The Office of the Chief State Prosecutor, together with UNODC, UNDP and the Basel Institute, held the first day of a two-day workshop in Pristina on Thursday, titled “Peer exchange on financial investigations, confiscation in corruption cases and the functions of the Asset Recovery Office.”

The activity, scheduled for September 3 and 4, aims to improve institutional and international cooperation in the financial investigation, identification, seizure, confiscation and recovery of assets acquired in violation of the law.

Representatives of partner institutions and organizations attended the opening of the workshop, including Chief State Prosecutor Zejnullah Gashi and UNODC Regional Representative for Southeast Europe Danilo Rizzi.

Participants on the first day also included Bahri Hyseni, Head of the Asset Recovery Office and prosecutor at the Office of the Chief State Prosecutor; Blerim Isufaj, Chief Prosecutor of the Special Prosecution Office; and the chief prosecutors of the basic prosecution offices.

The topics addressed during the sessions included financial investigations in corruption cases, corruption in the public sector and the prosecution of money laundering as a separate criminal offense.

The discussions were accompanied by presentations of concrete cases and international practices relating to public funds, abuse of official duty and public enterprises. The experiences were presented by representatives of Kosovo, Albania and Bosnia and Herzegovina.

Representatives of Albania’s Special Prosecution Office (SPAK), Kosovo’s Special Prosecution Office and the Office of the Cantonal Prosecutor of the Sarajevo Canton also contributed to the workshop.

The first day concluded with discussions, questions and answers based on concrete cases. Participants shared their professional experiences and analyzed the practical difficulties that arise during financial investigations, corruption proceedings and money-laundering cases.

The organizers said that the workshop aims to strengthen professional capacities, promote good practices and deepen cooperation at the local, regional and international levels in order to increase the effectiveness of financial investigations, confiscation and the recovery of assets obtained unlawfully.

Zyra e Kryeprokurorit të Shtetit, së bashku me UNODC-në, UNDP-në dhe Institutin e Bazelit, ka zhvilluar të enjten në Prishtinë ditën e parë të punëtorisë dyditore me temë “Shkëmbimi i përvojave ndërmjet kolegëve mbi hetimet financiare, konfiskimin në rastet e korrupsionit dhe funksionet e Zyrës për Rikthimin e Aseteve”.

Aktiviteti, i planifikuar për datat 3 dhe 4 shtator, synon të përmirësojë bashkëpunimin institucional e ndërkombëtar në hetimin financiar, zbulimin, sekuestrimin, konfiskimin dhe kthimin e pasurive të siguruara në kundërshtim me ligjin.

Hapjen e punëtorisë e ndoqën përfaqësues të institucioneve dhe organizatave partnere, mes tyre Kryeprokurori i Shtetit, Zejnullah Gashi, si dhe Përfaqësuesi Rajonal i UNODC-së për Evropën Juglindore, Danilo Rizzi.

Mes pjesëmarrësve të ditës së parë ishin edhe Bahri Hyseni, Udhëheqës i Zyrës për Rikthimin e Aseteve dhe prokuror në Zyrën e Kryeprokurorit të Shtetit, Blerim Isufaj, Kryeprokuror i Prokurorisë Speciale, si dhe kryeprokurorët e prokurorive themelore.

Temat e trajtuara gjatë sesioneve përfshinë hetimet financiare në çështjet e korrupsionit, korrupsionin në sektorin publik dhe procedimin e pastrimit të parave si vepër penale të veçantë.

Diskutimet u shoqëruan me paraqitjen e rasteve konkrete dhe praktikave ndërkombëtare që kanë të bëjnë me fondet publike, keqpërdorimin e detyrës zyrtare dhe ndërmarrjet publike. Përvojat u prezantuan nga përfaqësues të Kosovës, Shqipërisë dhe Bosnjës e Hercegovinës.

Në punëtori kontribuuan gjithashtu përfaqësues të SPAK-ut të Shqipërisë, Prokurorisë Speciale të Kosovës dhe Zyrës së Prokurorisë Kantonale të Kantonit të Sarajevës.

Dita e parë u mbyll me diskutime, pyetje dhe përgjigje të mbështetura në raste konkrete. Pjesëmarrësit ndanë përvojat e tyre profesionale dhe analizuan vështirësitë praktike që shfaqen gjatë hetimeve financiare, procedurave për korrupsionin dhe rasteve të pastrimit të parave.

Organizatorët bëjnë të ditur se kjo punëtori ka për synim rritjen e kapaciteteve profesionale, përhapjen e praktikave të mira dhe thellimin e bashkëpunimit në nivel vendor, rajonal e ndërkombëtar, për të rritur efikasitetin e hetimeve financiare, konfiskimit dhe rikthimit të pasurive të përfituara në mënyrë të kundërligjshme.
