As Elezi explained, if these decisions do not impose obligations on the CEC, then the certification of the results can proceed. He stressed that if the decisions contain obligations for the CEC, what is required will first be implemented and only then will the certification of the results move forward.

On 27.06.2026, the CEC published the final results of the parliamentary elections held on June 7.

According to these results, the Vetëvendosje Movement ranked first with 47.13% of the vote. The Democratic Party of Kosovo received 19.44% of the vote, while the Democratic League of Kosovo won 16.69% of the vote.

The Alliance for the Future of Kosovo secured 6.74% of the vote and seven mandates, while the Serb List received 5.40% of the vote.

Komisioni Qendror i Zgjedhjeve po pret vendimet e Gjykatës Supreme në lidhje me ankesat që janë dorëzuar ndaj rezultateve të shpallura më 27 qershor, bëri të ditur zëdhënësi i KQZ-së, Valmir Elezi.

Siç sqaroi Elezi, në rast se këto vendime nuk parashehin obligime për KQZ-në, atëherë mund të vazhdohet me certifikimin e rezultateve. Ai theksoi se, nëse vendimet përmbajnë obligime për KQZ-në, fillimisht do të zbatohet ajo që kërkohet dhe vetëm më pas do të procedohet me certifikimin e rezultateve.

KQZ, më 27.06.2026, ka publikuar rezultatet përfundimtare të zgjedhjeve parlamentare që janë mbajtur më 7 qershor.

Sipas këtyre rezultateve, Lëvizja Vetëvendosje është renditur si partia e parë me 47.13 % të votave. Partia Demokratike e Kosovës ka marrë 19.44 % të votave, ndërsa Lidhja Demokratike e Kosovës ka fituar 16.69 % të votave.

Aleanca për Ardhmërinë e Kosovës ka siguruar 6.74 % të votave dhe shtatë mandate, ndërsa Lista Serbe ka marrë 5.40 % të votave.

CEC spokesperson Valmir Elezi told kp that the selected sample included polling stations from all municipalities of Kosovo. He explained that the findings mainly relate to the recategorization of ballots from invalid to valid, as well as human errors during the initial count.

“The Central Election Commission has recounted 185 out of a total of 2,498 regular polling stations, the ballots of which had previously been counted at the Municipal Counting Centers. The selected sample included polling stations from all municipalities, with the aim of verifying the accuracy of the counting process. The recount of 7.41% of regular polling stations did not identify findings that would justify the need for additional recounts. The discrepancies found were minimal and mainly related to the recategorization of ballots from invalid to valid, as well as human errors during the initial count. Consequently, no basis was found that would require expanding the recount process to other polling stations,” Elezi said.

He stressed that the changes observed in the votes of candidates for MP were almost negligible. In 92 percent of cases, he said, the difference amounted to only one vote for the candidate at the respective polling station, while cases with larger shifts were rare.

Elezi: 77 cases of a reduction of 2 votes were recorded

“After the recount, a comparison of the votes of candidates for MP shows that most differences are minimal. In 92% of cases, the difference was only 1 vote per candidate at that polling station. This means that if a candidate had 50 votes at a polling station in the first count, after the recount the result may have come out as 49 votes or 51 votes. Changes greater than one vote were rare: 118 cases with an increase of 2 votes; 16 cases with 3 votes; and only 2 cases with four more votes. Meanwhile, 77 cases of a reduction of 2 votes were recorded; 4 cases with a reduction of 3 votes; and 2 cases with a reduction of 4 votes,” Elezi said.

Corrections recorded for political entities were also minimal. Changes were recorded in 27 polling stations across 16 municipalities, where a total of 36 votes were added and 20 were removed, resulting in a net difference of only 16 votes.

“Likewise, after the recount of 185 polling stations, changes in the votes of political entities were identified in 27 polling stations in 16 municipalities. Overall, a total of 36 votes were added to political entities, while 20 votes were deducted. For example, one entity (A) may have had 100 votes in the initial count and after the recount may have had 102 votes (+2). Another entity (B) may have had 80 votes and dropped to 78 (-2), while another entity (C) may have had a small change, such as +1 or no change at all. This shows that the results of political entities before and after the recount are almost identical, with minimal corrections in some polling stations,” Elezi said.

During this process, according to Elezi, not only were the results verified, but other issues were also identified relating to the assessment of ballots, the checking of signatures on voter lists, and similarities in the way ballots were filled out. He said these cases were recorded by polling station and, at the moment they were identified at the NRC, the competent authorities were notified for further handling.

This picture differs from the one presented after the parliamentary elections of December 28 last year. At that time, verification of the count in several polling stations had raised serious suspicions of manipulation of votes for candidates for MP, which prompted the Central Election Commission to decide on a recount of all polling stations. On the order of the Prosecution, hundreds of people involved in the vote-counting process were arrested, representing various political entities.

However, just a few months later, in the June 7 elections of this year, the recount produced a completely different situation.

In the previous elections held on December 28, 2025, the CEC had decided to recount all polling stations after initial verifications and the partial recount of some of them found discrepancies in the counting of votes for candidates. According to the CEC, a review of video recordings from the Municipal Counting Centers and an examination of ballots in a sample of polling stations had shown that in some cases the votes recorded in the counting results did not match the votes marked on the ballots. To ensure the accuracy of the final result and the integrity of the electoral process, a decision was made to recount all 2,557 regular polling stations, and the process lasted nearly three weeks.

Në 92% të rasteve dallimi ka qenë vetëm 1 votë për kandidat në atë vendvotim. Kjo të thotë se nëse një kandidat kishte 50 vota në një vendvotim nga numërimi i parë, pas rinumërimit rezultati i tij mund të ketë dalë me 49 vota ose 51 vota. Ndryshimet më të mëdha se një votë kanë qenë të rralla: 118 raste me rritje 2 vota; 16 raste me 3 vota; dhe vetëm 2 raste me katër vota më shumë. Ndërkaq, janë evidentuar 77 raste me zbritje 2 vota; 4 raste me zbritje 3 vota dhe 2 raste me zbritje 4 vota”, tregoi Elezi.

Edhe te subjektet politike, korrigjimet e regjistruara kanë qenë minimale. Në 27 vendvotime të shpërndara në 16 komuna janë shënuar ndryshime, ku në total janë shtuar 36 vota dhe janë hequr 20, çka sjell një diferencë neto prej vetëm 16 votash.

Elezi: Subjekteve politike u janë shtuar gjithsej 36 vota

“Po ashtu, pas rinumërimit të 185 vendvotimeve, ndryshime në votat e subjekteve politike janë evidentuar në 27 vendvotime të 16 komunave. Në përgjithësi, subjekteve politike u janë shtuar gjithsej 36 vota, ndërsa u janë zbritur 20 vota. Për shembull, një subjekt (A) mund të ketë pasur 100 vota në numërimin fillestar dhe pas rinumërimit të ketë 102 vota (+2). Një tjetër subjekt (B) mund të ketë pasur 80 vota dhe të ketë zbritur në 78 (-2), ndërsa një subjekt tjetër (C) mund të ketë pasur ndryshim të vogël, p.sh. +1 ose pa ndryshim fare. Kjo tregon se rezultatet e subjekteve politike para dhe pas rinumërimit janë pothuajse të njëjta, me korrigjime minimale në disa vendvotime” tha Elezi.

Gjatë këtij procesi, sipas Elezit, nuk është bërë vetëm verifikimi i rezultateve, por janë evidentuar edhe çështje të tjera që kanë të bëjnë me vlerësimin e fletëvotimeve, kontrollin e nënshkrimeve në listat e votuesve dhe ngjashmëritë në mënyrën e plotësimit të fletëvotimeve. Ai tha se këto raste janë regjistruar sipas vendvotimeve dhe, në momentin kur janë evidentuar në QNR, janë njoftuar organet kompetente për trajtim të mëtejmë.

Kjo tablo ndryshon nga ajo që ishte paraqitur pas zgjedhjeve parlamentare të 28 dhjetorit të vitit të kaluar. Atëherë, verifikimi i numërimit në disa vendvotime kishte ngritur dyshime serioze për manipulim të votave të kandidatëve për deputetë, çka e kishte shtyrë Komisionin Qendror të Zgjedhjeve të vendoste rinumërimin e të gjitha vendvotimeve. Me urdhër të Prokurorisë, ishin arrestuar qindra persona të përfshirë në procesin e numërimit të votave, të cilët përfaqësonin subjekte të ndryshme politike.

Megjithatë, vetëm disa muaj më pas, në zgjedhjet e 7 qershorit të këtij viti, rinumërimi ka nxjerrë një situatë krejt tjetër.

Në zgjedhjet e kaluara të mbajtura më 28 dhjetor 2025, KQZ kishte vendosur rinumërimin e të gjitha vendvotimeve pasi gjatë verifikimeve fillestare dhe rinumërimit të një pjese të tyre ishin konstatuar mospërputhje në numërimin e votave të kandidatëve. Sipas KQZ-së, shqyrtimi i videoincizimeve nga Qendrat Komunale të Numërimit dhe kontrolli i fletëvotimeve në një mostër vendvotimesh kishin treguar se në disa raste votat e regjistruara në rezultatet e numërimit nuk përputheshin me votat e shënuara në fletëvotime. Për të siguruar saktësinë e rezultatit përfundimtar dhe integritetin e procesit zgjedhor, ishte marrë vendim që të rinumëroheshin të gjitha 2,557 vendvotimet e rregullta, ndërsa procesi kishte zgjatur gati tri javë.

On the other hand, candidates for deputies from the Democratic Party of Kosovo, Bekim Haxhiu and Qëndrim Kryeziu, yesterday appealed to the Supreme Court, seeking a full recount of the votes for the candidates of this party, after the Electoral Complaints and Appeals Panel (ECAP) had rejected their complaints two days earlier.

“Shpallja e rezultateve përfundimtare nuk e përmbyll procesin zgjedhor, pasi palët kanë të drejtë ankese ndaj këtyre rezultateve. KQZ, ngjashëm si tani, duhet të presë afatin e ankesave dhe vendimmarrjen e institucioneve përkatëse, t’i zbatojë vendimet e tyre nëse përmbajnë obligime dhe pastaj të procedojë me certifikimin e rezultateve”, është shprehur ai.

Në anën tjetër, kandidatët për deputetë nga Partia Demokratike e Kosovës, Bekim Haxhiu dhe Qëndrim Kryeziu, dje iu drejtuan Gjykatës Supreme me ankesë, duke kërkuar rinumërim të plotë të votave të kandidatëve të kësaj partie, pasi Paneli Zgjedhor për Ankesa dhe Parashtresa (PZAP) para dy ditësh i kishte rrëzuar ankesat e tyre.

Zëdhënësi i KQZ-së, Valmir Elezi në një konferencë për media tha se janë hapur me kohë të gjitha vendvotimet, ndërsa u bëri thirrje qytetarëve që ta shfrytëzojnë të drejtën për të votuar.
