The University of Prishtina has announced that a public property of particular importance to the institution has been protected from the risk of being transferred.

According to the UP, on August 24, 2026, the Basic Court in Prishtina, following a request by the Basic Prosecution in Prishtina, imposed a protective measure on a cadastral plot measuring 68 ares in the technical faculties area. The property is municipally owned and is permanently used by the University of Prishtina.

The university said the court decision prohibits any action that could lead to the sale, transfer, donation, encumbrance, granting of use, alteration of the factual condition or transfer of the property in any form.

“Since the beginning of his term, Rector Arben Hajrullahu has been determined to protect university property, undertaking all necessary measures to prevent any attempt to transfer it to the detriment of the public interest,” the UP said in a statement.

The institution described the protective measure as a development of extraordinary importance, as private individuals have for years asserted ownership claims over the property. In addition, financial claims worth millions have been filed against the university for rent payments for space which, according to the UP, has been legally used for academic and institutional activities.

“The imposition of the protective measure safeguards the property from the risk of transfer during the proceedings and, at the same time, protects the university and the public interest from potential financial consequences that could directly burden the public budget,” the statement further said.

According to the University of Prishtina, the ownership claims concerning the plot are based on an alleged judgment of the former Municipal Court in Prishtina, dated May 27, 1998. On the basis of this document, it was claimed that the municipal property had been transferred into private ownership and subsequently transferred to other individuals.

The case was also reviewed by the Parliamentary Committee of the Assembly of Kosovo for Environment, Food, Agriculture, Planning and Development. In its report dated May 14, 2024, the committee identified serious problems and doubts concerning the documentation and history of the property, requesting that the matter be addressed by the competent justice authorities.

The UP expressed its gratitude for the work of the former Parliamentary Committee and for the institutional handling of the matter. In particular, the university thanked former MP Fitore Pacolli and Mr. Milazim Salijaj for their involvement in reviewing the case and their contribution to identifying issues requiring investigation by the competent institutions.

Special thanks were also extended to the prosecutorial system of the Republic of Kosovo, investigative institutions and all officials who, within their legal responsibilities, helped address the case.

The university said it had also taken concrete measures to return other university spaces to use.

According to the statement, students and academic staff of the Faculty of Agriculture and Veterinary Medicine are expected to begin the academic year in the new building. For more than 10 years, the building had not been used because of its proximity to high-voltage infrastructure and other technical facilities, but these obstacles have now been eliminated.

The University of Prishtina has called on all individuals and legal entities that hold, use or claim university spaces and properties without a clear legal basis to vacate them and return them to the UP by October 30, 2026.

At the same time, the institution invited current and former officials, as well as citizens who have information, documents or data concerning the transfer, occupation, misuse or other suspicious actions related to the university’s properties and interests, to submit this information to the UP or directly to the competent authorities.

“The University of Prishtina will not stop protecting its property. Every case for which there are indications of violations will be documented and referred to the competent institutions. Because university properties are not anyone’s private assets. The standard established by the University of Prishtina is clear: legality, transparency, accountability and uncompromising protection of the public interest,” the statement said.

Universiteti i Prishtinës ka bërë të ditur se një pronë publike me rëndësi të veçantë për institucionin është mbrojtur nga rreziku i tjetërsimit.

Sipas UP-së, më 24 gusht 2026, Gjykata Themelore në Prishtinë, pas kërkesës së Prokurorisë Themelore në Prishtinë, ka caktuar masë sigurie për një ngastër kadastrale prej 68 ari në zonën e fakulteteve teknike. Bëhet fjalë për pronë komunale që Universiteti i Prishtinës e shfrytëzon në mënyrë të përhershme.

Universiteti thekson se vendimi gjyqësor ndalon çdo veprim që mund të çojë në shitjen, bartjen, dhurimin, ngarkimin me barrë, dhënien në shfrytëzim, ndryshimin e gjendjes faktike apo tjetërsimin e pronës në çfarëdo forme.

“Që nga fillimi i mandatit, rektori Arben Hajrullahu ka qenë i vendosur për mbrojtjen e pronës universitare, duke ndërmarrë të gjitha masat e nevojshme për të parandaluar çdo përpjekje për tjetërsimin e saj në dëm të interesit publik”, thuhet në njoftimin e UP-së.

Institucioni e vlerëson masën e sigurisë si një zhvillim me rëndësi të jashtëzakonshme, pasi për vite me radhë persona privatë kanë ngritur pretendime mbi pronësinë e kësaj prone. Po ashtu, ndaj Universitetit janë paraqitur kërkesa financiare në vlera milionëshe për pagesën e qirasë për një hapësirë që, sipas UP-së, është përdorur ligjërisht për veprimtarinë akademike dhe institucionale.

“Vendosja e masës së sigurisë mbron pronën nga rreziku i tjetërsimit gjatë zhvillimit të procedurave dhe njëkohësisht mbron Universitetin dhe interesin publik nga pasoja të mundshme financiare që do të mund të rëndonin drejtpërdrejt mbi buxhetin publik”, thuhet më tej në njoftim.

Sipas Universitetit të Prishtinës, pretendimet për pronësinë e ngastrës mbështeten në një aktgjykim të pretenduar të ish-Gjykatës Komunale në Prishtinë, të datës 27 maj 1998. Mbi bazën e këtij dokumenti ishte pretenduar kalimi i pronës komunale në pronësi private dhe më pas bartja e saj te persona të tjerë.

Rasti ishte shqyrtuar edhe nga Komisioni Parlamentar i Kuvendit të Kosovës për Mjedis, Ushqim, Bujqësi, Planifikim dhe Zhvillim. Në raportin e datës 14 maj 2024, ky komision kishte evidentuar probleme dhe dyshime serioze lidhur me dokumentacionin dhe historikun e pronës, duke kërkuar që çështja të trajtohej nga organet kompetente të drejtësisë.

UP-ja ka shprehur mirënjohje për punën e ish-Komisionit Parlamentar dhe për trajtimin institucional të çështjes. Në mënyrë të veçantë, Universiteti ka falënderuar ish-deputeten Fitore Pacolli dhe z. Milazim Salijaj për angazhimin në shqyrtimin e rastit dhe për kontributin në evidentimin e çështjeve që kërkonin hetim nga institucionet kompetente.

Mirënjohje e veçantë i është adresuar edhe sistemit prokurorial të Republikës së Kosovës, institucioneve të hetuesisë dhe të gjithë zyrtarëve që, brenda përgjegjësive të tyre ligjore, kanë ndihmuar në trajtimin e këtij rasti.

Universiteti njofton se ka ndërmarrë masa konkrete edhe për kthimin në përdorim të hapësirave të tjera universitare.

Sipas njoftimit, studentët dhe personeli akademik i Fakultetit të Bujqësisë dhe Veterinarisë pritet ta nisin vitin akademik në objektin e ri. Për më shumë se dhjetë vjet, godina nuk ishte përdorur për shkak të afërsisë me infrastrukturën e tensionit të lartë dhe depo të tjera teknike, por këto pengesa tashmë janë eliminuar.

Universiteti i Prishtinës u ka bërë thirrje të gjithë personave fizikë dhe juridikë që mbajnë, shfrytëzojnë ose pretendojnë pa bazë të qartë juridike hapësira dhe prona universitare, që deri më 30 tetor 2026 t’i lirojnë dhe t’ia kthejnë ato UP-së.

Njëkohësisht, institucioni ka ftuar zyrtarët aktualë dhe ish-zyrtarët, si dhe qytetarët që kanë informacione, dokumente ose të dhëna për tjetërsim, uzurpim, keqpërdorim apo veprime të tjera të dyshimta lidhur me pronat dhe interesat e Universitetit, që t’ia përcjellin këto të dhëna UP-së ose drejtpërdrejt organeve kompetente.

“Universiteti i Prishtinës nuk do të ndalet në mbrojtjen e pronës së tij. Çdo rast për të cilin ekzistojnë indicie për shkelje do të dokumentohet dhe do të procedohet pranë institucioneve kompetente. Sepse pronat universitare nuk janë pasuri private e askujt. Standardi që Universiteti i Prishtinës ka vendosur është i qartë: ligjshmëri, transparencë, përgjegjësi dhe mbrojtje e pakompromis e interesit publik”, thuhet në njoftim.

The Serbian authorities, driven by a nationalist approach, engaged in changing and suppressing Albanian schooling in Kosovo. At the same time, the situation at the university became increasingly grave, in parallel with the worsening situation across Kosovo.

The University Center was no longer a safe place for Albanian students and professors. Immediately after the end of the summer semester of the 1990/91 academic year, on June 28, 1991, the Assembly of Serbia imposed violent measures on the University of Prishtina.

In the new academic year, the violent administration, dominated by Serb-Montenegrin cadres, increased the number of students by 923 new enrollees, mainly Serbs brought from various regions of Serbia and Montenegro.

On August 21, 1991, the Helsinki Group in Vienna published a statement emphasizing that Albanian education in Kosovo no longer existed and had been destroyed by Serbia. Nevertheless, with the beginning of 1992, efforts were aimed at finding the possibilities and forms for Albanian schools to resume activity.

On February 14, 1992, the University of Prishtina announced that university-level instruction in house-schools would begin on February 17 of that year.

Me ardhjen e Sllobodan Millosheviqit në udhëheqje të Serbisë, arsimi shqip në Kosovë, e sidomos Universiteti i Prishtinës, u përball me goditje të rënda që e çuan situatën deri te rrezikimi serioz, në përmasa të shkatërrimit të arsimit në gjuhën shqipe.

Pushteti serb me qasje nacionaliste u angazhua në ndryshimin dhe ndalimin e shkollës shqipe në Kosovë. Në të njëjtën kohë, gjendja në universitet u rëndua gjithnjë e më shumë, paralelisht me përkeqësimin e situatës në mbarë Kosovën.

Qendra Universitare nuk përbënte më një vend të sigurt për studentët dhe profesorët shqiptarë. Menjëherë pas përfundimit të semestrit veror të vitit akademik 1990/91, më 28 qershor 1991, Kuvendi i Serbisë vendosi masa të dhunshme në Universitetin e Prishtinës.

Në vitin e ri akademik, drejtimi i dhunshëm, i dominuar nga kuadro serbo-malaziase, e shtoi numrin e studentëve me 923 të rinj, kryesisht serbë të sjellë nga rajone të ndryshme të Serbisë dhe Malit të Zi.

Më 21 gusht 1991, grupi i Helsinkit në Vjenë publikoi një deklaratë ku theksohej se arsimi shqiptar në Kosovë nuk ekziston më dhe se ishte shkatërruar nga Serbia. Megjithatë, me fillimin e vitit 1992, synohej të gjendeshin mundësitë dhe format që shkolla shqipe të niste sërish aktivitetin.

Më 14 shkurt 1992, Universiteti i Prishtinës bëri të ditur se mësimi në nivelin universitar në shkollat shtëpi do të niste më 17 shkurt të atij viti.
