqjeve është konsideruar i përfunduar nga ana administrative, pasi Drejtoria e Përgjithshme i ka miratuar ato zyrtarisht. Elshani sqaroi se personat në fjalë nuk mbajnë më statusin e zyrtarëve policorë.

“Sapo u dorëzohet vendimi përkatës, ata pushojnë së qeni pjesë e Policisë së Kosovës”, theksoi ai. KosovaPress kërkoi edhe një reagim nga Drejtoria e Përgjithshme, por nuk mori përgjigje brenda afatit të publikimit.

KPK-ja raportoi se ka marrë rreth 20 e-maile nga ish-prokurorë dhe personel ndihmës serb që kërkojnë rikthimin. Ndërkohë, Këshilli Gjyqësor i Kosovës nuk ka dhënë shifra zyrtare për numrin e kërkesave të ngjashme nga gjyqtarët.

Debati mbi këtë temë u zhvillua edhe në një konferencë në Mitrovicën e Veriut më 16 korrik, organizuar nga Qendra për Avokim të Kulturës Demokratike (ACDC). Andrea Lako, shefi i Seksionit të Drejtësisë në UNMIK, përmendi se ka indikacione për një rikthim të mundshëm të gjyqtarëve, duke nënvizuar rëndësinë e shërbimeve të tyre për komunitetin.

Në të njëjtën linjë optimizmi, drejtori i ACDC-së, Dushan Radakoviq, parashikoi një rikthim të tyre në zyra që nga 1 shtatori i këtij viti. Avokati Shyqyri Syla, ish-kryeprokuror në Mitrovicë, e mbështeti këtë perspektivë, duke argumentuar se riintegrimi i tyre do t’i shërbente funksionimit të drejtësisë dhe përfshirjes së serbëve, ndërsa e cilësoi largimin e vitit 2022 si një veprim politik të udhëhequr nga Lista Serbe dhe Beogradi.

Pavarësisht këtyre zërave, avokati Lubomir Pantoviq u shpreh skeptik për mundësinë e rikthimit, ndonëse shtoi se do ta mirëpriste një zhvillim të tillë. Ndërkaq, Gëzim Shala nga Instituti i Kosovës për Drejtësi vuri në dukje se dorëheqjet e gjyqtarëve dhe prokurorëve nuk ishin aprovuar në afatin kohor kur u dorëzuan, çka krijonte një hapësirë ligjore për rikthim. Ai këmbënguli se çështja nuk duhet të bëhet pjesë e dialogut në Bruksel, por të trajtohet ekskluzivisht nga Këshilli Gjyqësor dhe ai Prokurorial i Kosovës.

Tërheqja masive e serbëve nga institucionet u njoftua më 5 nëntor 2022 gjatë një takimi të thirrur nga Lista Serbe në veri të Mitrovicës, si përgjigje ndaj politikës së Qeverisë së Kosovës për targat ilegale. Integrimi i tyre, që kishte nisur vite më parë si rezultat i marrëveshjeve të Brukselit, mori kështu një kthesë të fortë regresive.
