According to Smith, the Trial Chamber concluded that Veseli, in his capacity as the former head of the Intelligence Directorate, bore primary responsibility for identifying, gathering information on, surveilling, and neutralizing persons suspected of being collaborators.

It was also emphasized that Veseli was a key figure in implementing this common purpose, and that he participated in and encouraged the commission of crimes.
