Recognition as part of UNESCO World Heritage plays an important role in the international promotion of Ohrid and Struga. According to university professor Sasho Korunovski, the two cities are globally known for the combination of the lake, nature, history and Ohrid’s old town. He emphasizes that UNESCO status adds prestige and credibility to the destination, while for foreign tourists this status represents an important brand.

“Ohrid deserves much more than what we are giving it today, because the claim that Ohrid does not attract tourists because of its cultural and natural heritage is completely wrong. On the contrary, Ohrid is a top destination precisely because of its cultural and natural heritage, primarily for foreign tourists but also for domestic tourists,” said Sasho Korunovski, a university professor.

The Mayor of the Municipality of Ohrid, Kirill Pecakov, assesses that progress has been made in meeting UNESCO’s conditions and preserving the region’s status.

“There has been movement, and this progress has also been noted in the report itself. When we talk about the report, what is important is that on many points issues that were previously considered insignificant are now assessed at a very high level in the work between Macedonia and Albania. At the 48th session of the World Heritage Committee, held in Busan, South Korea, UNESCO decided not to include the Ohrid region on the List of World Heritage in Danger. Sipas profesorit universitar Sasho Korunovski, këto dy qytete njihen globalisht për ndërthurjen e liqenit, natyrës, historisë dhe qytetit të vjetër të Ohrit. Albania and North Macedonia will have another five years to implement the measures required to protect the Natural and Cultural Heritage of the Ohrid Region. With this decision, UNESCO’s World Heritage Committee has, for the time being, avoided placing the area on the List of World Heritage in Danger.

However, UNESCO stresses that the deterioration of the region’s outstanding universal values is continuing and has not been halted.

The World Heritage Committee made the decision at its 48th session, after reviewing the report on the state of conservation of the Natural and Cultural Heritage of the Ohrid Region.

Engineer and environmentalist Arian Merolli believes the enthusiasm shown by the deputy prime minister during the World Heritage Committee’s online meeting, after the Ohrid Region was not included on the List of World Heritage in Danger, was misplaced.

Merolli said: “The deputy prime minister was very pleased that the Ohrid Region was not placed on the List of World Heritage in Danger. This surprised me, because it would have been better if it had been placed on that list. This would have increased pressure from UNESCO and international institutions on the government to take concrete measures to protect the region.”

He warns that, without political will, the five-year period set by UNESCO could end without results.

“Five years from now, this government may no longer be in power and could say: ‘It doesn’t matter; it’s no longer our responsibility.’ That is why they are not concerned that a five-year deadline was granted. My concern is whether they know what they need to do during these five years. I believe they do not,” Merolli continued.

According to engineer Arian Merolli, the strategy prepared at UNESCO’s request for the management and revitalization of Lake Ohrid should be supplemented by a detailed implementation plan setting out deadlines and budgets. He noted that North Macedonia has made more progress in this process, as it has approved the strategy at a government meeting and established an interinstitutional group to oversee its implementation. In this regard, Albania continues to lag behind.

Ai paralajmëron se, pa vullnet politik, periudha pesëvjeçare e përcaktuar nga UNESCO mund të përfundojë pa rezultate.

“Pas pesë vitesh kjo qeveri mund të mos jetë më në pushtet dhe mund të thotë: ‘Punë e madhe, nuk jemi më ne’. Prandaj nuk i shqetëson fakti që u dha një afat pesëvjeçar. Shqetësimi im është nëse ata e dinë çfarë duhet të bëjnë gjatë këtyre pesë viteve. Unë besoj se nuk e dinë”, vijon Merolli.

Sipas inxhinierit Arian Merolli, strategjia e përgatitur me kërkesën e UNESCO-s për menaxhimin dhe rivitalizimin e Liqenit të Ohrit duhet të plotësohet nga një plan i hollësishëm zbatimi, ku të përcaktohen afatet dhe buxhetet. Ai vëren se Maqedonia e Veriut ka ecur më tej në këtë proces, pasi e ka kaluar strategjinë në mbledhjen e qeverisë dhe ka ngritur një grup ndërinstitucional që do të merret me zbatimin e saj. The Mayor of Ohrid, Kiril Pecakov, welcomed the decision of UNESCO’s World Heritage Committee, which not only avoided the inclusion of the Ohrid Region on the List of World Heritage in Danger, but also granted an extension of the deadline until February 1, 2031 for the implementation of the recommendations.

According to him, this result is the fruit of close cooperation between local and central authorities, relevant institutions, and all involved parties. Pecakov described the decision as a precious opportunity that also carries profound responsibility.

The mayor assured that going forward there will be an intensification of efforts to implement protective measures for the cultural and natural heritage. Among the main goals, he singled out the fulfillment of major ecological projects, more rigorous urban planning, strengthening of mechanisms for environmental protection, and the full implementation of UNESCO’s guidelines.

Pecakov emphasized that preserving the Ohrid Region is a task that falls to everyone: local and central governance, institutions, and the citizens themselves. Sipas tij, ky rezultat është fryt i një bashkëveprimi të ngushtë midis autoriteteve vendore dhe atyre qendrore, institucioneve përkatëse dhe të gjithë palëve të angazhuara. Pecakov e cilësoi vendimin si një mundësi të çmuar që mbart njëkohësisht përgjegjësi të thellë.

Kreu i komunës siguroi se në vijim do të ketë një përshkallëzim të përpjekjeve për të vënë në jetë masat mbrojtëse të trashëgimisë kulturore dhe natyrore. The Ohrid Region will not be included on the World Heritage in Danger list, following a resolution by UNESCO’s World Heritage Committee. This decision keeps the area registered as a cultural and natural property of universal significance, giving the state the opportunity to improve conservation standards.

The decision comes with an additional five-year deadline, during which the full implementation of directives for the protection of the area’s natural and cultural heritage is expected.

On behalf of the state, Ambassador Igor Nikolov, who led the delegation at this forum, assured that there is full commitment to follow the guidelines and to guarantee the integrity of the outstanding values of the Ohrid Region.

Nikolov described the resolution as a sign of trust in the efforts made so far, but also as a call for further concrete actions. He mentioned as priorities the strengthening of institutional mechanisms, addressing the issue of illegal constructions, and measures for the conservation and restoration of Studenchishte Marsh. Another important aspect, he stressed, remains the coordination of actions with Albania for the management of this transboundary property.

Vendimi shoqërohet me një afat shtesë prej pesë vitesh, gjatë të cilit pritet zbatimi i plotë i direktivave për mbrojtjen e trashëgimisë natyrore dhe kulturore të kësaj zone.

According to UNESCO, implementation of the recommendations has made limited progress. The Ohrid Region remains exposed to major risks linked to shortcomings in management, uncontrolled urban expansion, illegal structures, pollution and delays in important infrastructure projects. The organisation notes that although institutions, commissions, strategies and plans exist, the protection mechanism does not function as a unified system and has not produced sustainable measures to preserve the area.

UNESCO is calling on North Macedonia and Albania to ensure genuine joint cross-border management of the Ohrid Region. Among the key issues raised is the absence of a comprehensive Strategic Environmental Impact Assessment, which should reflect the cumulative effects of infrastructure, tourism and urban development projects.

Without this assessment, the organisation says, it is impossible to accurately determine the level of pressure that planned projects or those already under implementation exert on the lake, the coastline, natural habitats and cultural heritage.

Particular emphasis is placed on major infrastructure projects, including those linked to Corridor 8. It must be assessed whether they could cause direct or indirect consequences for the protected area. One of the biggest concerns remains unauthorised construction. The document stresses that it is not clear whether any illegally built structures were demolished during the reporting period.

UNESCO is again calling for a detailed inventory and analysis of all unauthorised constructions, as well as an assessment of their impact on heritage. Structures considered a threat must be removed or have their negative effects mitigated. The hotel in Lagadin is again cited as an illustration of the difficulties in enforcing the law. The organisation also notes a lack of progress on 19 detailed urban plans, which had previously been assessed as potentially harmful to world heritage.

It calls for a halt to new urban planning changes until the comprehensive strategic assessment is completed, as well as faster preparation of general urban plans for Ohrid and Struga. Particular concern has also been raised over the “Gorica 3” complex, where UNESCO is demanding that construction work be suspended until the necessary analyses of its impact on the protected area are carried out. Wastewater and waste management continue to be assessed as serious issues.

UNESCO believes that results in this area have been limited, while pollution remains a risk to the ecosystem of Lake Ohrid. Projects to rehabilitate and expand the collector system have been delayed, while the wastewater issue in Struga has still not been fully resolved.

North Macedonia and Albania must urgently accelerate projects for wastewater collection and treatment, as well as build appropriate regional infrastructure for waste management. The organisation also warns of delays in ensuring legal protection for important natural areas. The procedure to declare Lake Ohrid a natural monument and the Studençishta Marsh a nature park began in 2021, but its completion still has no clearly defined timeline.

The draft decision will be put to a vote at the 48th session of the World Heritage Committee, to be held from July 19 to 29 in Busan, South Korea. The Committee may approve it, amend it or postpone the vote on the decision once again.

The Government of North Macedonia had previously expressed confidence that Ohrid would retain its current status. Deputy Prime Minister and Minister of Transport Aleksandar Nikolloski said he expects a positive outcome, recalling that a similar proposal was postponed in 2025 following intervention by member states. Në analizën e saj më të fundit për gjendjen e trashëgimisë kulturore dhe natyrore, organizata thekson se rreziqet ndaj vlerës së jashtëzakonshme universale të këtij rajoni nuk janë larguar ende.

Sipas UNESCO-s, zbatimi i rekomandimeve ka shënuar përparim të kufizuar. Rajoni i Ohrit vijon të jetë i ekspozuar ndaj rreziqeve të mëdha që lidhen me mangësitë në menaxhim, zgjerimin e pakontrolluar urban, objektet e paligjshme, ndotjen dhe shtyrjen e projekteve infrastrukturore me rëndësi. Organizata vëren se, ndonëse ekzistojnë institucione, komisione, strategji dhe plane, mekanizmi mbrojtës nuk funksionon si një sistem i unifikuar dhe nuk ka prodhuar masa të qëndrueshme për ruajtjen e zonës.

UNESCO kërkon që Maqedonia e Veriut dhe Shqipëria të sigurojnë një menaxhim të vërtetë të përbashkët dhe ndërkufitar të Rajonit të Ohrit. Mes çështjeve kryesore që ngrihen është mungesa e një Vlerësimi Strategjik gjithëpërfshirës të Ndikimit në Mjedis, i cili do të duhej të pasqyronte efektet e grumbulluara të projekteve infrastrukturore, turistike dhe urbanistike.

Pa këtë vlerësim, sipas organizatës, nuk mund të përcaktohet saktë niveli i presionit që projektet e planifikuara ose ato që tashmë janë në zbatim ushtrojnë mbi liqenin, vijën bregdetare, habitatet natyrore dhe trashëgiminë kulturore.

Theks i posaçëm vihet te projektet e mëdha infrastrukturore, përfshirë ato të lidhura me Korridorin 8. Për to duhet të vlerësohet nëse mund të shkaktojnë pasoja të drejtpërdrejta apo të tërthorta në zonën e mbrojtur. Një ndër shqetësimet më të mëdha mbeten ndërtimet pa leje. Dokumenti thekson se nuk dihet qartë nëse gjatë periudhës raportuese është shembur ndonjë objekt i ngritur në mënyrë të paligjshme.

Organizata gjithashtu konstaton mungesë përparimi për 19 planet e detajuara urbanistike, për të cilat më herët ishte vlerësuar se mund të dëmtojnë trashëgiminë botërore.

Kërkohet ndërprerja e ndryshimeve të reja urbanistike deri në përfundimin e vlerësimit të plotë strategjik, si dhe përshpejtimi i hartimit të planeve të përgjithshme urbanistike për Ohrin dhe Strugën. Shqetësim i veçantë është ngritur edhe për kompleksin “Gorica 3”, ku UNESCO kërkon ndalimin e punimeve ndërtimore deri në kryerjen e analizave të nevojshme për ndikimin ndaj zonës së mbrojtur. Ujërat e zeza dhe administrimi i mbetjeve vazhdojnë të vlerësohen si çështje serioze.

UNESCO vlerëson se rezultatet në këtë drejtim janë të kufizuara, ndërsa ndotja mbetet rrezik për ekosistemin e Liqenit të Ohrit. Projektet për rehabilitimin dhe zgjerimin e sistemit kolektor janë vonuar, ndërkohë që çështja e ujërave të zeza në Strugë nuk është zgjidhur ende plotësisht.

Maqedonia e Veriut dhe Shqipëria duhet të përshpejtojnë me urgjencë projektet për mbledhjen dhe trajtimin e ujërave të zeza, si edhe të ndërtojnë infrastrukturë të përshtatshme rajonale për menaxhimin e mbetjeve. Organizata paralajmëron po ashtu për vonesa në garantimin e mbrojtjes ligjore të zonave të rëndësishme natyrore. Procedura për shpalljen e Liqenit të Ohrit monument natyre dhe të Kënetës së Studençishtës park natyror ka nisur që nga viti 2021, por përfundimi i saj ende nuk ka afate të përcaktuara qartë.

Projektvendimi do të dalë për votim në sesionin e 48-të të Komitetit të Trashëgimisë Botërore, i cili zhvillohet nga 19 deri më 29 korrik në Busan të Koresë së Jugut. Komiteti ka mundësi ta miratojë, ta ndryshojë ose ta shtyjë sërish votimin për vendimin.

Qeveria e Maqedonisë së Veriut kishte shfaqur më herët bindjen se Ohri do të mbajë statusin aktual. Zëvendëskryeministri dhe ministri i Transportit, Aleksandar Nikolloski, ka deklaruar se pret një rezultat pozitiv, duke kujtuar se një propozim i ngjashëm u shty në vitin 2025 pas ndërhyrjes së shteteve anëtare.(koha.mk)
