The shooting that took place yesterday afternoon, on September 25, on “Hysni Gërbolli” Street, in which a 33-year-old man from Kosovo was injured, has been clarified.

Police announced that they had identified the suspected perpetrator, 54-year-old Sajmir Pasmaçiu, who has been declared wanted.

According to the investigation, during a conflict at a bar, the 54-year-old fired a gun and shot the 33-year-old Gjenk Karabeg in the leg before fleeing the scene.

During a search of his home, a hunting rifle, a knife and live ammunition were seized.

In connection with the conflict, police also arrested 20-year-old Samuel Tahiraj, while two other people were prosecuted while at liberty.

Meanwhile, the injured 33-year-old turned out to be wanted by the authorities in Kosovo. He was arrested for the purpose of extradition, after being sentenced by the Basic Court in Gjakova to 50 days in prison for unauthorized possession of narcotics.

The suspected perpetrator was identified and declared wanted. Efforts to locate and apprehend him are continuing.

Investigative actions indicate that, during a conflict at a bar, citizen S. P., 54, fired a gun and shot citizen Gjenk Karabeg, 33, in the leg before fleeing the scene.

The 54-year-old was declared wanted for the criminal offenses of “Attempted murder,” “Illegal production and possession of firearms and ammunition,” “Illegal possession of bladed weapons,” and “Disturbing the peace and public order,” while efforts to locate and apprehend him are continuing.

During a search of the home of citizen S. P., a hunting rifle, a bladed weapon (knife) and live ammunition were found and seized as material evidence.

Further investigative actions established that citizen S. T., 20, had also been involved in the conflict. He is suspected of having clashed with several people using hard objects, injuring citizen A. P., 18. At the conclusion of the procedural actions, citizen S. T. was arrested in flagrante delicto for the criminal offenses of “Intentional minor injury,” “Failure to report a crime,” and “Disturbing the peace and public order.”

Meanwhile, criminal proceedings while at liberty were initiated against citizens B. P., 49, and S. P., 18, who are suspected of striking citizen S. T. with hard objects during the conflict. In addition, several bullets were found and seized during a search of the 49-year-old’s home.

Further checks established that citizen Gj. K., 33, was wanted by the authorities in Kosovo. The 33-year-old was arrested for the purpose of extradition, as he had been sentenced by the Basic Court in Gjakova to 50 days in prison for the criminal offense of “Unauthorized possession of narcotic, psychotropic or analogous substances.”

The procedural materials were forwarded to the Tirana Prosecutor’s Office for further action.

Further details have emerged from the operation conducted by the State Police, in cooperation with the BKH and under the direction of SPAK, targeting a suspected criminal group and international drug-trafficking activities.

The investigation indicates that the suspected criminal activity extended across several regions of the country, while the suspicions also involve activities outside Albania.

Today, a person was wounded by gunfire near the Zogu i Zi area of Tirana. According to police information, the victim was shot in the leg and immediately transported to hospital for medical treatment.

Sources say the victim is a Kosovar citizen and is out of life-threatening danger. The victim has not yet provided information about the incident.

L., 26, was sentenced to 3 months in prison for “Disturbing public peace” and had 1 month and 3 days remaining to serve. O. N., 30, was subject to the security measure “Arrest in prison” for “Production and sale of narcotics.” K. M., 29, was wanted for “Production and sale of narcotics,” and a quantity of suspected narcotic Cannabis Sativa was found and seized as material evidence at the time of detention.

The 116th protest against the government and Prime Minister Edi Rama continues today in the capital. Organizers have announced the continuation of daily resistance, while citizens are expected to gather in Tirana as every afternoon, to then proceed with marching through the capital’s streets.

The protest is expected to feature speeches by activists and citizens before the march begins.

During recent gatherings, chants such as “Rama resign,” “Your end has come,” “Arrest Rama,” “The state has fallen,” and “Arrest Balluku” have been repeated, while protesters have held banners with messages against corruption and for changing the form of political representation.

Another repeated chant during the marches has been “Join us students, the nation calls,” with organizers calling for the broadest possible citizen participation.

In recent days’ speeches, other political issues have been addressed, including the 2008 constitutional amendments, the manner of representation in Parliament, the Territorial Reform, protected areas, the Mountains Package, and strategic investments.

Organizers have called for the continuation of protests and marches in the capital. According to them, the resistance will continue in the coming days, while the demand for the prime minister’s resignation remains at the center of the gatherings.

The European Union ambassador in Tirana, Sofia Moreira de Sousa, has called for the process of drafting and approving laws in Albania to be transparent and inclusive.

During the 22nd meeting of the EU–Albania Parliamentary Stabilisation and Association Committee, the ambassador stressed that the speed of passing laws, as part of the country’s EU accession process, should not come at the expense of parliamentary oversight and a public, transparent process.

According to her, reforms can deliver results when laws are drafted properly and after a thorough consultation process with interest groups.

“Everything starts with good laws; there must be meaningful consultation before they are approved,” the ambassador said.

She also underlined that reforms related to the European Union affect every aspect of citizens’ lives, from environmental management to education.

For this reason, she said, the process must include all of society, including civil society and the private sector.

“Speed (in passing laws) must not undermine parliamentary oversight and the public and transparent lawmaking process, because the benefits of reforms will be felt if laws are well drafted and well-founded. Everything starts with good laws; there must be meaningful consultation before they are approved. EU-related reforms affect every aspect of life, from environmental management to education, and affect every citizen. For this reason, we must have an approach that includes all of society—civil society oversight, the private sector… everyone must have the opportunity to have their say,” the ambassador said.
